they have enough information to charge ryan spann with two counts of arson. he does not remember setting the fires. the apartment caught fire around 1:00 on sunday morning. there was an argument between ryan spann and his girlfriend. thestate fire marshal said girlfriend left. police think spann set two fires. neighbors smelled smoke. everybody was able to get out. damage was minimal. an arrest warrant was issued for spann. he returned on sunday morning on.ask what was going oed whatg >> he was confused. he does not remember setting the fire. at this time, he has no recollection of it. >> spann is being held on $250,000 bond at the harford county detention center on charges of first- and second- degree arson. reporting live in the studio, kim dacey, wbal-tv 11 news.

you may need a rain jacket. right now the radar looks completely dry. we are tracking a few showers moving towards southern maryland. they have been moving throughout 95 in virginia. most of the showers are into parts of north carolina. some thunder could break out at any point. this will migrate to the north. in between that there will be dry weather. temperatures approaching 80 by this afternoon. a thunderstorm could break out. the coverage is not widespread. it is pretty spotty. a lot of it shifts down to the

everything was spread out everywhere. is possible weather again today. you can see the video of the severe storms out west on our website, wbaltv.com. >> a man is facing arson charges. police say the man allegedly said his girlfriend's fire on parliament after an argument. the man does not remember setting the fir apartment on fire. kim dacey has more. >> 28-year-old ryan spann does not remember setting the fires. he is charged with two counts of arson. a glass window is missing. police say a man intentionally set his girlfriend's unit on fire. it happened around 1:00 on sunday morning. investigators believe it stemmed from an argument between

ryan spann and his girlfriend. >> the girlfriend did leave. she was gone for about an hour. spann that time, mr. intentionally set two separate fires. >> the fires were set in two separate bedrooms. police believe spann used paper and clothing. the girlfriend returned. she returned and neighbors called the fire department. the damage was minimal. police put out a warrant for spann's arrest. he returned to the scene on sunday morning. he asked what was going on. >> he was confused. he does not remember setting the fire. at this time, he has no recollection of it. >> he has been charged with first- and second-degree arson. >> we have evidence of probable cause against mr sp. spann.
