watch for some heavy snow in garrett county. >> good morning. we have a lot of areas of localized flooding. there is fire activity in the city. we have a crew on the way. harford road is closed for some fire activity at louise. flooding has shut down new hampshire avenue in howard county. york road is closed near beaver run because of flooding. we could see some localized flooding on the smaller roads. we have some debris westbound 50 on the bay bridge. 65 on 95 in the northeast corner.

things are moving just fine on 95 at white marsh. this is the outer loop coming towards us. that is the latest on traffic pulse 11. >> there is breaking news this morning in west baltimore. >> a deadly fire in west baltimore. we have a news crew on the scene. the anne arundel council gathered to remove john leopold from office. he was convicted on two counts of misconduct in office. he is currently suspended from his position. there was a super majority vote

yesterday. the county attorney says removing him so soon may be illegal. the pain centers on the word "conviction." >> they have no authority to remove any official until the crime -- until the conviction is final. maryland law is clear that a conviction becomes a matter of record at the time of sentencing. >> the judge is expected to set the sentencing date. his conviction may never become a final. >> testimony in the michael johnson murder trial yesterday. phylicia barnes died of asphyxia. no other cause for death could be found.

a witness claims to have helped johnson dispose of the body. testimony will resume later this morning. defense attorneys asked a judge to move the case to juvenile court. robert gladden is a young boy crying out for help. a doctor said the teenager suffers from a major disorder. >> prosecutors have dropped rape charges against a popular restaurant on federal hill. a man was arrested after a customer claimed she was assaulted inside the restaurant. the prosecution dismissed the charges. the principal of mount saint joseph high school has resigned. barry fitzpatrick is stepping

mobile homes were torn up in kentucky. thousands remained without power. a fire at a food processing plant in wisconsin. it has forced the evacuation of a lot of residents. too soon to tell how that fire started. the last surviving member of the andrews sisters died of natural causes on wednesday. they hawked war bombs and boosted morale on the home front with tunes like "i will be with you at apple blossom time." she was 94 years old. president obama's take to lead

>> two people were inside the house when the fire broke out. it happened about a block away from here. it was a row home on rosedale. one person was found dead inside the building. firefighters first arrived at the fire was fully involved on the first floor. it did not take too long to put it out, about 20 minutes. there is no word on the cause. one person was found dead inside. another person is injured. no word on her condition. sarah sampson, wbal-tv 11 news. >> the governor says maryland needs to make better choices. he was outlining his agenda for
