that is the latest on traffic pulse 11. >> the baltimore city council passes the 2014 budget. in the studio to break down the budget. $2.4e budget totals billion. the new taxes will close a $30 million shortfall. it includes new taxes on billboards. there is a property-tax cut of 8 cents but there is a fee to manage storm water runoff. that is part of a new federal mandate. if you own a home worth $150,000, the property-tax cut would save you about $30 a year. the savings will be swallowed up by the new average storm water fee.
