roadways with the traffic edge. >> reporter: thank you, steve. we do have trouble downtown. we have an accident involving an mta bus that is going to be on west fayette street at pearl street that you want to watch out for. as we check in and take a live look at the northeast corridor of 95. there's problems in this vicinity. it should be a smooth ride on the southbound lanes of whitemarsh of 95. if you're traveling on the outer loop lanes, from 95 to the expressway you're looking at an average ride of 55 miles per hour. you're looking at an 8-minute drive with an average speed of gower miles per hour. and -- gower miles per hour. -- 54 miles per hour. you're looking at an average speed of 54 miles per hour. patrice, let's send it back to you. 5:32 on fox early edition. a drastic budget plan is on the table to cut baltimore's

$121 million deficit. the mayor says that no one has been spared. megan gilliland joins us now with a look at those numbers. >> reporter: the proposal from the city department of finance came out yesterday. it is a plan the mayor herself is calling did he have satings,- did he havdevastating unacceptat must be down. the police and mountain units will be gone. 7 fire companies closed. 90 firefighters out of jobs, and 29 of the city's 59 recreation centers shutdown. the proposal cuts down on bulk trash pickups and dries up funding for the preakness parade and 4th of july fireworks. >> after we cut, make an assessment of what cuts we can with. if we can't live with those cuts to find a way to restore some of that funding. >> in order to raise revenue the mayor says they're looking into a profia tax on nonprofits, impa

fee on water and soda bottles and there's a talk of commuter toll or raising parking fees. the mayor is expected to present her plan on april 12th. meantime she and other lawmakers did turn down their automatic pay raises that were supposed to kick in yesterday. megan gilliland, fox 45 early edition. as megan mentioned the budget cuts could affect the public safety services. under the proposal nearly 200 positions would be cut from baltimore's police department. the fire department stands to lose around 100 firefighters and 7 fire companies would close. this is in the city that is among the deadliest in the nation. >> almost horrified, because the police have hard enough job as it is and the fire department. really those two things we have to find money from someplace to keep them here. >> the police department would also lose the only helicopter under the plan and the marines that patrol the inner harbor

he arrested in september after the death of his fiancée carey john. he ordered what he thought were narcotics off the internet and john injected herself with the substance. she later died from what turned out to be an allergic reaction. a woman will plead guilty in an obstruction of justice in a murder for hire case. she is scheduled to be sentenced today but she is only expected to be sentenced to the 15 weeks she has already served since being arrested in december. sink was charged along with her son, clarence mayers of plotting to kill his former girlfriend. myers planned to kill her from prison while serving two life sentences for killing her daughters. the strongest witness in the solicitation case died with him.

the state senate gives preliminary approval to require anyone convicted of drunk driving to now use an ignition shutdown system. that system installed on cars requires drivers to blow into a device. if drivers below a blood alcohol content that is too high, the car will not start. a new amendment to that bill excludes anyone who gets probation before judgment from having to use thener lock system. mothers against drunk driving, says that severely weakens the bill since the vast majority of those charged with drunk driving receive probation before judgment. >> to us the risk there is how do you determine who yo your ret offender is. if you are going to let half of your first offenders walk, that's a risk we're not willing to take for maryland families. >> the bill is expected to pass later this week. a similar bill is still awaiting a vote in the judiciary

committee. there won't be any changes to the maryland death penalty law. right now, only dna evidence, a videotaped confession or video of the crime is allowed in such cases. we all know recycling is good for the environment, but who knew it was also good for competition. 39 neighborhoods across baltimore are seeing who can recycle the most with the winner getting a block party courtesy of the city. joel d smith is live in baltimore with details. so people are getting on board with this, knowing that they're getting a party at the end. >> reporter: yeah, it's working. they're getting more recycling and that is good for the city in a lot of ways. the recycling coordinate for the city tonya simmons. >> it is a revenue contract. in the first year of recycling in 2008, we generated $380,000 in revenue.

