i am jeff barnd. >> and i am jennifer gilbert. the storm last night might be tiny compared to the one coming our way. >> this is another storm targeting the state after maryland. winter storm watch is in effect. as we speak. chief meteorologist vytas reid joins us with a look at the sky watch winter blast on the way. vytas? >> looks like another one is coming. and we have to brace ourselves for another winter blast. building up out of the south. right now on hd radar. nothing going on. we should see a relatively quiet night tonight. and then tomorrow plenty of sunshine. but here is the storm that is looming, and gathering strength down over texas and new mexico. we have one area of low pressure he that will track up over the eastern seaboard. secondary track across the midwest. so not just involving us but folks over the midwest. ohio river valley where they could see snow as well. national weather service, in our area, has issued a winter storm watch, for central maryland. western maryland, northern virginia and points west, as we continue to see the potential for heavy amounts of snowfall, how much?

well, right now, with the track that it is taking, if it were to snow tomorrow, it would be anywhere from 16 to 22 inches or more. across the i-95 corridor, including baltimore city. and areas west. as we cross out annapolis, east across the bay, about five to 10 inches. and a littleless as you get to salisbury, and ocean city. but right now, this is the potential we could see, and of course, againing on the track, it could give us more, or a little bitless, which would be favorable, but nonetheless, in that zone of 16 to 22 inches of snow. and it will start friday afternoon. into friday mid-morning, afternoon, to friday night to saturday morning. saturday afternoon. so this will be a friday, saturday event. get ready for it. more details about the storm and how long it will stick around and the next storm coming after this one. in the seven-day forecast. >> hits keep on coming. you can track the coming storm, i-radar is available at foxbaltimore.com, just use the

interactive tools to track storms down to your neighborhood. go to foxbaltimore.com/i-radar. >> well, the big storms are burying budgets, with road crews working overtime. spreading salt and clearing streets. jurisdictions are finding they have already burned through the money allocated for snow removal. piles of snow have the maryland state hi highway administration, $20 million in the red. >> going in to yesterday's storm, the state highway administration had spent about $46 million. no one needs to worry, really, about the budget. there are things we can defer, like, maybe, mowing, or signs that can go up in the next fiscal year. >> baltimore city allocated 3 1/2 million dollars for snow removal this year. at the start of the week, it had just $400,000 left in the coffers. >> a man convicted for sexual assault may have earned a paycheck from the city, while serving time behind bars.

tonight it is getting the attention of one city he council member. karen parks live at the department of public works with a story you are seeing first on fox tonight. karen, what can you tell us? >> well, jeff, councilwoman helen holton submitted a resolution today, to make sure there were policies in place to keep this from happening again. 37-year-old dennis mclaughlin that works for the department of public works, as a utility repairman awas also charged with sexual assault and impersonating a police officer. he served amos, in 2008, for sexually assaulting a minor. now, their allegations that mclaughlin used sick time borrowed from the city's sick bank to cover time while in jail. >> i am just concerned. is it an abuse? did the investigation begin before fox broke the story? i don't know. there are employees in the department of public works, that knew that this employee was incarcerateed. that knew that this employee had

someone submitting sick leave slips so this employee could be paid while incarcerateed. >> we have also learned that mclaughlin's mother works as administrative assistant at the department of public works. reporting live here in downtown baltimore, karen parks fox 45 news "late edition". >> arundel county police lieutenant james cifala released on detention after held on child porn charges. cifala allegedly exchanged sexually explicit pictures and messages with a 16-year-old girl using his cell phone. the girl's parents became suspicious that she was having sex with cifala and immediately called police. >> state police meantime tonight are looking for a teenager that escaped from the charles hickey school saturday. 17-year-old antonio boyd seen with jeans and a jacket and boots. 5'5, 140 pounds. he is known to frequent west

