the city's board of estimates will be here at the city hall, to vote on a detailed, very detailed, plan to cut the city's budget. it involves extending a hiring freeze and cutting back on spending. but the most important part of here, biggest part of the plan, involves a minimum five days mandatory furlough days, for all city workers, along with the elimination of more than two dozen jobs. but one city council member, belinda conway, said she is calling for an emergency hearing over the layoffs, saying she questions the procedure and whether it is really fair. >> we don't want to target people, and get rid of people. and not only that, we want to find a way to rectify this budget issue without laying people off. there is a way to do everything. this is not the way. >> and the city's plan is far from complete. they say they are still negotiating with the police and fire unions. which say they are already cut

to the bone. and cannot afford any further reductions. and unions have been given until october 21st to reach some sort of compromise. live at city hall, myranda stephens, fox 45 news "late edition". >> prosecutors are asking approximate about a chunk of money mayor sheila dixon deposited into her checking account. back in 2004. transcripts from the grand jury proceeding show that prosecutors have found almost $14,000 in unexplained cash, dixon has been indicted on charges of theft and perjury. and she is accused of stealing gift cards intended for needy families. mayor's attorney has said that he can explain it. the mayor, however, refuses to comment. >> first of all, i am not going to allow the media to try me out here in public. you know, there are many sides to the situation. and i am not going to take this time to deal with it. >> excuse me, i said i am not going to deal with it. i expect you to respect that. >> mayors's body former body

mentally challenged adults in a hot van, while he was eating dinner. it happened sunday at the mountain view diner in frederick. three blind and deaf men in the van for more than an hour. 47-year-old brian fleming is charged with neglect. diners even tried to get the men to unlock the doors. >> they noticed that, you know, some of them unresponsive. one appeared to be sleeping or slumped over. they could see they were sweating profusely. they could obviously they said they could tell from the appearance, you know, they were some sort of mental handicapped. and the fact they had not seen anybody. >> temperatures were soaring in the van at the time. fleming has been fired. >> four days since the watermain break in dundalk. and major repairs have yet to start. here is a look at where the main broke. that is not it. this is one of the homeowners there. very frustrated. material in a faulty pipe is to blame for friday's break. several flooded homes still in disaster mode tonight. and the cars, you can see covered with crud.

bge reports 26 customers are still without power and gas. >> here is the bottom line. somebody is at fault here. either the county or the city. >> it has been four full days and now shock is turning to anger, those in the flood zone say they are outraged by the real response, after all the promises made by politicians. >> but, you know, somebody has to regulate this stuff for us. and i can't. i can one man against it and they are telling me, sorry. you know, i need my politician to say step up and go to battle for me. >> well, today mayor sheila dixon recommended that homeowners should first file with their insurance company and then file a claim with the city. if they do not get anywhere with the insurance company, meanwhile, investigations are underway to determine liability, and in that situation out there in dundalk. >> a cloudy day to start off the fall. >> yeah, some ominous clouds rolled in today. but vytas reid is here to tell us what we're in store for with the rest of the week.

>> autumnal equinox occurred at 5:15 p.m. and we're in the fall season. and leaves are changing. actually they have been. but the temperatures were in the upper 70s and seeing 80s around the corner. few spotty showers in the neighborhood. better chance. get more showers, more moisture builds up out of the south on radar. activity over the carolina and over on the deep south, where they have been having a lot of heavy rain, and plagued with flooding conditions around atlanta and parts of the south as well. looking at what's going on temperature wise. in the mid 70s. we will see the temperatures creep back up into the 80s by tomorrow afternoon. with a southerly flow of wind. and as you see your next day planner shows your temperatures around 71, to 73 degrees around noon. and maybe even a few rain drops possible. keep an eye on how much rain we can get and how long it will stick around coming up in the sky watch forecast. >> thank you, vytas. >> with governor o'malley win a rematch with former governor ehrlich, new poll shows it looks good for o'malley. it shows that if a rematch were held today, o'malley would

. >> people favoring health care reform took to the streets today to tell big insurance companies how they feel. protestors gathered at the maryland offices of united health care today in owings mills. armed with signs and posters demanding the company's ceo sign a pledge to support reform. and then what they call bad insurance practices. >> the corporate companies, you know, they do not add value.

they skim profits off the health care system. they are really the big reason why health care costs are out of control. and they are spending massive amounts of money to kill reform because they are very happy with the system the way it is. >> well some 200 similar protests took place nationwide. you knighted health care released a statement saying in part it was unfortunate that there is diversionnary rhetoric that mischaracterizes our contribution to the health care system. >> well senators are working through a health care reform bill today, but they are a long way from any bipartisan agreement. and the president is bracing for the fight. kelly wright reports from washington. >> president obama is using every chance he gets to argue for health care reform. >> vast majority of americans, they want to see change but look lets face it, they are scared about the devil they do not know. >> with so many questions unanswered senate finance committee kicked off hearings on

>> in the next few minutes. continue to see temperatures cooling off a bit overnight. but the temperatures going back up. as we see the temperatures in the 80s right around the corner. we saw temperatures in the mid to upper 70s today. and in fact, it feels still mildly cool out there. 69 degrees. mostly cloudy skies. winds calm. humidity levels at 90 percent. now we are going to continue to see the moisture building up out soft south. and temperatures increasing. looking at 70 in harrisburg. 68 in pittsburg. cleveland 72 degrees. and down in richmond. 70 degrees. it looks like that southerly push will continue to bring up a chance for showers. and we also have a system from the west that will create possibility of some showers. so getting squeeze play from southerly flow, and the west as we see mostly cloudy skies. few blips on the radar. light sprinkle in the neighborhood. as far as the future scan. this is a model data showing the potential for rain. widely scattered. so the models are saying there will be moisture in the neighborhood. where it comes down, hard to

kind of predict. but it looks like definitely someone will see rain, even around baltimore. that slight chance. keep the umbrellas nearby over the next couple of days. may get a few breaks in the clouds. but nonetheless, tomorrow, see mostly cloudy skies and then it looks like maybe a slight chance for a drop of rain, coming down here and there as far as the future scan. predicted rainfall. anywhere from anniversary 10th of an inch to less. across the area. depending on where you are. so my forecast will look like this. as far as clouds tomorrow. probably see mostly cloudy skies. maybe break of sun trying to come through. but i think, more clouds than sun s 82 degrees. so the warm air will continue to come up from the south. with that potential of about 30 percent, 40 percent chance for scattered showers. and winds out of the south at five to 10. and as far as the five-day forecast. 84 on thursday. with a chance for a rumble of thunder possible. only about 30 percent chance. but start to see breaks in the clouds. even more breaks on fly day as we continue to see more sunshine. slightly cooler temperatures. as a front pushes through. but temperatures around 76 degrees. and then on saturday, 74 degrees. and with a chance for a stray
