will give what's being billed as a major speech on counterterrorism. he's expected to discuss the u.s. prison at guantanamo bay and the ongoing continuing war on terror. his remarks do be used to defend the drone program. tracie potts joins us now live from washington. >> reporter: the big picture is the central organization has been decimated, affiliates are bent on doing harm on the united states. today the president wants to lay out a new strategy for dealing with terrorism going forward and part of that as you noted is the controversial use of unmanned drones and in a brand new letter to congress, eric holder confirmed for the first time that drones have killed four americans abroad including one who was specifically targeted, al qaeda's anwar al aulaqi. the other three were not

specifically targeted. this is the first time we heard from the administration how many americans have been killed since 2009 by these drones and it's something the president is expected to justify, detailing how these drones can be used legally. also today according to a white house official he's expected to talk about embassy security in like of the four american deaths at the consulate in benghazi. he'll talk about beefing up security and closing the prison at guantanamo bay. now we go to oklahoma where the ef tornado damage could be up to several billion dollars. today the first funeral of one of the child victims as the community of moore begins their long community. we now go to moore, oklahoma. >> reporter: good morning. residents here are waking up to

another day of cleaning up, of sifting through all of this debris. the governor has asked them to go in and collect beloved items, things that are of sentimental value before they bull dozing everything and rebuilding from the ground up a process that will take several months. as you mentioned could top $2 billion. the mayor releasing some new numbers today of the impact of this violent storm. we're talking about 33,000 people and about 1300 homes impacted. we have the list released today of the victims, the youngest victim 4-month-old. there's ten children tragically on ts list seven of whom were pulled from that elementary school that was completely devastated, pretty much knocked to the ground. the roof sheared office. the federal government has

man murdered three people in massachusetts two years ago. the other suspect was a friend to tsarnaev and confessed to the murders. he was killed wednesday after attacking an fbi agent. the city of chicago has approved to close 40 low performing schools. it affects 30,000 students. teen birth rate is at a record low. 21 out of every 1,000 babies were to women 15 to 19. turning back now to oklahoma where the long road to recovery is just beginning, joining by phone is larry from the american red cross. now when confronted with disasters like these we found in the past americans tend to be extremely generous. can you share any information about how much you raised for relief efforts so far? >> it's pretty early in the

response right now. from the really good sponls we had from people around the country. it's a little early totally that up. i can tell you that the american public has stepped up as they have in the past to help the folks here in oklahoma. and as the days pass do the communities need change? >> do they need what? >> do the things they need most, the most pressing concerns, how are those changing? >> sure. well, you know, it does change over time but right now we're pretty early into this. i know it's been on the news cycle for a bit now. but actually we're still very early and right now we're providing the things we do best early on. that's safe shelter. making sure people have a place to stay if their homes have been destroyed and meals. we're pushing out into communities with our mobile feeding trucks to try to reach out to those who are trying to

recover. the big need right now and the one most people don't understand the red cross provides is emotional support. and, if you lost everything, the red cross becomes that shoulder that somebody can cry on. we have licensed grief counselors a mental health workers to begin the recovery process. then finally, again, this is something we do early on is relief supplies things like shovels, pail, bleach, all those things that didn't lose their homes but damage will need to begin those early steps of recovery. >> all right. much needed services. thank you so much, sir, for your time and the work you're doing on the ground. >> thank you. turning now to business. investors are anxious today over the direction of the economy. at the "closing bell" stocks were down with the s&p posting its biggest decline in three weeks. federal chairman ben

for the first time since the devastation went through oklahoma with those thunderstorms and tornadoes we have a severe risk of storms this afternoon again mostly to the west of oklahoma city and the moore area. we do have a chance of isolated tornado and large hail with storms including abilene, amarillo and wichita falls. we'll be dry today in areas much cooler from minneapolis to kansas city. chicago at 55. i told you new england will be much cooler over the weekend. that cold air that's now up by chicago is coming our way. just in time for the holiday weekend.
