they cannot afford. they want to increase to $30 per injured person and $60,000 per crash. to you that means an increase ranging from $60 on the vehicles on the eastern shore to $300 more for baltimore city. it would be the first hike since 1972, but drivers say the rate was already too high. >> we can't afford it. we don't deserve it. we already have to carry liebt. everyonliability, everyone does. and this is the wrong time. baltimore would be the hardest hit, so no. >> reporter: standing to benefit from the rate hike, crash victims and the attorneys that represent them. it could backfire and people could start driving without insurance at all. the senate is expected to debate this rate hike today. if it is passed governor o'malley he will sign it. live from the jfx this morning, i'm megan gilliland, fox 45

early edition. you could soon be getting better gas mileage from the cars you drive. in 2016 the government would require car makers that produce vehicle fleets that get at least 34.1 miles per gallon. that is an i increase of 10 mils per gallons over the current standard. it would save the country billions of gallons of oil. >> it's saving, less fuel used on a weekly, monthly, and annual basis. >> the president wants to raise our energy prices. he wants a lot more environmental regulations that will constrict supplies and reduce demand for not only gal lisgasoline but also electric. >> it's estimated the standards will add $900 to the price of

each vehicle by 2016 but save $3,000 over the life of the car through mileage. a preliminary hearing is scheduled later today in the case of a woman arrested as part of a murder for hire plot. karla porter is charged in the first-degree murder in the death of her husband. police say she paid a friend $9,000 to shoot her husband as he opened the towson gas station. five other people are also facing firs first-degree murder charges in his death. as reports of a resurgence of swine flu in southeastern states make headlines, the maryland health department says another person has died from the virus. the victim is an adult from the baltimore area. this is maryland's 45th death related to the h1, n1 virus. the cdc is worried about a

possible come back of the disease n maryland health officials are opening more than 150 vaccination clinics next week. her disappearance has been a mystery for more than a month. now baltimore police are hoping that more feet on the ground will lead to more clues. joel d smith is live with more. >> reporter: good morning, patrice. we're live at carlie court in wood lawn where in a few hours there will be the chesapeake bay crews. trying to find any clues about the disappearance of 24 years old sahri reagan. she was last seen six weeks ago. we are talking about february 21st when she went to catonsville to meet someone near route 40 and rolling road. they are not sure exactly who. she has not been seen since. she has a her name tattooed on

and a nice start to the week next week. eastern shore, you should climb to 72 degrees with a southeast wind at 5-72 mile10 miles per ha lot of sunshine and in the central part of the state we get up to 78 degrees, a southeast wind at 5-10 miles per hour. all of the warm air coming from the south will warm us more to the west where we get to 72 degrees lots of sunshine. only trees will be in the high range as far as allergies today, so the pollens will be elevated a little bit, otherwise not bad. tonight 51 degrees under mostly clear skies and a mild night compared to normal. we typically drop to 38 degrees overnight, so that is mild. southeast wind at 5-10 miles per hour. moving through the day today, we expect to get to 68 by noon. plenty of sunshine, a nice climb, 18 degrees the 6th hour we climb. 72 degrees is where we expect to see at 6:00 p.m. with a lot of sunshine, after hitting the high of 4:00 of 78 degrees. some places might hit 80. that will be the story tomorrow

ltimore city police say violent crime is down and so is the homicide rate, but that is little comfort fo comfort for ao is waiting to see who killed her son. it happened more than 20 years, we report on the cold case when the music stopped. >> reporter: in the neighborhood, he was known as hollywood. terrance thompson was the aspiring young music producer. jesse.

>> happy. >> reporter: says her son was destined to be a star. >> his name was kay rush. >> reporter: he had the look -- ♪ ♪. >> reporter: thompson believes he was on his way up, networking with some of the biggest names in the industry at the time. >> kids from kid and play. >> reporter: in fact, thompson had just returned from a rappers convention in atlanta when violence in park heights. >> it shot his dreams. >> reporter: stopped the music and killed the dreamer. >> he was shot multiple times and stabbed in the back twice. detectives said he was stabbed because whoever ran out of bullets. >> reporter: and after september first 1993, a

record-breaking year for baltimore homicides with 354 murders. thompson was victim number 238. the shooting broke out inside of a rowhouse in the 2800 block of hildale avenue. it was around 9:30 that night. thompson had just left his mother's side to visit his friend on hilltown. smith said her son walked in on a murder in progress, someone also shot and killed michael ice isaac, thompson's friend. >> when my son went in the house and saw what was happening, i know he turned around and said i got to get out of here, by him walking in the house, they shot him, too. >> reporter: thompson managed to run away from the house, tried to get back to his home, collapsed in his yard at the foot of the hill. he was 26. two victims dead with no arrests

and no leads. at the time, detectives believe isaac probably now the gunmen or gunmen both victims were shot at close range. why the killings? investigators say there was no evidence that the shootings were drug related or committed during a robbery. it's another cold case, another unsolved murder at a time when police say. >> we're making strides in closing cases. >> reporter: their homicides clearance rate has improved. with 55% of their cases solved in 2009, 53% in 2008. positive results, but it still means more than 40% of those cases for the past two years remain unsolved, like isaac's and thompson's from so long ago. >> unfortunately throughout the years, we have not been able to develop that one witness who can really layout what occurred on that evening.
