aftermath of hurricane sandy. downed trees, flooded streets and power outages all throughout the state has wind and rain ripped through. more than 174,000 customers without power, most of those outages in and around all county. -- in and around the county. so far, power has been restored to 74,000 people in total. things could certainly have been worse. this justin, a third person has died due to hurricane sandy. one person died today in prince george's county in a traffic accident. before that, a second person died last night in and around all county. -- anne arundel county.

the first standee related death happened in montgomery county. we have live team coverage tracking the damage sandy left behind. captain roy taylor is up in the skies, but we begin with john collins. he has a look at today's forecast. sandy has moved out almost completely, right? >> we're still getting the edges of the storm, what is left of sandy, because it is not a hurricane anymore. it is over the mountains of pennsylvania, spinning in causing a variety of issues. we still have some shower activity in chesapeake bay and in higher elevations there is a lot of snow. west virginia and western maryland especially. we have had a couple of reports mixed in with the generally light rain we have mixed in in

our area. as far as flooding is concerned, generally the area has warnings and watches throughout the entire area for both coastal flooding and for flooding from some rivers and streams. we are not getting the heavy rains we had yesterday, but we are still getting the aftermath of what those rains were about. when we talk about title flooding both for the chesapeake bay and the delaware bay, today, 2-4 foot tidal step above ground at high tide. now, we have passed titi this morning. we're going to having another high tide this evening. the wind is holding the water up in the day. of all things related to the hurricane, we a blizzard warnings in effect and some winter storm watches and advisory's. i will bring you information on all of that, where we have been

and where we are headed, coming up. >> let's head out to captain roy taylor and skype team 11. captain roy flying over cockeysville where it appears part of a building has collapsed. >> we are of in the air where, above an abandoned warehouse, the whole wall has collapsed. because of the unstable nature of this building, police and fire a shutdown northbound lanes of the road. one lane is going northbound, one going southbound as they deal with this traffic. also be advised, there are a lot of power outages as baltimore county police are redirecting traffic at those lights that are out. >> thank you. we now want to head to ocean city where we check in live with ava marie. she endured quite a bit

yesterday. it is much calmer now. good afternoon. >> good afternoon. it is still very windy here and the wind is so cold. the wind chill is in the 30's right now. the water is just cresting over there. that is nothing compared to when we saw the waves yesterday when they were high enough to flood inland areas in ocean city. not only did we see flooding from the oceanside, but from the bay side as well. it did force them to shut down a lot of roads, not only because of water but because of standing debris as well. when we surveyed today, that was the majority of the damage we saw. pretty minor in nature. there was some damage from wind,

including areas of reform are -- areas of roof torn off. the water was forming a bit of a river outside of our hotel as well as along the beach. it did for an entire lake along the beach homes. some of them might have sustained some flooding damage. we saw a lot of flooding along the bay side because they did not have the dunes to protect them. on the oceanside, they had a dance and they did their job. that is the latest in ocean city. now we are going to head to jane miller. i saw some pictures from the harbor. pretty impressive. >> it is impressive, but not something you do not see on baltimore's inner harbor. the good news is what you see behind me is as far as the harbor has pushed as a result of hurricane sandy. you can see that it is kind of

swamp and lapping up the steps of the pavilion. same thing on the light street pavilion across the way. the good news is that we are not having a repeat at this point of hurricane isabel where the water pushed onto both pratt and light street and really flooded downtown. there is some minor flooding in fells point, minor street flooding, but nothing like we saw with hurricane is about. the traffic restrictions that were in place until noon today have been lifted. traffic can now travel on any street. there are a couple of street closures on fell street because of standing water there. this is really as a result of the combination of all the water in the harbor as well as the southerly flow of the wind which keeps pushing the water in. the mayor gives a lot of credit to people for paying attention and really following the

restrictions, the traffic restrictions, for getting through this storm with very little disruption and trouble. >> most people heeded our warnings through the night and stayed off the road. we had minimal police, fire and medic incidents reported, and i am grateful for that. quite city government will reopen tomorrow. there have been two lost days for business, for government. the mayor said city offices will reopen tomorrow. again, the traffic restriction that was in place through last night and into this morning has now been lifted. you can now drive anywhere in the city of baltimore. jane miller, wbal-tv 11 news. >> now we want to head to lisa robinson. she is live near where the governor just spoke about an hour ago. he updated us on conditions around the state as well as