the markets took a hit in november of 2008. so we weren't making money for a while, but in '09, the end of the year we started to recover so we were getting in, we brought in about $22,000 in revenue. >> reporter: when you get people he can ited to d excitedu can bring more. we talk about how the proposals can affect the recycling department. >> from my bureau, the bureau of solid waste it can affect the trash pickup. >> reporter: that is where we will stop there. let's talk about winning right now and who is getting the block party. >> sure the contest leader is chess wald. they're in first place. and hambden is in second place. >> reporter: they still have time to catch up. it was going to end tomorrow and instead they have extended it a week because of the snow. a couple of places have a chance to catch up. >> do we know how many tons each

welcome back. 5:42 on a thursday morning. there's showers on the way, but it will take a little time before the atmosphere saturates and we see it falling to the ground. what we see back to the west, a little bit of activity trying to make its way in our direction. a lot of the moisture will make it to the south and east. we wil see will see an increase. mostly cloudy skies, the winds are calm, 56% relative humidity and 30.01 holding steady on the barometer. it's a rather dry start for now. as i said the atmosphere is still dry and it has to saturate yet. 30 degrees is the temperature we begin in baltimore. down in salisbury, 39 degrees, hagerstown, 45 degrees there and as you can see, clouds are beginning to move in from the and west.

that will continue to be the case the head of the low pressure center that is going to be moving in our direction. that low pressure center will bring with it, a quarter avenue an inch of rain today and through tomorrow through the morning hours and then it will dissipate. we do see the temperatures climbing to 66 degrees for the high once again. the temperatures will cool down behind the next front which brings additional rainfall for tomorrow morning. by tomorrow morning, it moves out. high pressure moves in and we will be talking about the next chance of rain due to the low pressure center for sunday night into your monday as we get into the next workweek. we will have a jet stream dipping to the south for the weekend. while it will dry out after tomorrow, it will be a cold weekend with temperatures in the only low 50s for highs. warm air to the west eventually gets here and it will take sometime probably not until the end of next week. by the end of next week, we see the 70s in the forecast. if you're in the eastern shore, 68 degrees for the high, not bad there. south wind at 58 miles per hour and mostly cloudy skies turning

cloudy later. the winds will become more of a factor becoming breezy later in the day. 5-15-mile-an-hour winds in the central part of the state as we climb to 66 degrees. mostly cloudy skies for daytime hours, the showers holding off for the evening becoming more steady rain. again showers moving in there as well, a little bit early, mid-to late afternoon as well. tonight we do get the showers in the evening turning into a steadier rain overnight. 48 degrees for the overnight low so it will be mild for the 5-15-mile-an-hour wind. clouds on the increase as we go. 60 degrees by noon after starting in the mid-40s and we will get to the high of 56 or 3 or 4:00 this afternoon. we will back up at 66 as the showers begin to move probably holding off until 8:00 or later as it becomes more steady. look at the cold temperature for tomorrow, 51 degrees for the high then. overnight low, 28 degrees then

as many as 3 million people were affected when the 7.0 magnitude earthquake struck haiti in january. two months later it's difficult to assess how many people are still homeless, but it's believed to be between 1 and 2 million people. jennifer gilbert looks at mission of hope to help those without a home [ cheering ] >> reporter: from the hill top view of ppionville, it's hard to imagine this was once an exclusive golf course. [ cheering ] >> reporter: now haiti's elite replaced by 40,000 homeless. >> this is going to be a long-term effort on our part.

this has really crippled the country that was already, you know, very, very poor before the earthquake. >> reporter: the golf carts replaced by wheel barrels. >> the creeking of the wheel barrels, if i hear that sound, i know our flow is good. >> reporter: baltimore based catholic releaf serviced raised $90 million for haiti. today they're feeding the masses. >> we give 7,000 people food for 30 days. there's nothing better than that. >> reporter: food distribution runs like a well oiled machine. it has to. there's a thin line between control and chaos. >> so many people are -- 1 line.

>> we prefer to have women in line. women are very respectful, very calm. it's very, very, very tough work. >> reporter: 200-pound bags of grain, flour, peace and vegetable oil. food for a month for a family of six. >> it's not so bad for them here. they have a place to sleep and also here they're taking good care of them, giving them food and water. >> reporter: so when as many as 2 million people lost their homes in the earthquake, most had nowhere to go. and because tationville has food and water, the conditions here are considered the best in port-au-prince. >> we also say, let's not kid each other. this is camp life and this is not real life. >> reporter: the real question is what happens in a few weeks when the rainy season hits. that's a problem for more than a million people in haiti that are still living in tents. it's a problem at this camp in
