it's going to bring us a pretty day with warmer temperatures. we start at 53 degrees, because of yesterday's mild temperatures this morning it doesn't start too bad even though we got mostly clear skies. salisbury cooler at 41, we're headed to -- you know we're headed to a lot warmer than that. we are headed toward 78 degrees before the temperatures do drop down as you just saw at night. still mild at night at 51 degrees, but it's going to be a dry day, a clear day, a great day to get outdoors. we do want to check on the roadways this morning with candace dold as you head out. she has the traffic edge, candace. >> reporter: steve, indeed it's going to be a calm ride out there. heading toward the fort mchenry tunnel, you can see light activity on the headed toward the toll plaza on. 95, all the southbound lanes

comes to fuel efficiency. beginning in 2016, the government will require car makers to produce vehicle fleets that get at least 34.1-miles per balloon. that is an increase of 10 miles per hour gallon than the standard. it will save the country $2 billion barrels of oil over the life of the program. >> what it means for families is when they buy the next generation of vehicles is savings, less fuel, used on a weekly, monthly, and annual basis. >> the president wants to raise our energy prices. he wants more environmental regulations that will constrict supplies and reduces demand for gasoline but also electricity. >> it's estimated the new standards will add more than $900 to the price of each vehicle by 2016 but save more than $3,000 over the life of the car through better mileage. in annapolis the house has

rejected efforts by republicans to cut maryland's budget even furring. gop lalledders tried to cut spending by another $800 million yesterday. it's needed to cushion the blow when the maryland no longer gets millions of dollars of stimulus dollars. but they say the budget is already smaller than a year ago and it can't be slashed even further. >> we will balance the budget and do the least amount of harm. >> the citizens of the state of maryland are taxed enough and we cannot tolerate further tax increases. the budget is expected to win final approval in the house in the next couple of days. lawmakers have been working all session to reduce a $2 billion budget gap. every year, state lawmakers handout millions of dollars in legislative scholarships to koonconstituents with no strings attached. they are given $35,000 to handout to worthy students.

and senators are given $134,000. but some have misused the money giving it to children of wallety donor yesterday the house voted to remove those scholars ships. a hot topic for legislators. >> if i give them the scholarship, people will say he got a $2,000 campaign donation froto the parents. if i don't give them the scholarship, then a worthy, worthy person was denied a scholarship. >> the senate has made no move to end its legislative scholarship program which means members will have to discuss it in committee. there's no restriction of how much a scholarship money a student can get from their legislator. a soldier stationed at for thfortforthfortmeade pled guilta

reagan. >> reporter: good morning, patrice. they have high hopes going into the search. a new area to search. this is a wooded area behind us, where the chesapeake search and rescue teams along with the search dogs and the 4 40 cadets you talked about, will resume the search for sharis reagan. she has been missing for six weeks. last time anybody heard from her, was in a kay catonsville, s not been heard of in anyway. reagan is 5 feet, and weighs 120. she has her name tattooed on her neck. so far leads have been hard to come by. >> she went missing on the 24th when she left her house. she went to the area in the wood lawn area of baltimore county near route 40 and rolling road, and she vanished. >> reporter: anyone with information on her whereabouts

are encouraged to contact crime stoppers. you could be eligible for a reward up to $4,500. that number 1866-7-lock up. of course, they're hoping to find new leads here this morning. around 8:00 that is when the 40 police cadets from baltimore county, police and the chesapeake search and rescue team will be here. search dogs and the whole works. we do hear that many family members will not be here. they will wait it see if anything comes out of search today. live if wood lawn, fox 45 early edition. councilman carlos stokes says that the department is not transparent enough with its funds and says it's imperative considering the budget crisis. the city announced a proposed budget plan that would close 29 of the city's 55 rec centers plus several swimming pools. stokes wants a full accounting of all funds for the department. a howard county program could fall victim to the new

healthcare reform legislation. the healthy howard program provides health services to uninsured county residents. since it started in october of 2008, the plan has helped more than 700 people, but officials say the healthcare overhaul means the end of the healthy howard program. it should completely dissolve in the next 3 to hou 4 years. >> we're going to transition all of our people and educate them on how to get into new insurance or educate them on how to get into a healthy co-op. >> they help residents get coverage through other programs. it looks like the ann run deannearundel residents will sea vote. their petition got nearly 23,000 signatures. that is well over the 19,000 they needed. on the nents of the current

here with a look at our weekend forecast, hi, steve. good morning, patrice. yeah, a pleasure to tell you about this kind of forecast. 53 degrees, rather mild even though we had a lot of areas with less cloud cover. you would think we would get radiational cooling, but because yesterday it got to warm, it starts mild. 86% relative humidity. and the forecast is looking very nice, sunny getting up to 81 degrees. a 1-foot wave, see the high tide at 1:53 and low tid. the high pressure bringing us a very nice day. 52 in dr.d.c., and 56 degrees in hagerstown, 63 out in oakland, rather mild there. again we're getting more of a southeasterly flow, today so we will be cooler by the bay and the ocean front. a high pressure will bring us

testimony is underway in the trial of lamont davis. the teen accused of attempted murder in the shooting of a 5-year-old girl. crime and justice reporter joy lepola has the story an emotional day in court. >> reporter: footage from a blue light camera, evidence that argue that proof that lamont didn't fire the shots. that coupled with the gps device that david had around his ankle, became the two main points that defense attorney focused on during his opening statement. >> reporter: what is that,

b losses are taking a dip across country and car sales are soaring high. >> reporter: manufacturing picking up, the number of new jobless claims falling for the 4th time in the last five weeks. those claims are a 3rd lower than at this time last year. the government releases the jobs report on good friday. that caps off the 5th straight winning. tractor production growing for the 4th straight month. an index measuring that sector jumping to a 6 year high.