early voting, which resumes tomorrow with extended hours. >> yesterday at this time the mood was really low. people were working seriously. the governor said he was expecting the worst. today, he stressed a lot of relief. listen to what he had to say. >> we prepared for the worst. we were scared -- spare having to endure the worst. 308,000 of our citizens are without power. the good news is that utility crews were out there at dawn today. we thought they would have to shelter in place until heavy winds of the area but those heavy weapons left much sooner than anyone forecast. utility -- heavy winds left much sooner than anyone forecast. >> i want to bring you up-to- date on some things regarding transportation, roads and bridges. joining me now is the

transportation secretary with some updates. how are things as far as mass transit? >> mass-transit we will of the up and running by noon today. we will also have paris transit service and subway service. we do anticipate having full bus service tomorrow morning along with para-transit. >> what about marc? >> we have not made a decision about that yet, primarily due to the amtrak. we will be assessing light rail throughout the day. >> what is the status of bridges? >> all are open. we do have warnings on restrictions. >> how about bwi? >> we do anticipate the flights will resume tomorrow. you are encouraged to check your airline provider to see if your

flights will be heading out tomorrow. >> your last thing, the speed limit, what is the situation with that. >> as conditions improve, we will be lifting the speed limit restrictions, but i do caution drivers to be careful. we still have high water and potential down wires and trees. continue to exercise caution. >> not only that, the roads are covered with leaves. >> exactly. conditions are slippery. >> there you have it. you talked to me about early voting. yes, it will resume tomorrow to make up for the loss day yesterday and today. they will have it start earlier and extend the hours until 9:00. there will also be early voting on friday. >> thank you, lisa.

>> welcome back to 11 news at noon. we are continuing our live team coverage of the hurricanes in the aftermath. first we want to go to kim dacey. she has been covering things in annapolis. >> the rain has slowed to kind of a light drizzle or a shower here. the road behind us is slowed, as well as several other roads in the downtown area because of flooding. indianapolis mayor is joining us live. i know -- of the annapolis mayor is joining us live. what is the status of things here? >> we have about half a dozen trees down, some blocking roads,

some on private property. this is one of the main links between east port and downtown and this is closed. if anyone lives in east port or bay ridge, they have to go around. the national guard brought two humvees to help with high tide situations. overall, annapolis got through this pretty well. our big concern moving forward is that we are expecting high tide. the wind is shifting from the south. this is actually going to get a little higher. we are not expecting the surge like we had from isabel that caused some pretty big damage, but the water level is going to stay high throughout the night. >> we were just down by the city docks. it is pretty flooded. we have some video we can show of that as well. how severe is the flooding and how are the businesses bearing? >> overall, the flooding is not

super bad. folks downtown are used to this, whether it is a hurricane or just title action that forces the water of the day. we get flooding like this may be half a dozen times a year. two days before sandy, people came with 1800 sandbags. if you lived in annapolis, you are used to it. people know the drill and we will get through it. >> thank you for joining us. >> this city call center is open and the phone number for city residents is 410-260-2211. we have crews in this city doing damage assessment of city facilities and private property. if people need assistance in a non-emergency situation, we can

behind it so we are seeing all of this in west virginia and garrett county. some folks have reported a couple of snowflakes. this storm is slowly making its turn up to the north. let's take a look at the impact of this thing. there are gale warnings on the day -- bay. 18 mile per hour gusts in ocean city. when we talk about the wind on the bay, upper, middle and chesapeake bay and delaware today, a title flooding, a 2-4 feet, ground level at high tide. i was talking to jane miller

earlier. it looked like there was a hard time getting rid of the water. the winds are not really that strong, but they are still there. the rainfall totals, for the whole storm, have an history of the storm -- new york city, long island, places like that got the bulk of the surge action but not people of the rain. we are the ones down here -- but not the bulk of the rain. we got 7 inches of rain. we got all the rain and they got all the wind and the title flooding and what not. how much rainfall did we get? just a few places here. tv hill, 5.7 inches, a little more than that at the airport. almost seven in annapolis. inner harbor, 6.8. rosedale, 7.82.

6.825 in cordova. over 8 inches of rain there. garrett county, 26 inches of snow. oakland, 12 inches of snow. never thought i would be talking about rain and snow all in one breath. impressive cloud picture this afternoon. here is the storm spinning around, so we are stuck with it for awhile. it does not look like heavy rain though. gusts of 40. by the way, we do not want to skip the kids. tomorrow night, clouds, maybe a sprinkle or a little drizzle, temperature about 49 degrees. a little chilly. you will need insulated costumes. insta-weather forecast shows the storm slowly pulling out of the picture. our 7-day forecast looks like
