one involving some hot-button issues that are heating up in annapolis. >> cars, breaking news involving the next leader of anne arundel county council. laura neuman has been chosen to replace john leopold. it sounds like this pick was a surprise. >> her name is laura neuman. she had no name recognition, no political experience, and she was never mentioned that someone who could possibly get this job, but tonight she pulled off the upset. here is a video of when the roll call was finalized and she realized she was the winner. she has a lot of business experience. she is currently ceo of the howard county economic authority. she did not graduate high school or college. she later got her ged and convince loyola university to let her get into their mba program. she said that decades ago she was date raped the victim.

she said no one believed her and there was no investigation. as an adult she got the case going again and she said the case was quickly solved. here is our reaction to the win tonight. >> i think it is time for a new face in anne arundel county. i am pleased that the council plays such confidence in me, and i will serve the community well. i am really proud of my accomplishments. it has been an interesting journey. i would not change any of it and i am extremely grateful for where i am. >> of course that dark chapter they talk about now deals with john leopold. he is the former county executive who resigned earlier this month after being convicted of misconduct in office the charges. neuman will be sworn in tomorrow

at 10:00 a.m.. in the meantime, kendel ehrlich received no votes and was eliminated after the first roll call votes. george lettis, wbal-tv 11 news. >> now to other big news happening in annapolis. >> too hot button issues take up the night. the death penalty reveal legislation clears a major hurdle, but gun control is still being debated in the senate committee. kai reed joins us with a late breaking developments. >> committee members are still deep in the gun control debate. they knew it would be a long night with up to 45 minutes to get -- 45 amendments to get through. the first item was appealing the death penalty. the emotional death penalty debate has long been a polarizing discussion in the state of maryland but tonight they moved one step closer to repealing capital punishment.

six amendments of the bill, most of them failed, including one that allow capital punishment in cases with dna evidence. >> it make sure they are never able to touch society again and are put on death row. think they ever get closure. >> the center from of marchetti was the swing vote and he opposed repealing the death penalty in the past, but now says the system is broken. >> the emotion for me is different than in a legal sense. in a legal sense, i don't believe that we can continue to have this -- the state involved in these executions. >> the maryland death penalty was put on hold in 2006 when it was ruled as they did not have the proper protocol to carry it

out. >> i believe there are people who commit such heinous crimes they deserve not to live. that is why i am going to be voting against this bill. >> it is not working for anybody. it is certainly not working when the wrong person gets sentenced to death. it is time to end the practice and move ahead with an approach to crime that works. >> supporters believe they will have 26 votes, that is enough for the death penalty repeal bill to pass in the senate. it gets to the senator on tuesday. kai reed, wbal-tv 11 news. >> also in session 2013, the house unanimously approved a bill making it easier to hold all bloggers owners accountable for bites caused by their pets. essentially it removes singling out pitbull said as an

inherently dangerous breed, which was ruled previously by maryland's highest court. the bill now goes to the senate. a woman accused of beating an elderly man left in her care will spend the next six years in prison. 59-year-old anastasia oluoch pleaded guilty after she was accused of abusing a 90-year-old man. she fled back to her native country of kenya just before she was to stand trial. police tractor down five years later and she was extradited back to baltimore. shock trauma officials confirm the trainees condition has been updated from critical to serious. investigator said police instructor mistakenly grabbed the wrong weapon and wounded the trainee in owings mills.

>> police say more than 300 people have not contacted them about dr. oikita levy. he is the physician who took his own life days after being accused of photographs and his patients without their knowledge. several victims say they feel betrayed by someone they thought was a good doctor. >> it is shocking to think that anything like this is happening. >> this former patient had been seeing dr. levy for more than 20 years and says he played a major role in saving her sister's life. >> he diagnosed her with cancer and did the surgery and basically saved her life. she is having a tough time with it because that is all she could think about, is how much he saved her life. >> she also says while she was given this note from hopkins days after his firing, she did not find out why until she

started seeing it on the news. >> it is even more devastating to just tear it basically unfolding on the news. >> according to sources, dr. levy committed suicide by suffocating himself after wrapping a plastic bag around his head and filling it with helium. police say he left a note near where his body was found in his baltimore county home. 10 days prior, hopkins fired him for inappropriately photographing and videotaping his patients during appointments. police say he used all types of surveillance equipment and that the images and videos were stored on more than a half-dozen servers. who iht now, i don't know was seeing for the past 11 years. >> jessica wims pointed out that she ought actually thought that dr. levy was an excellent doctor as well. she cannot wrap her head around

