several new laws are into effect today. >> put that cell phone down. kim dacey joins us live. how are the old road rules changing today? >> you can be pulled over just for using a hand-held cell phone while driving. you can also face a fine for not wearing a seatbelt. passengers in your car can also define for not wearing a seatbelt. it will cost you $75 the first time. the second time defined is $125. repeat offenders will pay $175 a pop plus court costs. all passengers in a car must wear a seatbelt. if not, a fine of $50 each.
