death benefits due to the shutdown is turning out to be a symbol of the dysfunction in the capital, and now an embarrassed congressman is moving to handle it. steve handelsman has the latest in washington. >> the evening, from capitol hill. it was such an oversight, so symbolic of the dysfunction in washington that both sides are wanting to fix it erie it defense secretary chuck hagel went to dover air force base among outrage that the standoff went too far. the remains of four troops killed in afghanistan were returned, but because of the shutdown, the usual $100,000 death benefit to help families with expenses were not paid. 26 families affected. chuck hagel and president obama are said to be very disturbed, and veterans will not get benefit checks next month. some could become homeless. that is according to the secretary of veterans affairs. >> i just did not think that the

according to health care access maryland, only some 400 people have actually signed up. >> we hear from the maryland health and action every day, and we know they are working around- the-clock, and each day that goes by, we have been seeing improvement. >> another blamed the website problems on a bottlenecking of traffic because so many people are interested in getting health care. they also said enrollment has been low because people have not been able to make up their minds. >> people have likely gone online and looked at the products that are available, and they need some time to sit back and contemplate what is available to them before signing up. >> there are one of six connectors in the state, in midtown, offering information to folks who wanted health care and an alternative to using the web. >> i am inquiring for a family member, and this is the first time i have done so.

on news wee now brought you last night, with crews working to repair a water main break, and you can see the water showing across the avenue. traffic is getting by in both restriction -- both areas, but there are restrictions in place. they say once they finish digging up the pipe, they will work on replacing it. and baltimore mayor stephanie rawlings-blake says stay tuned, more retail space may be on the way. the mayor has long argued to retailers that the city is underserved, and she is viewing point, a starting looking to see that retailers are no longer looking past the city of baltimore. >> people in the national

substantial rain. getting up to half an inch or the one inch mark, very heavy rain offshore. this will continue to spread north and west, and we have the potential to pick up an inch of rain with more light rain taking us into the beginning of the weekend. and breezy and cool. tonight, lows of 50 to 55, a northwest wind at 10 to 15, and on the wide scale of our satellite radar, you can see this off the outer banks. this is the remnants of what was once the tropical storm karen. as was combining with a front that stalled off of the coast, and it is not going to be in a hurry to leave. high pressure over new england, and this is sort of a block going on, and this is expected to spin its wheels over the next three or four days, which means the weather pattern is not going to change that much, and we will not have torrential rains, but the threat of rain will be with

us all weekend. get computer model does some rain into western maryland, but much lighter rain, and it will not be raining the entire time, as you can see there are gaps here. tomorrow, into friday, probably saturday and sunday, we will still have some drips and drops around. tomorrow, a northeast breeze at 10 to 15, and the sunrise at 7:11. the winds gusting at 25 knots, so some of that brees we see on the coast will be working in lent, and that could mean up to four foot waves on the open area of the day tomorrow, so small craft advisories tomorrow. again, western maryland, we will throw in a chance of a brief rain shower or two, otherwise cloudy and cool, but the rain chances go up as you hit the coast, and 80%, 90% chance. , with an onshore win

authoritiesunty, say they are working to identify a man that was found dead on tuesday afternoon, the discovery made around 4:15, and 11 news has confirmed that there are no signs of obvious injury or foul play, but please tell us they have yet to determine an exact cause of death. right now, a baltimore man is charged in involuntary manslaughter in the death of his granddaughter, charges coming more than three months after it happened, and it was initially now, he accident, but is facing criminal charges. we are told the toddler was found unresponsive after being left in a truck on an 89 degree day. he was supposed to drop the child off at daycare but instead drove home and fell asleep. the chai aired -- child died later at the hospital.

tonight,ng the nation one woman dead, others in the hospital after a greyhound us aligned with a tractor-trailer in pennsylvania carrying 50 passengers to cleveland, ohio, when it crashed. thiswas around 1:40 afternoon, and people were transported from the scene in critical condition. the driver of the tractor- trailer was not hurt. detective faces charges for his involvement in an attack on an suv driver. a lot of people have seen video of the assault, and it shows

people hitting and kicking the vehicle before pulling the driver out and assaulting him. the police officer told internal affairs he was afraid his cover would be blown if he came forward and did not tell his supervisors about it until three days later, and he is expected to post bond today. that snuck onto a plane this weekend, his father is speaking out over what he calls the behavioral problem. the boy did not have a ticket or boarding pass but did manage to sneak through at the airport in minneapolis and has been in protective custody ever since in nevada. although he does not want to be identified, the father says he and the mother have been asking for help in parenting this child. >> if i let my son keep doing what he is doing, i get in trouble. please help need.

delay.ur-mile >> today, the inspiring story of jennifer, years ago 160 pounds overweight, and today, she is the baltimore running festival's biggest cheerleader. the 29-year-old went out to and turned into a runner. >> that is when the running bug me. >> it was 2009, and she was meeting her mother and sister for lunch on the same day as the marathon, which meant she had to park far away and go in with a runners. >> they were having fun, and they were running like 26 miles, and they were happy, and people were cheering for them, and they were people like you and me. they were just people out there trying to get his golf fitness and have fun. >> that day, she decided she

would run one also. even though she had never run before, and overweight most of her life. she was halfway to her goal of losing 160 pounds. would kind of keel over. >> seven months later, she finished her first race, a 5k, and then she signed up for the baltimore half marathon. >> it was one of the best days in my life. >> and when it was time to tackle her first marathon, she knew it had to be baltimore. >> it means a lot to me. people said, it is a really hilly marathon, and i did not care. i would get it done. >> she went from a size 28 to a size eight, became a lifelong runner of five miles per day, and is determined to pass it on. recruited those
