layoffs. police aviation, marine and mounted units will be eliminated. seven fire companies will close. 90 firefighters will be losing their jobs. and 29 recommend centers will shut down. >> the recommend centers are closed they have nowhere to go. and gang leaders look at this as an opportunity to recruit the kids. >> what we did is try to look at the money that we have. look at the priority. and act accordingly. >> the mayor is expected to present her proposal april 12. >> two agencies seeing deep cuts, are in charge of keeping the city safe. hard pill to swallow for a city ranked nationally for the number of murdters sees on a annual basis. crime and justice reporter joy lepola has more. >> with talk of deep budget cuts, to the police and fire department. >> well i was really along. >> residents are worried about their wellbeing. >> almost horrified. because the police have a hard

enough job. and the fire department, really, those two things we have to find money from somewhere to keep them here. >> under the plan, the police department alone would lose the sole helicopter. marine unit that patrol the inner harbour would be eliminated. as would the department's mounted units. in addition, 120 police officers, would be laid off. >> just as a resident of baltimore city. and knowing go how the crime rate has really risen. i feel as though money should come from somewhere. >> there have been 37 homicides this year. 12 fewer compared to this time last year. a trend in jeopardy. >> to lose even one police officer position right now, would be could adversely affect the fight. each district is comprised of 200 cops. to lose one is unthinkable. >> safety is the most important thing. >> howard stewart lived his life in baltimore city.

a firehouse up the street. stewart wonders the impact potential layoffs would have on his community. >> do not close fire departments. that's the most important thing. you cannot save lives. >> not only putting, we believe, the general public in danger but putting our members in danger as well. >> for the 90 firefighters could be laid off in seven fire companies closed. union president fugate said in a business where response time matters the proposal is a risky move. >> it literally, blows up in your face. two, three, four, five minutes is tops. >> in west baltimore. >> find some other way, to cut the budget. >> joy lepola, fox 45 news "late edition". >> well fugate said when you call them fees or taxes they may be the only way of mitigating the cuts. and that brings us to the question of the day. how do you think baltimore city should balance its budget? so far 67 percent are calling for cuts. 27 percent of you think raising new revenue.

hand-held cell phone while you drive. senate gave approval to a bill banning motorists from talking on handhelds. drivers allowed to only turn a phone off or on. those caught using handhelds while driving would face $40 fine. and bill needs to be approved by the house. >> the state senate gave preliminary approval to a bill that would mandate anyone found guilty of driving while intoxicated, to use an ignition interlock system. an amendment to the bill made today, excludes anyone that gets probation before judgment from having to use the interlock system. the bill is expected to win final approval in the senate later this week. and a similar bill is still awaiting a vote in the house judiciary committee. >> maryland drivers would likely see l car insurance rates increase under a bill backed by the statehouse. lawmakers voted to raise the minimum amount of auto liability insurance. the bill requires motorists to have, at least, $30,000 in liability for individuals

involved in accidents. and 60,000 for accidents involving more than one person. the measure now moves on, to the state senate. >> the maryland general assembly taps into more unemployment funds. the assembly passed a bill yesterday that allows the state to use $127 million in federal stimulus money for unemployment benefits. the money will arrive as soon as governor o'malley signs off on the bill. maryland's unemployment rate is currently 7.5 percent. that's lower than the national unemployment rate of 9.7 percent. >> and no change whatsoever to maryland's death penalty law. senate committee could not agree upon a bill today. which would have allowed fingerprints and photos as evidence in capital cases. right now only dna evidence, videotaped confession or video of the crime itself, is allowed in such cases. >> east baltimore community is remembering a man that was killed on his way to work.

health reform also includes sweeping student loan reform. >> the reform plan would cut out the middle man. leaving more money for grants to low income students and making it easier for students to pay back their loans. but opponents question putting the government in charge of the entire student loan system, and now the fate of the reform is in the hands of the senate. >> when the house passed a health care bill, it also rescued a major source of funding for low income students. the federal pel grant. >> the pel grant used to cover up to 72 percent. now, it only covers about 30 percent of the cost of education. >> under the student aid and fiscal responsibility act. the pel grant program is getting a cash infusion. right out of the pocket of big student lenders like sallie mae. >> it looks as if it will be includeed and past. without any debate. that is a sad statement for, i think, the economy, and for

students and families. >> sally mae and other private leners currently get federal money to provide low cost student loans. they also keep the profits from interest. the plan cancels that subsidy and makes the government the direct lender. and that equals savings, to the tune of $61 billion. of that, $36 billion will fund more pell grants. $4 billion will go to historically black colleges and community colleges. $19 billion will be used to reduce the deficit. >> looking forward to moving that money from banks and lenders to pel grant. >> but critics say the government is inefficient and families will feel the effects when the loans within processed in time. and there is another cost. >> tens of thousands of jobs are likely to be lost throughout the nation. >> sally mae expects to close, at least, 18 of the 25 offices around the country. and layoff a third of its work

vytas reid. >> nice forecast today. and tomorrow, carry some of the temperatures over. right now, looking at what is going on. hd skycam shows inner harbour relatively quiet tonight. temperatures at 48. few high thin clouds. winds calm. humidity levels at 56 percent. as the moisture continues to get closer. we will see the level go up. as far as the almanac today. high of 65 degrees. low was 44. and normally we should be at 57. so temperatures are above normal. we will see the temperatures getting back into the range of where they should be as we go into the week. as this system brings in cooler air behind it. 58 degrees baltimore. looking at 54 in d.c. 44 in salisbury. cooler. and dover 48. and south of dc 52 degrees. in fredericksberg. we will see the clouds continue to gather through the overnight. so we will see sun and clouds through the day tomorrow. but late in the day. chance for showers increases, as the moisture builds in. model data shows through most of the day we should be dry. western maryland seeing the

showers working in. by friday morning, definitely get downpours of rain along the 95 corridor. so we can probably see maybe a quarter of an inch, as much as maybe a little more. closer to inch. depending on some areas north. in fact, the future scan shows moisture coming down at a good pace potentially. early morning hours. friday morning. maybe as much of an inch or more north. but it looks like we will all get our share of rain. clear conditions, painly out there right now. few high thin clouds. continue to see the frontal boundary, building in from of the west. right now making the way over parts of the ohio river valley. this area of low pressure will continue to drag that moisture in. by late thursday night, mainly early friday morning activity, through the afternoon. storm leaves us quickly. drying out nicely as we go into the weekend. on saturday and sunday as high pressure moves in. five-day forecast shows late showers. about 2:00 shower. picking up in pace on friday morning for the rush hour commute. high of 59. by friday 52 saturday. with plenty of sunshine.
