because what is at the core of the shutdown is centered on obama care which is open for enrollment as we speak, correct? >> it is open for enrollment. this is going to be the first day that americans can sort of sign up for exchanges although coverage won't start until the beginning of next year. there are moderate republicans who say this will be bad for their party overall. one commissioned a report that basically outlined how this shutdown would not affect the president's health care law. >> help us understand who is affected by the shutdown and how that is for the general public. >> you will see national parks close. nasa is closing almost entirely although mission control will remain open to keep in touch with astronauts at the national space station. you will see taxes are still

collected. the faa is still on the job. tsa is still checking. especially in the first week the effects will feel gradual. the longer this goes on the worst it will start to feel. >> that is part of the big question here. do you have any idea how long the shutdown will last? there has been talk that four days may be a possible timeframe. >> at this point we are not sure exactly how it will play out timing-wise. the senate is coming back in the morning. we are not getting indication from house republicans about how long that they might be willing to feel this out. it is just a question of whether or not that group of conservatives who have been so adamant about tying to the health care law feel this is painful enough that they need to give up their dug in position. >> we do appreciate it. >> thanks for having me. the government shutdown is already having a ripple effect

at stock exchanges around the world, your 401 k and kids' college funds could take a beating. we are being joined by ross. thanks for being with us. >> good morning, betty. >> markets have been down several days in a row. the dow was down 128 points. will the shutdown cause the market to continue to slide? >> today it hasn't. they are taking it in this stride. you have this sell on the rumor and buy on the fact. clearly ahead of it markets were nervous and we saw the last few trading sessions markets down. today stock markets in asia and europe nudge a little firmer. futures confirming it will depend on how long the shutdown goes on for. many of us didn't think we would be here at this particular

moment. we thought we would get a negotiation that would solve it. if it goes for a little bit long there will be economic indications that that will shut the markets down and the debt ceiling negotiations. >> during the last government shutdown between '95 and '96 the s&p fell 3.7%. are you surprised that the market already factored it in? >> that theoretically is what stock markets are supposed to do. you are supposed to look forward and price it in. if they have done that that is what is supposed to happen. the key, though, will be how entrenched are the positions. i think we will see a sell off if there is no sign of some resolution and that will be at the moment they say we got it and can deal with the fact of
