more on that coming up in a few minutes. >> you can track storms were ever you are with our smartphone app. you can also find an interactive radar and the most up-to-date forecasts on our website wbaltv.com. >> a baltimore man is facing charges of involuntary man's water in the death of a 16- month-old granddaughter. according to investigators, 55 -- the 55-year-old had intended to take his granddaughter sabrina to daycare, but instead, he drove to some in baltimore city and fell asleep. hours later when he went to pick her up at the day care center, he realized that she had been in his truck the whole time on an 89 degree day. the child was pronounced dead a short time later. a baltimore county authorities have ruled the death accidental, however, charges are being filed in baltimore city were investigators say the child died. >> several demonstrators showed up in front of city hall, venting their frustration after they say an investigation into the death of a man in police custody is taking too long. >> what we want?

when do we want it? >> the 44-year-old was arrested back in july for interfering with a police investigation and resisting arrest after a traffic stop. while in custody, he suffered a medical emergency and was taken to hospital where he later died. an investigation into his death is ongoing. >> a fourth person house now -- is not in charge and the legend bribery scheme at two baltimore area postal offices. post office managers at the waverly inn parksville branches have been charged with taking kickbacks from contractors. kai reed has details. >> it was a lot more than a mail sorting and delivery owing on it to baltimore area post offices, according to investigators. records detail a several month long investigation into a bribery and kickback scheme. >> the allegation is that they were receiving kickbacks from contractors who were doing business with the post office. >> investigators say that richard wright, the branch

manager at the waverley post office, and kimberly parnell took bribes from contractors from the landscaping and cleaning service. according to records, the contractors inflated their prices,. checks from the united states postal service for the bogus work, and gave the post office managers a cut of the proceeds. they are accused of turning in the phony inflated invoices to the usps. some is reflected in recorded conversations, the managers in some cases actually encouraged the contractors to raise the price of their would be more money to kick back. the work in many instances wasn't on. --shane anderson from alain from a landscaping company and another are also charged in the case. courtoctober 2007, records indicate that the usps data $419,000 for work and waverley and more than $30,000 at pikesville. during the course of the investigation, one of the contractor started working with the fbi. according to the criminal complaint, at one point wright

computers to going to safety mode. no injuries have been reported. a gunman opened fire at the courthouse in west virginia. the gunman was identified as a retired police officer and a u.s. marshall. from an 15-20 shots assault style rifle and a handgun. authorities say three security officers were hurt by flying debris. officials are working to determine a cause for that shooting. >> president obama wants janet yellen to be the next tier of the federal reserve during this pivotal time for the american economy. the president nominated the fed possibly stir to replace outgoing chairman ben bernanke. if confirmed by the senate, yellen would be the first woman to lead the world's most powerful central bank. she would also be the first democrat to run the fed in decades. yellen is known as a firm believer in the use of the fed policy to reduce unemployment. the u.s. is cutting hundreds of millions of dollars in military aid to egypt following president mohamed morsi's auster and the ensuing crackdown by the

>> our i-team has led an investigation is underway in baltimore county after a 72- year-old nursing home patient fell off a stretcher while being put into an ambulance. >> she later died.

jayne miller has that story. happened sunday, september 15 when baltimore county medic 18 station off liberty road was called to a nursing home not far away for a female patient who was conscious but not alert. the patient was put on a stretcher, but while being loaded into the ambulance, something went wrong, housing the stretcher and patient to fall. a statement from baltimore county says the patient suffered minor injuries, but an incident report indicates advanced life support was provided and the woman's daughter says she suffered a head injury and died two days later on september 17. an autopsy has been done, according to the daughter, but the results are not complete. the county says an investigation is ongoing to determine why the structure fell. this video produced by the manufacturer shows how stretchers are supposed to lock when loaded into an ambulance so they don't slide out. we are told the structure may have failed and fallen in this case because it had previously been damaged, thus interfering

with its ability to lock in place. i'm jayne miller, wbal-tv 11 news. these incidents typically get reported to state emergency service officials. they were not alerted. they found out when jayne called them. >> john hopkins retired surgeon ben carson has a new gig, as a tv analyst grid fox news has hired the renowned surgeon to be a contributor. carson made his tv debut tonight. the network says he will be providing analysis and can -- and commentary. carson retired from hopkins in june after serving as the director of pediatric surgery at the hopkins children's center for 39 years. >> the senator theatre once brought hollywood heavyweights to baltimore. it is hoping to regain that magic when it reopens tomorrow. it has undergone some $3 million in repairs and renovations over the past few months, including multiple big screens and a wine bar. we got a sneak peek inside.

jersey as well. it is here for a while. periods of rain overnight. temperatures not budging much. 10-15 miles per hour winds. there is a storm on the outer banks, but there is also high pressure to the north. in between these two, you have a that comes upd right against the mountains. the high is sitting up there. it is kind of blocking the movement of the storm up the coast. we will be dealing with this for a couple of days, in fact, probably right through the weekend. some start of this storm system will play a major role in our weather. wet stuff in the morning tomorrow, pushing back to the north and west as the day goes on. another batch or two of rain coming through in the afternoon. this time tomorrow night, we will probably still see quite a bit of rain on the radar screen across maryland. call it a wet day. 58-63 with northeast winds at 10-15 miles per hour. the winds were even stronger across the open waters of the day. it will pile the water on the western shore. the tide will be running above

normal with the persistent northeast wind. upwards of four foot waves on the open waters of the day. a small craft advisory is up. it's like chance that some of the showers get back into the western maryland mountains. it is kind of cloudy and cold weather out west. eastern shore rain chances, it is very likely there will be some rain the next two or three or four days on the shore. same thing at the coast. then you factor in strong winds coming off the ocean, a dangerous rough surf on the coastal areas, and higher than normal tides -- it is a plain old early-season nor'easter. it lasts for a while. our rain chances don't really taper off until sunday afternoon, which means the baltimore line festival and the football game over the weekend will probably have somewhat weather in the area. we break out of the system on monday and tuesday of next week as temperatures climb back into the 70s. -> not time - >> jay leno and jimmy fallon give us the rundown on what we can expect and late-night. >> a real fun show tonight.
