annapolis tonight. that is where kerry cavanaugh joins us. >> we expect a heavy turnout tonight, some estimate as many as 2000. the buses are rolling in from a lot of city schools. will the bill looks a round of paul -- we will give you a look around the hall. we have so many different groups, about 25 coming together for this rally tonight. they are all supporting that you plan to overhaul baltimore city schools and they are trying to put pressure on lawmakers here in annapolis. that are supporting a plan that adds up to $2.40 billion. the proposal would guarantee $32 million a year in state funding to the city school system for the next two decades. supporters say that is the only way to carry out full-scale renovations of up to 137 schools. they describe those conditions that deplorable.

classrooms to clean up for superstorm sandy. >> four days before the federal budget act is set to fall, president obama addressed the nation's governors. >> these cuts do not have to happen. congress can turn them off any time with just a little bit of compromise. >> the white house released a state-by-state report on the impact of across-the-board spending cuts known as the sequester. he warned it would mean the potential layoffs for first responders and teachers and reduce funding for head start, children's vaccinations, and other programs. press secretary jay carney denied the president was using scare tactics. some governors bake to differ, light louisiana governor bobby jindal. >> raising taxes is not the answer. >> one thing they do agree on, getting congress to stop the arbitrary cuts. >> they need to get out of that box and understand this has real

implications in people's lives. >> the house and senate return to work but are not any closer to a solution. >> it is time for them to act. i have made this clear for months now, yet we have seen nothing. >> tuesday the president heads to virginia to talk more about the impact of the spending cuts, but congressional republicans say he should stop rallies and stay here and get a deal. >> you have no doubt heard that sequestration could have a serious impact on maryland. the state board of revenue estimates that maryland could lose more than 12,000 jobs and $2.50 billion in wages. team coverage continues with lowell melser or outside city police headquarters with more. >> we are hearing from a police headquarters to set an example. according to the white house, it

military and law enforcement, education, public health, job training and child care, and the environment. >> people work for the federal government work for agencies that have no choice but to either lay people off or use the furlough process. that is going to happen. >> the center feels that a deal will not come by friday, but furloughs and job losses could take at least a month, giving lawmakers a little more time. possible cuts for maryland are among the harshest in the country, including 46,000 dot employees who could be furloughed and cuts for primary and secondary education, a drastic cuts toward infectious disease prevention and more than $3 million cut for water and air quality. senator harkin says he is confident something will eventually be worked out in the short term, but like many others on capitol hill, he would like a long-term solution. >> right now they don't know.

police identified the victim as 33-year-old alicia stricklen and 34-year-old taewon tuck. initially was reported that they died as a result of smoke inhalation and possible burns from the fire. tonight there is no word on a suspect or possible motive. >> the 15-year-old who admitted to opening fire at perry hall high school, injuring another student on the first day of school, is headed to prison. robert gladden jr. largest a this afternoon. barry simms is live in towson with that story. >> a full sentence is life in prison for first-degree attempted murder, but the judge has decided to suspend all but 35 years of that sentence, making it a 35-year sentence. the message from the judge is that there are severe consequences for anyone who takes the gun on campus and opened fire. surveillance video captors frightening moments at perry hall high school.

these pictures show 15-robert gladden jr. wearing a green shirt, pulling a double barreled shotgun from his pants. he opened fire, striking special needs didn't daniel borowy in the back. -- special needs student. the judge called it a national, modern-day plague, and said he wanted to send a message. >> the word needs to be sent out to everybody. you cannot walking to school and fire, shoot, or harm anyone. you will be held responsible if you do so. >> gladden apologize for his actions, calling them senseless. he even wrote a letter to daniels family, asking for forgiveness. >> danny was hurt, he was shot, and nobody deserves that. he is a boy who is going to jail.

he committed a crime. >> everybody lost. he needs to be punished, but my heart goes out to him, too. >> his family and friends also apologized to students, family, and staff. his father told the judge, i am here to plead for mercy. but his own words following the shooting played an important role in the judge's decision. he told detectives he wanted to kill people and take -- kill himself and take others with him to make a statement that the world was messed up. the judge said there was no evidence he was a hardened killer, but he certainly was a delivered an attempted killer on august 27. the judge did not find his

x stripper's here in maryland and across the country are filing lawsuits against the clubs where they dance. they say they are not being paid. barry simms investigates. >> when the lights come on and they perform on stage, exotic dancers are paid by getting tips. some believe they should also get paychecks. >> she goes by the name jasmine when performing. she is taking her claims to a different forum, federal court.
