the roads will be ok. we will come back and check the forecast for the weekend. .> good morning w we have an accident in pikesville. 55 on the northwest corner. it will take about 12 minutes to travel there. this is out of the traffic at harford. light volume in the outer loop over towards the 83's. 65 coming down towards mount carmel on the harrisburg expressway. southbound 95, 55 miles per hour. about seven minutes from that point down to the fort mchenry. that is the latest on traffic pulse 11.

>> a late-night session of the maryland general assembly pushes forward several key pieces of legislation. >> jennifer franciotti is live in the studio with coverage. >> good morning. it looks like both issues will now go to the full senate. most of the amendments last night failed, including one that would have allowed the death penalty in cases of dna evidence. and another would allow for the worst of the worst offenders. a court ruled the state didn't have the proper protocols. supporters and opponents are expecting heated debate on the senate floor. >> i believe there are people that commit such heinous crimes who deserve not to live. that is why i will be voting

against it. >> it is not working for families or victim's family members or for when the wrong person gets sentenced to death. it is time to abandon the practice and move ahead with approaches to crime that work. >> gun-control measures are also going to the full house for -- full senate for debate. the house approved a bill making it easier to hold all dog owners accountable for bites caused by their pets. will have more coming up at 6:30. back to. >> a bill that would legalize marijuana for recreational use is also being considered. it would follow the model set in washington state and colorado. it would regulate and licensed stores that sell it.

a man will serve four years for attacking a police officer in annapolis. he was convicted of second- degree assault and reckless endangerment. he was arrested for attacking his girlfriend. the woman accused of beating an elderly man will spend the next six years in prison. anastasia olouch pleaded guilty to abusing a man she was hired to care for in 2007. hidden cameras set up in the home caught one of the beatings. it took authorities five years to track down anastasia olouch in kenya. after serving her sentence, she will be deported.

>> a slight improvement for a trainee. his condition has been upgraded from critical to serious. he was wounded in owings mills. time is running out for lawmakers to avoid the sequester that could have the impact on asian everyone of us. hallie jackson joins us live. the deadline is not far away. >> one week away. time is running out. nobody is on capitol hill. politicians on monday morning will be back. they have to figure out how to avoid these cuts. they will slow down the economy.

negotiations have not gone anywhere. president obama had good conversations with john boehner and mitch mcconnell. the first time the president has talked to mcconnell in weeks. president is going to a military talent in virginia next week. many governors are in town for a yearly meeting and some will be going to the white house to talk to the president. >> what kind of effects will we feel in maryland? >> people of work will get less money from unemployment. look at the furloughs you will see for many federal workers. long lines at security checkpoints at airports. park rangers could be furloughed as well. not to mention all the military

pulse 11. >> thank you. a chaotic evening in las vegas ends in a shooting and a car crash. it progressed on to the vegas strip. shots were fired between two cars. a rapper was one of three people killed in that incident. do you ever get stuck spill need your wheels in the snow? a plane had just come in from denver. the plane could not pull into the terminal. airport workers had to dig out the plane. a judge has sentenced drew peterson to 38 years in prison

for the murder of his third wife. illinois it does not have the death penalty. he had faced 60 years in prison . he is still a suspect in the disappearance of another wife, stacey. it seems more like a trial than a hearing. oscar pistorius should soon find out if he will be released on bail. prosecutors have been presenting evidence. he is accused of killing his girlfriend in cold blood on valentine's day. he said he shot her believing she was a burglar. >> 30,000 pounds of sausage meat contain pieces of plastic and are being recalled.

on gun control and the death penalty. to repealingr capital punishment -- a senate committee is one step closer to repealing capital punishment and focused on six amendments to the bill. most of them failed. another allowing the worst of the worst offenders. the debates ended with the expected 6-5 vote in favor of taking the bill to the senate. the swing vote opposed repealing the death penalty in the past but now says the system is broken. >> the emotion for me is different than the legal. and in a legal sense, i don't think that we can continue to have the state involved in these executions. >> a committee has approved a sweeping gun-control measure.

they voted 7-4 in favor of the bill. in one of the biggest changes, the legislation would prohibit somebody from owning a handgun if they have been committed for mental health reasons. the house approved a bill making it easier to hold dog owners accountable for bites caused by their pets. essentially, this removes singling out pit bulls as a dangerous breed. this measure increases protections for dog-bite victims. it presumes all dog owners are presumed liable with a tax. that measure will go to the senate. a heated debate expected on the full senate floor for gun- control. reporting live, jennifer franciotti. >> a leading advocate for peace will speak at the university of maryland. the dali lama will deliver the

6:47. the county council of anne arundel county rapped laura neuman from a field of 16 to fill out the remainder of the john leopold's term. she received a majority of votes. kendel ehrlich did not make it past the first round. a deadly accident claims the life of a man after an accident on the beltway. this was in the park heights avenue exit. the driver was ejected from his vehicle and was pronounced dead at the scene. we're told nobody else was injured. a woman will spend six years in prison. anastasia olouch pleaded guilty to abusing a man she was taking