baltimore. anyone with any information whatsoever, about this case, is asked to call metro crime stoppers at 1-866-7-lockup. >> mayor sheila dixon will resign tomorrow. but just yesterday, the state prosecutor lashes out about her behavior, after her plea he deal. in the three page memo prosecutor rohrbaugh labels the mayor as arrogant, unrependant and state of deny y he goes on to say that dixon succeeded in making baltimore fodder. but after the jury finding dixon insisted on bringing further disgrace to herself and the city. >> i refuse to read anything negative from the topic. >> what the state prosecutor has done here, is articulated the reasons, and at the same time, made it clear, that he feels that the mayor engaged in

unlawful conduct. >> mayor shiela dixon sentencing is at 9:00 tomorrow morning. the woman replacing her as mayor is planning a low key swearing in ceremony. >> i have been working very hard to have a smooth transition. i think, you know, the circumstances don't warrant a celebration. i will be sworn in, and i will be working before i was sworn in, and get back to work after. >> stephanie rawlings-blake said she plans to rearetain some of sheila dixon's staff, and, at least, two people staying at city hall are deputy mayors. in another hearing, jack young is the only replacement for stephanie rawlings-blake as city council president. young's only opponent in the race has dropped out. >> in allegany county parents of children making bomb threats will be billed up to $10,000 for police expenditures. county had five bomb threats, only since the month of december. that either cancelled classes altogether, or created lock downs of the schools. >> a former eastern shore principal is sentenced to 18

years behind bars. 39-year-old lowell litton pleaded guilty in november to abusing two girls, when they were students at eastern shore jr. academy. litton told the judge he regrets and is haunted by his actions. the may face additional charges in delaware. >> the pretty boy dam bridge is closed for cross beams to be installed. it will be closed from armacost roads, falls road, during the project, which should take about two months, if it stays on schedule. >> this is the year for a constitutional convention. maryland law allows vote tores call for one every 20 years. today a senate committee approved a measure to ask vote serious if they want one in november election. constitutional convention has olm been called, in the state of maryland, five times.

>> we have already heard them. not raising taxes. not having -- but we do need revenue. >> howard county delegate turner introduces a bill calling for a constitutional amendment, to expand gambling. to include table games in maryland. he says other states have already approved pokeer and blackjack and turner said maryland will be left abehind if it only allows slots. if the bill is enacted it would have to be approved by voteers. >> house committee kills a bill that would have prohibited maryland from recognizing gay marriages from other states. the same committee has rejected similar measures introduced in other years. gay couples in neighboring washington d.c. will likely be able to apply soon for a marriage license. >> superbowl ads are highlight of the superbowl, of course. the u.s. census bureau is hoping to score big time during the sunday superbowl match up. but how much it is costing

>> the u.s. census bureau is hoping to score big time during the sunday superbowl match up. bureau spent 2 1/2 millions dollars on three, 30 second ads that run before are and during the big event. officials say the ads encourage people to participate in the 2010 census. critics however argue the ads are a complete waste of taxpayer money. >> the federal government has limited resources. census bureau he has limited resources. they should not spend money like this for superbowl ad. >> the bureau said the ads may save taxpayer money. by not having to pay additional workers to inform people about the census. >> now, that brings us to the question of the day. should the census you bureau spend 2 1/2 million dollars on superbowl ads. of the so far, 5 percent of you say yes. 95 percent say no. one writes on facebook. it is the reason why the country will go bankrupt because the government continues to spend money on utter foolishness. >> well, after a recall that is

crippled toyota 2010 sales, company problems may be far from over. the auto maker has been hit with more than 100 complaints in the u.s. and japan now about brake problems, with their popular hybrid model the prius. those reported problems have not yet prompted any new recalls. but u.s. safety officials are investigating. >> well, today, local toyota dealerships started to get the parts to fix the vehicle's faulty accelerator pedals. and toyota has been suggesting that if the accelerator sticks, shift the car into neutral and use the brakes. if you own a car that was recalled, you should contact a toyota dealer to schedule an appointment for repairs. >> washington d.c. transportation officials, will review the way it sends accident information. this, of course after the metro did not respond to last weekend's accident fast enough. maintenance vehicle hit a rail truck on the icy tracks causing

