a nor'easter is churning off shore. >> for residents in places like new jersey, connecticut, and new york, another round of misery. power outages are creeping back up. frosty temperatures are selling in. it comes a week after it doesn't -- a devastating blow from hurricane sandy. coastal communities like ocean city are experiencing rain and kicked up surf. more on the conditions in a bit. first we will check with the weather. >> we're watching that storm. it is producing massive weather here. not quite as bad as up the coast and but some rain, chilly rain, mixed at times with sleet and what snow. especially north of baltimore. the real impact is being felt farther north. it is an area that relate does not want to deal with this right now. moderate to heavy snow. winds gusting to 43 mph att

the evening rush hour traffic surrounded the broken water main at charles and 20th was as bad as predicted and thursday morning is not expected to be better. >> he will not be able to get through this intersection for quite awhile. >> 7:30, water started up shrink -- dusting out of the water main. homes and businesses were evacuated. >> did was we had to evacuate. -- they told us it was bad so we had o evacuate. >> you have vales located throughout this area here in the metropolitan area. they get turned a great number of times to shut off the water. >> sent to make sure there are no problems with the line before the city can even start fixing the water main. some customers have the water pressure and traffic jams will
