the reasons one organization said it is a bad idea. >> rating the pawn shops. new information from police. >> and putting pot on the ballot. why one state may make it legal. >> live in high definition, from wbff tv in baltimore, this is fox 45 news "late edition". >> hello again, i am jeff barnd. >> and i am karen parks. mayor stephanie rawlings-blake is working on a tax package to close the city's $120 million budget gap. the unveiling of the plan is still about two weeks away. >> yeah, but there is already opposition tonight. keith daniels in highlandtown where there is talk against one of her particular ideas. >> well, we are at santoni's grocery store where the owner is part of a beverage industry coalition. and to fight the tax. now the mayor is looking for solutions to close the budget gap. and one of the revenue sources she is considering, is a 5-cent tax on all bottled and canned

beverages. including soft drinks, and the additional tax would mean millions of dollars collected at businesses for the city. but santoni and the coalition call it a bad idea. >> in my opinion, i think that baltimore city has to find their own ways to secure their own deficit. downsizing government. you know, more efficiencies in ring the city. you have to stop trying to take it out on business. >> well similar tax was implemented in baltimore city, and the county. in 1989. and the opposition was so strong it led to a full repeal in 1997. in highlandtown. keith daniels, fox 45 news "late edition". >> the city may also have to make deep cuts to make ends meet. mayor stephanie rawlings-blake met with the department of parks and recommend, which faces massive cuts. the current plan calls for more than 600 layoffs overall. and eliminating 29 recommend centers. closing seven pools and

eliminating support for senior recreation. department officials say there has to be another way. >> any time that we have to cut facilities, or cut opportunities for young people to be engaged in something, then there is a possibility that there could be -- they could be involved in risky behaviors, and activities. >> the police aviation marine and mounted units, as well as seven fire companies, also face elimination. >> the national unemployment rate remains flat. but the number of people without jobs in this state, went up. in the month of february, unemployment in maryland went up to 7.7 percent. and experts put much of the blame on the massive snow storms we had last month. and they also blame increasing layoffs in manufacturing, construction, and retail. meantime, the senate went on vacation for two weeks before agreeing on extending unemployment benefits. senate republicans blocked the measure insisting the $9 billion measure be paid for now. this will likely affect more than 200,000 americans. >> the governor is trying to

encourage companies to hire unemployed workers. yesterday the state began to offer tax credits up to $5000 for hiring unemployed workers. today, governor o'malley toured a company that makes batteries in baltimore county. he said right now maryland is still losing jobs. but he hopes that will change. >> probably, we will start heading into the more positive, some time, in the course of the, you know, end of spring, mid summer, if we keep working hard and companies like this get the little bit of encouragement to hire somebody couple months sooner than planned on. >> tax credit is available until the funding runs out. a limit of $20 million. >> a baltimore county man is dead after a fire breaks out at his home. 2:30 this afternoon in the 7400 block of old battle grove road in dundalk. firefighters found the owner, 60-year-old carl grove dead in the living room. he used a pellet stove. and noticed something strange about the home earlier today.

>> there was just a little heavier smoke than normal coming out of the exhaust vent on the pellet stove. and then the snow was -- smell was stronger than normal. >> neighbors say grove was a former merchant marine battling cancer at the time. an investigation is underway into the cause of the blaze. >> clean up continues tonight after a train derailment. on the csx tracks at baltimore county/howard county line. eight cars of 60 car train jumped the tax around 11:00 today. carrying plastic materials. officials say hazardous materials were also on board. but not in that section where the derailment took place. >> we're teaming up with the baltimore city police tonight tracking down suspects in our fugitive files. joy lepola is live with the team of detectives at the warrant apprehension task force headquarters in north baltimore. joy?

ring. 15 people arrested after authorities say they were using pawn shops to launder money from stolen property. police say the ring was responsible for taking more than $20 million worth of property. >> this investigation was an important and very critical. because it brought to closure a major organized retail theft ring, that frankly plagued our area, our county. >> the men were arrested yesterday morning. and appeared in federal court today. >> the head of maryland prison industries receives nationwide praise this evening. national correctional industries association honored stephen shiloh with the annual award. prison officials say state prisoners are making a lot more than they did when he took over back in 1986. their labor accounts for nearly $50 million in goods to government agencies and non-profit organizations. >> a beautiful spring day out there. chilly. and now what is in store for the weekend? hopefully you are hoping for