a domino affect accident. and they did not report the accident for 30 hours. no one hurt. >> the suicide of a massachusetts teen, spurs action on school bullying. 15-year-old fee bee prince took her life last month after continuous harassment by classmates at school and online. she was an honor student, originally from ire lan. dating a senior football player. only two unnamed girls have been disciplined since the incident. the parents now are trying to send a clear message to the town, and state lawmakers. >> you guys have to stand up and take them out. they cannot be allowed to go to the cotillion, two days later and party like nothing happened. >> a petition is being circulated calling for south hadley school superintendent to be fired. over the way he handled this situation. >> weather wise in this area. more snow. lots of it. and we're nowhere near buffalo new york. >> right here in baltimore. we will check back with chief

meteorologist vytas reid for a snowy he detail. vytas? >> another winter mess on the way. another storm is building, strength down in texas. and it will be bringing with it plenty of moisture, in the form of snow. out there right now. looking at relatively quiet conditions. skycam and the inner harbour. shows the clouds breaking. mostly clear conditions. temperatures at 33 degrees. our winds coming out of the west at eight. and humidity levels are sitting at 69 percent. so we can continue to see actually clearing overnight. to make way for sunshine tomorrow. which is good news. our almanac today shows a high of 42 degrees. that's what our normal high should be for this time of the year. 27 this morning. kind avenue cold start. but nonetheless through the afternoon looking at snow melt. out there across the region. as far as the northeast regional temperatures. we can see 33 degrees in new york. 35 harrisburg. 31 in pittsburg. colder air will continue to move in from the northwest. you can see the 20s sitting back over indianapolis and chicago. so our temperatures actually will get colder toward the

weekend. and as that moisture builds up out of the south. get a combination for some snow. national weather service issuing for this storm. winter storm watches for central and western maryland. northern virginia, into west virginia. and then watches stretching through ohio, all the way far back west as indianapolis. central indiana. so this is a two part storm. one low on out of the southwest s secondary low follows that pushing across the midwest. so here is what is happening. closer look. you can see baltimore city, and dc involved with this winter storm watch. timing this out. on our future scan model data. you can see plenty of sunshine tomorrow on. plenty of clear skies. then the clouds start to thicken union thursday night to friday. morning rush hour should be okay. but by the afternoon, start to see some snow coming down, late afternoon. snow in the area. and it picks up in pace. especially toward the evening rush hour. all because of this low pressure that brings all the moisture up out of the gulf. and secondary low behind it,

reinforcing it. so we will be hit mainly with the first low. the second low kind of wraps through more potential precipitation into saturday afternoon. but you can see it right here now in the form of snow with potential track it will take over parts of the carolinas, virginia and out over the atlantic. it is a close proximity to the coast line. so here is what it looks like in the forecast. with the potential friday night through saturday. this is the possible snow total. anywhere from 16 to 22 inches or more across the i-95 corridor, baltimore city through dc. northern virginia, about 16 to 22. and looking at about five to 10 across the bay. and then as you get over toward the southeast portion of the state. delaware, 3 to 5 . with a little bit of sleet and snow mixed in there. so the number could go up or down. depending on how much moisture it brings. and the track of the storm. so monitor it closely for the next few days here. keep it right here and we will keep you posted with the details. 29 tonight. clear skies. winds out of the northwest at five.

with the colts and saints preparing to meet in the superbowl. the ravens are trying to figure out ways to get there. each of the last two years, they have gone deep into the playoffs. but ultimate goal fell short. today in the annual state of the ravens press conference. steve bisciotti, president cass, and os ozzie and john harbaugh all looking to the future. in particular the offense. all of them admitting there needs to be an upgrade. especially passing. but the question is what to do about it.
