i'm patrice harris. let's get a look at forecast today. meteorologist steve fertig is here and things are changing. temperature wise we're looking pretty good. we will stay above the average, 61. >> that is good. >> that part is okay and whatever falls in terms of precipitation is going to be just plain rain. >> the rain coming it reminds you we're headed toward spring. i can live with that. >> except one other thing that does concern us is the chance for some flooding actually the western part of maryland for the part of tuesda thursday night. it could be worse i suppose. you take a look at the showers back to the west, not making its way in here. it looks like it's moving into the western counties a lot of dry air still in place. it has to saturate first before we see the showers make their way in. we have a lot of cloud cover and that is keeping the temperatures rather mild. you're watching the areas of

precipitation, one with the showers in the midwest headed our way for later tonight into tomorrow. the and rain south east coming our way especially for friday night into saturday. 40 degrees for the temperature as you start out the day at the bus stop this morning so fairly mild for this time of year at this hour with a lot of cloud cover. southeast winds just rather, 5 miles per hour at best. as we move through the day, 53 degrees by noon and after getting to the high of 60 degrees by one on 2:00 this afternoon. now for what is happening on the roadways here is candace dold with the traffic edge. good morning, candace. >> reporter: thank you, steve. and we are look at what the 83 is looking a beef th beltway, wg at a pleasant drive. once you approach the beltway, nothing to complain about. checking in an 8 minute clip at 52 miles per hour. and then once you go around the bend right now from 795 down toward 95, it's a normal ride

there as well, 12 minutes at a nice and calm 53 miles per hour. and the commute through baltimore is going an easy drive, southbound 95 from the fort mchenry tunnel to 695, 8 minutes at 55 miles per hour. all in all in excellent shape. that's a look at morning travels, patrice, back over to you. 5:32 on fox 45 early edition. city police arrest twin brothers in a burglary spree that targeted homes in southeast baltimore. the investigation has been going on for months. megan gilliland joins us from police headquarters with the latest on the brothers that police are calling serial burglars. good morning, megan. >> reporter: good morning, patrice. this investigation has been going on since december of last year. finally, police say they have found their twins. investigators say ronald and ronnie sinkler would enter homes from the back in southeast baltimore, go in and steal everything inside from electronics to bags to pictures.

the latest home to be hit happened at the end of february. >> reporter: they left fingerprints at one of the locations and detectives got a hit which ultimately led to our two suspects which lead to the search and seizure warrant and arrest. >> reporter: the twins live in southeast baltimore along clinton street. what is unusual detectives say is that they had no intentions of selling the stolen goods. detectives actually found most of it set up ready to use inside of their house. police were able to connect them to six robberies but they believe there woul could be even more. the investigation is ongoing. live from police head war headq, megan gilliland, fox 45 early edition. mayor stephanie rawlings-blake is confirming that andrew frank is resigning to take a position with john hopkins university. the last day on the job will be sometime in mid-may. frank was a hold over from

sheila dixon's organization. he has served in economic development and neighborhoods since 2007. several baltimore county schools are closed again today because of a weekend watermain break. here is a look at that list. franklin elementary, middle and high schools. owings mills elementary and high schools. new town high, cedar mere e elementary, and reisterstown elementary and kim better grove e-- timbergrove elementary. the 36-inch pipe broke in a wooded area under a stream. crews had to build a gravel road to get to it and then divert the stream water. a new pipe was delivered and crews have been working 24 hours a day to get it instawldz. public works officials say that the good news is the water should be back on for 15,000 families very soon. >> we should have that pipe being worked on throughout the evening and through tomorrow. barring any unforeseen

circumstances, we will have everybody back with water by thursday morning. officials are still asking residents in the area who do have water to use it sparingly. that will allow crews to quickly fill up the water tanks that serve the area. until all of the water is restored, public works officials will continue handing out free water to baltimore county residents. they will be at the reisterstown sports plex from noon to 9:00 p.m. residents can pick up bottled water or bring containers to get non-potable water. nancy grasmick has granded a 5 day 25 anne arundel, prince george ease and st. mary's county. that means students will be in class for 175 days instead of the usual 180. she waved 3 days for from the

welcome back. it's 5:42 on a wednesday morning. and there's a change in the air and that is more cloud cover. we won't see the sunshine that we enjoyed yesterday, but we will be talking about some rain with the mild temperatures. so the mild air, at least will allow us to just deal with the rain rather than snow. it appears that it's raining right now as we look at the composite image on the sky hd radar but a lot of is not reaching the ground. a lot of the west ask that --

