the role they play in preparing service members for duty. one big side effect of the shutdown that has come to light involves the families of fallen u.s. military personnel. >> service members killed since october 1 will not get automatic death benefits during the shutdown. $100,000 is usually paid within 36 hours of death. it helps to cover funeral costs or transportation. the pentagon says the shutdown means there is no authority to pay that money. congressional members on both sides of the aisle expressed outrage and said legislation tomorrow will fix this oversight. >> the shutdown is also impacting the housing market with many potential homebuyers questioning if their mortgage but will be approved. local realtors say they anticipate a slow down backlog of bank loan approval. that is because the government shutdown is delaying information needed from social security and the irs to verify a borrower's identity and income.

that is according to court documents filed today. other items found in the lockbox include keys, a drivers license, a social security card, hospital discharge documents, a lease agreement, mail documents, and an uncashed check for nearly $1800. police shot her last week after they say she rammed a barricade and a police cruiser during a wild chase. >> a 20-year-old driver is facing jail time for allegedly texting behind the wheel and killing another driver. public safety advocates say the case demonstrates that distracted driving has become an epidemic. tonight, we have a simulation that shows just how quickly a glance at your phone can lead to very serious trouble. kerry cavanaugh is live. she has the very latest for us. >> records show that distracted driving is to blame for nearly half of the fatal crashes on maryland roads. that drivers still aren't getting the message.

matt got a crash course on the impact of distracted driving as he navigated a simulator complete with pop-up text messages. >> it was really really hard. >> he crashed right away on his first try. it was smooth sailing once he ignored the messages. the consequences are real out on the road. police say 20-year-old elizabeth myers was texting on route three back in march when she encountered a young father riding a motorcycle. >> as she was text inc. and driving, she was obviously distracted. she did not see an approaching motorcyclist who was driving on a favored roadway. he certainly had the right-of- way. >> jonathan roberts died. police charged myers with sex crimes including negligent manslaughter by motor vehicle. investigators -- six crimes including negligent manslaughter by motor vehicle. investigators say she had one

hand on the wheel, the other on her phone. >> there is no phone call that is so important. there is no message that is so urgent that needs to be sent. casee is hopeful myers's will drive home the point that distracted driving is more than a minor offense. >> we are happy to see that anne arundel county is basically using all of the legal tools given to them and really pursuing this case in an aggressive manner. >> public safety advocates fear that drivers will continue to think there is no harm in sneaking a peek at their phones. matt learned his lesson in the simulator and police are prepared to cite drivers who don't obey the new ban on hand- held cell phone use. >> it is a bad habit that has touched all four corners of our society. from that, we tend to think, this can never happen to me. special exception in the state law that allows police officers to use hand-held cell phones behind the wheel.

a black bear during your travels. natural resource officials say there were 40 sightings of black bears in the county last year. there were only 14 settings in in 2008. it appears the black bears are recolonizing the population, moving from west to east. this is the time of year when you can expect to see the bears as they search for food before hibernating for the winter. officials want to remind marylanders that black bears are not typically harmful, but if you see them use caution and avoid them. >> that is why i live on the 14th floor. ever fear that you might accidentally hit somebody walking in the road, hate parallel parking? ford is testing out new technology that could solve those problems. aid,ully assisted parking a driver can stand outside his or her car, push a button and watch it park itself. ford says that obstacle

be critical for our forecast the next few days. high pressure moving into new england, cool and dry up there. low pressure developing off the south atlantic coast. in between the two, that flow is steady on the east northeast. that means moisture flows in off the atlantic. tropical muster with this low because it is the remnants of what was once tropical storm karen. now it is just low pressure. it has that moisture and the new moisture coming in off the ocean. that he was a cloudy, cool and wet weather pattern for us. continues to spread westbound into all of central and eastern maryland for thursday into friday. . of light rain may continue with that east breeze taking us into friday night and early saturday morning. once that low sits in off the coast, it is going to be tough to get out from underneath the clouds. 63 to 68 tomorrow. mostly cloudy, shower chances go up in the afternoon and evening.
