he announced his retirement from the game and he did so in the most matt burr-way. surrounded by kids in dundalk, for whom he has created a reading oasis. let's talk about his departure from football. he embraced being a role model was few others have, staying humble and accessible in his career that may garner holophane consideration. he was named to the all-decade to move 42,000's. nfl's man of the year and his last year spent as a raven, he talked about his love of the organization, his teammates, and what it means to go out on top. >> why my retiring? well, i'm old. i have six kids and it's just time. i've got to play for a really long time and i've been very fortunate.

be shut down. live from sky team 11, and capt. roy taylor. >> thank you very much. also falling late breaking news -- not quite sure where we are, maybe my producer can tell me in my ear right now? ok. one man is dead and the investigation is underway after an accident overnight on the innerloop of the beltway. it is where 695 meet park heights avenue. the man was propelled from his car after colliding with a tractor-trailer. police have not yet released his identity. they say it took about four hours to clear the scene. homicide detectives are testifying in a very it suspicious situation, the deaths of two people whose bodies were found inside a burning car.

engulfed and there were able to this -- extinguished the fire. they discovered two dead bodies in the vehicle. >> we preliminarily believed to be smoke inhalation and burns. the official cause of death will be determined by the state medical examiner. quite she said she saw the car in a nearby locations several hours before the fire. >> i had seen a car round told fox 30 last night. she said it was parked-- seen the car around 12:30 last night. "the detectives will be canvassing the area. >> they say they have a myriad of questions they want answers to and i'm sure they will go through the proper channels and in reviewing any potential witnesses or spectators to gather that material. police are asking anyone who

the renewal time frame went from five years to 10. the required eight hours has been reduced to four. maryland state police have the authority to regulate gun shops including auditing sales records. they loosened restrictions on so-called copycat weapons. the bill now allows these firearms to have won a copycat feature. as amended, the bill sends a chilling message to legitimate gun dealers. >> the bottom line is that this bill will indirectly drive a gun dealers, legitimate dealers out of business. >> they said they became so frustrated by the lack of interest that they stop offering the amendment setting the stage for a fierce for flight -- floor fight. what's it tramples all over the second amendment rights. i do not know what part of

then spun and hit a fuel tanker. a passenger in the suv was killed in the accident and another person is in serious but stable condition. two horses were also injured and they're now being cared for by animal control. family and friends of the teenager planning to celebrate his birthday are now planning his funeral. he was shot to death around four yesterday afternoon. police were called to the 300 block in the area where they found him suffering from a gunshot wound. we have obtained pictures of the crime scene. after searching for more than one hour, they did track down a suspect and he is now behind bars. the two were arguing when he pulled out a pistol and opened fire. south of bergen olympic star oscar pistorious is free on bail.

confident the funding plan to renovate buildings will get a passing grade from state lawmakers. he has been the better part of this legislative session shopping the proposal that would pay for renovations and new buildings. >> it would be $32 million per year in the form of a block grant and be used to attract investors in the bond market. tim tooten has more on the story. what you think the chances are? >> if you ask the city school ceo, they would say the chances are very good and it may be why he is willing to fight until the final round. >> the longer we wait, the greater the costs down the line. >> he has lost track of how many times he has been to annapolis to lobby for the school system block grant proposal. >> i think people get it. they understand it. there is an acknowledgement of the need. >> he continues to look for new

day. we have not seen a big change from a warning to the afternoon with line precipitation moving through, we need to be on the lookout for icy patches. that is why there is a winter weather revisory north and west of baltimore. right now, it is primarily a light rain showers mixing in with sleep. these are keeping. ok right now. to the south, just rain in southern maryland and it looks like we would get through much of the night without a big impact from the storm system, but a word of caution, there is some light precipitation in the area. we will talk about the weekend getting better coming up. >> what started out as a call for a burning car turning into an investigation into what they're calling a pair of suspicious deaths just before 5:00 this morning. neighbors heard an explosion and they responded to find a car on fire and inside, they found two bodies. they believe they died of smoke inhalation, but they're still

towards new england, but not nearly as strong as the one we had recently. we are are in edge of some cold air and not the problem for us. precipitation is light and temperatures near freezing. the lows were below zero. well as close as bradford, pa., and 28 at bwi marshall. as cold air moving down the eastern seaboard of the midwestern storm runs in and you get some mixed precipitation. are temperatures have not changed much at all from 28 in the morning to 33, just a 5 degree range when normally you would see them ranging from 28- 47. you can see the impact of the cold air to the north of us. and to western maryland, still seeing temperatures at or below freezing. not too much above on the eastern shore, but certainly more than east of baltimore.

anticipating rein in the morning south and east toward the shore and then in the early afternoon as the storm produces more snow in boston, clearing out here for the second half of our weekend looking decent. temperatures sneaking back to normal if not above for the second half of the weekend. 43-48 means rain on the eastern shore with the wind out of the northwest at 6-12 m.p.h.. gusting to 20 knots and rain around two feet. temperatures back to normal as we had through the weekend with rain likely tomorrow with sunny skies likely. another one of these messy mixes of precipitation systems coming drove with high temperature is right around 40. >> you probably will not like this, but state regulators have approved a rate hike for customers starting saturday. anyone with a gas or electric

service will be paying up. electric customers will see an increase of $3.33 per month. this will add up to about $113 million in revenue from of commercial and residential customers. they had asked for more of an increase looking to make about $175 million per year from rate increases. must bridge in most of it will be spent on infrastructure projects. gas prices continue their rise. we are now paying a $3.70 per gallon. while that is out of the consumers control, if there are a number of tricks consumers are using to save money and fuel, but not all of them work. the most effective way to increase fuel efficiency, and just driving habits. for each 5 miles per hour over 50, you add 1/4 to the cost of a gallon of gas. if you're using higher grade, try using mid grade or lower if
