caldwell. president obama will sign legislation preventing income taxes from going up on most of the country, allowing 2 million jobs -- jobless americans to continue collecting unemployment. tracy potts has a breakdown on what congress agreed upon and what is still on the table. >> the house stands adjourned until 10:00 a.m. tomorrow for morning hour debate. >> finally avoiding the fiscal cliff. >> at some point in the visit at some point you strike a balance. >> 2 and 56 democrats and republicans signed a bill that keep the alternative minimum tax from hitting working families, avoid the big cut in medicare payments to prevent tax hikes for 98% of americans. tax rates will go up for couples making over $450,000. democrats caved in on that. republicans want to raise the .state tax hold over 5 million

seven-day forecast. >> we will check back with you then. two people are being treated at bayview burn center after a boiler exploded after -- at a middle school in annapolis. fire crews in anne arundel county and annapolis city found the two victims, two middle-aged men, who suffered burns but there injuries are not life- threatening. 33 minutes earlier, anne arundel county fire fighters were called to a trailer park. one person died in a trailer fire, but they're still working to determine the victim pasay tennessee. in cecil county, investigating officers are -- deputies say they were called to a home in elkton around midnight on new year's morning presidents have

been watching fireworks when a girl took a bullet to the head and collapsed. she is in critical condition at a delaware hospital. we will have more on this story tonight on "11 news at 5:00." multiple investigations centered around crime in baltimore county. police were called to a hotel party three separate times after midnight. jennifer franciotti reports the security hired for the party were outnumbered. >> the crown plaza hotel was the brainchild of several local party promoters. -- the crown plaza hotel party was the brainchild of several local party promoters. >> they did a good job putting it together. >> partygoers describe a good job put together in the hotel atrium, packed with 1000 people. >> a lot of different promoters get together for the party. we are still here. >> but not everyone rang in 2013

peacefully. police responded to a 911 call about a flight around 1:43 in the morning. less than 10 minutes later, paramedics were called about a drug overdose. an hour later, a man was stabbed. police are not sure if the incidents were connected or if there was another party elsewhere in the hotel. some did not notice the repeated police presence. >> it could be anything on any night. just because the police were there does not mean it was for the party. >> police say the hotel had its own security in place, however -- >> there were security guards at the location, but there were too many for them. there -- we were called in, there were no arrests for disorderly conduct. >> jennifer franciotti, wbal-tv 11 news. >> the family is starting 2013

with a teenager killed in a car crash. it happened in aberdeen. investigators a 17-year-old boston lost control of the vehicle and collided head-on -- austin lost control of the vehicle and collided head-on with another vehicle. a maryland state trooper narrowly escaped serious injury in a new year's crash. we are told the trooper was engaged in a traffic stop on the inner loop of the beltway around 3:30 tuesday morning. when he returned to his car, police say he was arrested by a driver who fell asleep at the wheel. the trooper was treated at shock trauma for non-life threatening injuries. coming up, tax debates sweeping the globe. which president is calling for a 75% tax on millionaires, and why the idea has been ruled unconstitutional. sandy hook students prepare to head back to class. i do interior decorating

investigation. tomorrow, the students will attend a school in monroe. parents say it will be hard to send their little ones back to class but believe it will help instill a sense of normalcy. >> back to that sense of figuring out what to do, what it will look like, is important. everybody is waiting for that to happen. >> in an attempt to make the transition smoother, the monroe classroom has been set up to look identical to the one in sandy hook. the governor of pennsylvania is suing the n.c.a.a. in the fallout of the jerry sandusky scandal. the money for a fine is supposed to be used to go to child abuse programs across the country. he is holding a press conference about the loss of this afternoon. still to come, 2013 will be an expensive year. which products will cost you more. you can watch the ravens take

super bowl. just keep going. weather-wise, we close out the old year with an active december. remember we had all those storms coming through with the rain and snow? in december it will be just as quiet for the first couple of days of january. i do not see the big storm -- the big snowstorms for the next 10 days. the last time we had over 2 inches of snow officially at bwi, was all the way back on february 22, 2011. last time we had over 6 inches of snow was january 26 of 2011. it has been a long time since we had a direct hit from a snowstorm in maryland. we came close yesterday with a storm passing just south of us with plenty of moisture and cold air to the north. we lucked out in missing on both of those. all the moisture mist to the south, so we wound up with some quiet whether with clouds. the clouds have broken up and we have plenty of sunshine this afternoon. you will see maybe just a few

high thin clouds out there. you can see how the temperatures drop off in pennsylvania. it is in the 20's. it will not get much warmer this afternoon. basically a couple degrees from where we are now. 35 at the airport, only 29 in westminster. like i said, the weather will stay pretty quiet going into the weekend. a couple of rebels in the jet stream that may produce cloud cover, but that's about it. one of those little waves coming through thursday. into the weekend, another wave coming through sunday. that could produce a couple of sprinkles or snow flurries. there is not a lot to talk about, whether wise. for these -- for the forecast, chilly and breezy. the win against -- the wind gusts are up in the 20's. clear and colder tonight. temperatures dropping back into the 20's.

president bling bling, easing the nation's debt and deficit by taxing the rich. according to polls, most citizens agree with him. entrepreneurs have gone wild, saying this will further kill any innovative spirit here. wealthy people going out to france -- out to switzerland. >> it is kind of like this go? and because bit by bit the french are losing confidence. >> the 75% tax would affect a few thousand people but was shot down because it targets individuals instead of household income. the government says it will find a way to enacted in some form while other taxes also rise. around europe, you keep running into american tax exile. people who have given up their citizenship to avoid taxes, and that number has been rising.
