communication line shut down in march. it comes ahead of a u.s.-china summit. a day after a legal victory for a sick little girl there's a similar outcome for another child. the mother of an 11-year-old successfully sued to lift age restrictions and allowed him to apply for adult transplant. without the operation he has only months to live. it comes a day after a judge ruled in favor of a 10-year-old. her parents sued to suspend current rules that allow patients 12 and older to apply for a spot on the adult transplant list. a lawyer for both families says more lawsuits are pending. new developments in the irs firestorm this morning. a mea culpa from a top official after a "star trek" parody goes public. a capitol hill hearing thursday focused on that video. it's one of three produced for more than $50,000 for a $4 million training conference in 2010 all at the expense of you and me the taxpayers. current irs commissioner was responsible for that conference. he played dr. spock in the parody video.

carolina during the day today and later on heavy rains move right up the east coast and we already had an inch of rain in the last 24 hours in baltimore and washington, d.c. the ground is already saturated. could have some minor flooding problems. the path takes it along the east coast and takes it up through nova scotia and the maritimes. we're watching the heaviest rain in the carolinas and by noon the heavy rains shifts to the mid-atlantic and tonight through new england. forecast during the day improves in florida, south carolina and georgia as the day goes on but the weather will get worse especially in the mid-atlantic region up 95 looks like a difficult drive this morning and this that's a look at your national forecast. now here's a look at the weather outside your window. there will be on and off rain this morning in areas of new england. heaviest rains from what's left is coming for you later on today through the dark. middle of the country you're starting to heat it up and