and that frontal will bring us rain through. you can see another low pressure to the southeast of the u.s. bringing rainy weather and stormy weather as well. that comes our way for the weekend. we will see several days of inclement weather unfortunately. take a look at the dry air and that is the reason why we will have to hold off on the showers making their way in here. it's going to take sometime for the atmosphere to saturate. eventual it will, and we will get the showers especially tonight. get a southeasterly flow and ta will bring the cloud cover and two low pressure centers and this one is going to bring rain for the western counties. we will get possible flooding all of the snow that is going to melt, 5-10 inches of equivalent liquid water. that is why the concern for the western counties. even with the low pressure center headed in our direction for the weekend, friday night into saturday, more so for the central counties and the eastern shore, there's concern for some flooding there as well.

no watches or warnings at this time but keeping an eye on the creeks and the river areas. as we take a look at the future scan models, you can see that it gets heavier for the western counties. you can see showers for the western counties and the eastern shore, but the heaviest rain holds off for overnight friday into saturday. here is how much rain we pick up through tomorrow. we're picking up probably an inch of rain almost for baltimore and a half an inch for hagerstown, and that makespor thmakes forthe possible floodin. we pick up more rain for the ref of the state friday night into saturday. 45 degrees in baltimore and generally temperatures in the upper 30s to near 40 or above. we will climb to 63 for the eastern shore with a southeast wind at 5-10 miles per hour. the central part of the state gets up to 60 degrees, so mild but just cloudy skies with the on set of rain especially later in the day. the western part of maryland where we get the rain earlier in

roadways once again with the candace dold. she is back with the traffic edge. >> reporter: thanks, steve. the numbers on the roadways are looking good so far. traveling on the beltway right now, we're traveling at 58 miles per hour right near liberty road and security boulevard and at 61 traveling near the catonsville region. traveling through pikesville at green spring avenue, check it. here it is, we definitely have a few cars that are starting to filter in and light activity on the inner loop stretch all the way toward the 83. on the flip side traveling on beltway moving on harford road, let's check in on that scene for you. again, pretty much the same deal but favor ana favorable conditih the inner and outer loops. as far as 95, through the whitemarsh area we don't have any incidents. let's see how that volume is checking in and it's getting busy quickly. a good crowd on the southbound lanes all the way down toward the beltway and the northbound stretch as well.

to the bank. >> reporter: mobile speed cameras targeting drivers speeding through work zones. they have become a big money maker for the state of maryland, so much so, at least one lawmaker wants to put the brakes on when these cameras can be used. >> there's been so many tickets issued on such a short period of time that it seems to me and others in the legislatures that many times it's more about the money. >> reporter: fox 45 obtained a breakdown of how many tickets were issued and when. it's a list the state highway admnistration could provide us but we first need to pay $400 an hour for the information to be compiled. they estimated this would take the vendor 4 hours of work. we got the figures. it shows that money is coming in fast and furious, but the state says it's not nearly enough.

>> we have not even broke even. >> reporter: during the first 10 weeks of the pilot program, the state made more than $6,000 a day. >> these tickets are being given out at times when workers are not even working along the beltway. >> reporter: this is one of the three work zones that the traveling cameras visit. it's the only one where the speed limit has been lowered to 50 miles an hour. and it happens to be in ellicott william franks district. >> it's not very difficult to turn these devices off when folks are not working. >> reporter: numbers show that the cameras click pictures of more drivers between the hours of 8:00 p.m. and 5:00 a.m., than between the hours of 6:00 a.m. to 3:00 p.m. at least at the charms street location, but just a minute, what about the safety of workers? >> there's narrow lanes, the

barriers, construction. trucks coming in and out. it makes for less than ideal and extremely hazardous driving conditions to begin with. >> reporter: we traveled to the inner county connector project along i-95, another work area where cameras can catch passing drivers. >> but we have had a few occasions where motorists have run into barriers and gotten tangled up with other cars. >> reporter: mike sees drivers fly along the stretch every day he is out here. he likes the idea of cameras always watching. >> this operation is actually 24-7. >> reporter: the speed limit hasn't changed here. a driver needs to be going 77 miles an hour to receive a $40 speeding ticket in the mail. so far this zone has pulled in more than $25,000 in cash. baker sees it as money with a message. >> this operation runs through the weekend. it could run all night long, but it's not going to be every night
