juvenile services will tell you it is a judge that let lamont davis out on streets. the truth is this man came in contact with a lot of people within the system and all signed off on his release at one point or another. that begs the question, is the state system in help of -- need of help itself. >> many of them need to go into the adult system, but within the adult system, we have to find a way to, to perhaps, separate them. >> we have to do better. our criminal sut justice system, including our jive niles, we are not effective. >> you will hear a lot of people tied to the juvenile justice system talking about wraparound services and family counseling, and in davis' case, according to a court order, he received bodies wraparound services and counseling. in addition to four other services. >> meanwhile 16-year-old boy is tried as an adult for his role in the massive breakout at a state juvenile detention center.

stand up jr. includes charges, escape, burglary. he is accused of taking part in a violent escape from the academy. 14 juveniles part of the breakout where six employees were hurt. >> the tactics used by the maryland state police when responding to a protest in belair last summer are being questioned. lawsuit filed alleging officers violated first amendment rights. >> this is video from the incident involving the group defend life. maryland state trooper gets involved and tells them that they need a permit. it leads to 18 arrests. >> officer, what am i being arrested for? officer? >> that's an irrelevant question. >> we are not laying down, standing up for our rights. if americans do not stand up they lose the rights. that's where our country is

right now. >> state police will not comment on the pending litigation. >> carroll county teenager is dead tonight and maryland state troopers say a drunk driver is responsible. deadly accident happened sunday night in the 1100 block of francis scott key highway in keymar. investigators say 15-year-old katlynn bossler was in front of her homestanding outside of a car talking to friends when kevin smith's pickup truck struck the girl and the car. troopers say the impact killed katlynn. tonight the family is mourning the painful loss. >> one day we are talking about school supplies, and joking roundabout shopping. and the next day i am at the funeral parlor picking out a casket. >> four others hurt, recovering in the hospital. smith faces several charges, including homicide by automobile. he is in jail tonight. being held on $20,000 bond. >> psychiatric experts weigh-in on weather a stevensville mother accused of poisoning her 3-year-old daughter was legally

insane at the time of the killing. testimony started today in the trial of victoria sparrow. she is facing 10 charges including murder and child abuse. police say sparrow killed her daughter lacey last december by mixing medicine into her food before trying to kill herself. sparrow waved the right to a jury trial. closing arguments are scheduled for tomorrow. . >> former ravens quarterback steve mcnair had a blood alcohol level twice tennessee's legal driving limit at the time of the death. the state assistant attorney -- or the state assistant medical examiner leased the results of steve mcnair's toxicology report today. tests also turned up trace amounts of marijuana in the body of steve mcnair's girlfriend sahel kazemi. 20-year-old shot and killed steve mcnair before turning the gun on herself. >> maryland's highest court decides not to get involved in a dispute over slots. at least not yet. the maryland court of appeals, ruled today that it doesn't have

temperatures at 73 degrees. and it looks like we continue to see the temperatures or the winds out of the east-southeast at three. humidity levels at 64 percent. here is what's happening as far as the almanac page. high was 83. and low started off at 62 this morning. normally we are at 68 and 66. so you can see the temperatures. a little cooler than where they should be for this time of year. here is what's happening. temperature wise across the mid-atlantic. 66 in baltimore. 77 in harrisburg. 74 in new york. slightly cooler in the 60s back west of us. we will continue to see this frontal boundary pushing through the area. giving us showers. most of the activity right now over parts of western maryland. western portions of pennsylvania. zooming in looking at a closer pick here. you can see the rain moving out of the south. ahead of the showers, moved over parts of virginia instead of heading north. so it looks like we were kind of expecting maybe rain. but it looks like most of it went west. but still there is a chance for more rain as we see on the future scan popping up through the late afternoon, evening tomorrow. and then it looks like we will

see a better chance for rain also as we get into late wednesday night. but wednesday morning starts out dry. and some more chances down the road for rain. eastern shore expect to see scattered showers and thunderstorms. high of 81 degrees. central portion of the state. looking at much of the same. temperatures in the upper 70s. but keep the umbrellas nearby. off and on showers here and there for the next couple of days. wednesday 84. better day to see more sun. thursday and friday, 30 percent chance of showers. and temperatures warming into the upper 80s. back to you. >> thank you, vytas. >> president obama continues to push a plan to achieve health care reform. but the republican national committee said there is a better way. chairman michael steele introduced a new campaign that counters the president's plan. republicans are pushing the patient centered health care reform. >> how about if we make health insurance companies compete with each other with simple understandable contracts and minimal benefit packages so insurance can simpler, cheaper and fairer. just like many banks are doing with car or home loans.

>> the idaho family of the captured soldier in afghanistan asked the country to pray for their son's safe return. the taliban posted a video online of private first-class bo bergdahl. the u.s. defense department confirmed that bergdahl was captured july 2, five months after arriving in afghanistan. now we have decided not to air the video as it is being used as a propaganda weapon. >> as you know, the situation is extremely difficult for everyone involved. we like to remind all of you, that our soul focus is seeing our beloved son bo safely home. >> bergdahl comes from a small town in idaho and serving with the la lasca basin fan tree regimen.
