leaders to discuss what it takes for young people to succeed in school and beyond. daniel lee explains how the summit is taking on the challenges facing kids today. >> good afternoon. when you compare the u.s. to other developed countries, he doesn't rank in the top 10 for math, reading or science. here the summit, we are talking about what needs to change. inside one of the largest libraries in the country, students are weighing in on the rigor it takes to compete not just with their neighbors down the road, the with peers overseas. eric studied in south korea. they takeis something very seriously. when they're in school, that is all they do. it is all they do is study from 8:00 a.m. until 8:00 p.m. >> kate had a summer of experience -- similar experience in finland. >> there were very focused on her schoolwork. >> just over one third of u.s. eight graders are proficient in math and reading. >> the situation should be seen and talked about as a national

5:00 p.m. and you can also find them online wbaltv.com. and consumer alert, sam's club is helping out uncle sam's employees during the government shut down. in response to the closing of domestic military base commissaries, sam's club is offering free temporary passes to all military personnel on a retirees, and their families. you'll need to show military id or proof of past service. they'll offer the temporary passes until domestic commissaries reopen. austin market is also baking up a deal for the furloughed workers. by a family meal and walk out with the freehold chicken. the deal applies to all furloughed federal employees and military personnel. you can take a free chicken on the spot or get a coupon to redeem later. the deal runs through october 13, even at the shutdown ends before then. >> it is really pouring out there.

we're looking at the radar right now over the city of baltimore. all of those red and orange indicates the heaviest rain. we have picked up about a half- inch of rain in just 15 minutes. those are the kinds of amounts roosting right now along this leading-edge pushing out toward into harperving county as well and will continue to move used through the rest of the afternoon. i would definitely go inside and try to stay out of this line of rain. they could have some stronger winds and we also have to worry about a slight chance for severe weather. we of seen stronger winds out of the storm into southern maryland, virginia as well. indianhead in clinton, severe warnings come out with them, prompting those warnings because of the stronger winds. it is definitely a possibility. you don't want to be caught outside in this line. this entire line of rain is with a cold front. rain stretches all the way back. it is the leading edge that is