why he would do something so horrible. >> how do you trust another doctor? had you trust anyone in that type of position with your body, with your life, for 11 years, and not honestly know who they are? >> now an update on a story we brought you is breaking news at 5:00. maryland state police confirm that one ominous dead and two others injured after a three- vehicle crash in harford county. it happened around 3:30 this afternoon on route 23. also involved a vehicle pulling a horse trailer. the horses are now being cared for at this hour. the identity of the woman who died is not yet been released. a deadly accident shut down the inner loop of the belt way for hours this morning. derek hodge was changing a flat tire when a tractor-trailer drifted off the roadway and struck his car.

a 17-year-old girl and a one- rowe girl were both ejected from the car upon impact. >> a state audit of one of a leading distance education universities reveals major financial problems and how the school recruited potential students. the financial review happen to a month before the president of university of maryland university college abruptly resigned. they said they possibly overpaid a contractor over a two-year. . the audit says school officials did not verify the leads. a spokesman says it was an excusable. we are told they no longer use that marketing technique. >> your schoolteacher say they are satisfied with their jobs these days, according to a recent national survey.

only 39% said they were very satisfied with their job. more than half say they are working under stress at least three days a week. 61% said they work in schools where budgets have been cut. nearly all of those surveyed gave high marks to fellow educators. >> we are doing all we can do with what we have. more and more is being handed to us. we are getting more and more of our students taking and passing the ap. we are number one for three or four years, but is never enough. >> the survey included responses from principals who said they are becoming more dissatisfied with their jobs. >> it will cost more to attend a ravens game this upcoming season, but the team is hoping to make it more worth your while. the plan is part of a $35 million renovation. first up, the lower concourse this year and up for next year.

>> dozens gathered at the reginald f. lewis today for the unveiling of a new stamp honoring rosa parks. this the second is a series of three stamps to honor milestones in the civil rights movement. the white house is saying president obama has been on the phone with house speaker john boehner and senate republican leader mitch mcconnell. the conversations were characterized as good, but no signs reporting progress. national park service budget would take a 5% cut and is expected to affect parks from coast to coast. that likely mean fewer park rangers, reduced hours of operation and closed facilities.

degrees below the average. the morning low was 23 degrees. cockeysville is at 28 degrees, pasadena 31. bwi marshall is now down to 29 degrees. it is cold out in western maryland. we will see the cold air stick around as the clouds gradually increase over night. friday morning rush-hour looks ok, just cloudy. the messy weather is still out in the mounds are in the morning with snow approaching oakland tomorrow morning. the friday afternoon rush-hour could get a little tricky. tomorrow morning, 21-28 degrees with a light breeze about 5 miles an hour. upwards of a foot and a half of snow in parts of central and western kansas. the same system that dropped snow in the desert southwest tuesday.

to reports of tornadoes in northern louisiana earlier this afternoon. all of this storm system is moving into the cold over the mid atlantic and the northeast. this will become the main part of the storm system and that will intensify after passes us off the mid-atlantic coast. winter weather visors are up in western maryland, all the way across the ohio valley winters storm warn reiskin -- warnings continued in the midwest. the good news for us is that the precipitation looks like it will be light in to 10:00 tomorrow evening. when it picks up in intensity, it should be mostly rain and will pull out of the area saturday afternoon. we could get a mixture of snow, sleet, and some patchy areas of freezing rain in the colder northern suburbs. plan on some extra time for tomorrow evening's rush hour or if you happen to be traveling to all night.

the best time frame for that messy mixture is from 2:00 in the afternoon until about 2:00 or 3:00 in the morning. a wintry mix in amounts as well and they make it more freezing rain. the farther north you go on the eastern shore the more of a wintry mix you will get. it should pull out of the area by saturday afternoon. temperatures below normal, wintry mix small night, rain tapers off saturday. the best day of the weak yen is sunday with some sunshine and a high of 48. >> the 48-year-old winner of the tuesday night mega millions drawing claims the $26 million jackpot today. the frederick county woman wants to remain anonymous. she purchased the winning ticket from a shell gas station.
