> welcome back to fox 45 early edition. 5:29 is the time. i'm patrice harris. let's get a check of our forecast. meteorologist steve fertig is here with a nice outlook. >> yeah, absolutely. it's going to be a very nice day, not real hot, so probably not pool weather or swimming in the harbor weather. >> i don't really know when it's going to be swimming in the harbor. >> we do not have to think about it. 65 degrees is where we're headed. that won't be bad, very comfortable but not quite swimming weather yet. 45 is not anything to be thinking about pools this morning of the it's 48 degrees at the bus stop, plus you're going to school. partly cloudy skies, 48 degrees, and again a bit chilly, maybe but not really chillier than it should be for this time of year. lots of clear skies throughout much of the eastern part of the state. clouds from the west, that will

be moving through. building probably later in the day. it should be a mostly sunny day as high pressure controls our weather. showers to the south and the east of the u.s. that is headed in our general direction and also a help from the frontal boundary that brings us a chance for showers for tomorrow into early tuesday. here is a look at today, partly cloudy, and 63 at noon. 65 at 6:00 p.m. with a few more clouds but topping out as we said at 68 degrees about 2 to 4 in the afternoon. let's check out the roadways once again where lauren cooke checks in for candace dold. lauren. >> reporter: thanks, steve. you want to check in for delays and speeds that are clocking at 65 miles per hour and speeds that slowing down to construction. in the meantime you want to use route 40 as an alternate route. as we check in though, and take a live look at 95, farther down at 395, you will see traffic is moving along just fine, no problems to report in that

vicinity. if you are traveling along those southbound lanes of 95, from 695 to route 100, you're looking the a 6-minute trip with an average speed of 6 mile 60 miles per ho. and you're looking at a an average speed of 60 miles per hour the west side of the beltway is going to be clear if you're traveling from the 97 79o 95. you're looking at an average speed of 60 miles per hour. patrice, let's send it back to you. 5:32 student and administrators at frostburg university will march today in memory of a student who was gunned down over the weekend. this morning we are learning a campus love triangle may have led to had a shooting. megan guild lan gilliland joinsh more. >> reporter: at campus there's a sense of disbelief, many in shock that this happened there. as they grief the loss of a

student, the fellly student is charged with the measure -- a fellow student is charged with maryland murder. paul is accused of shooting two basketball players with a shotgun brandon carroll was killed in that shooting. his teammate, ellis hart ridge of d.c. was also shot but he is expected to be okay. it all started with a fight, hall and hart ridge might have been dating the same woman. >> you can't wake-up to that. >> a 12 gage gunshot was found at hall's apartment. he tells police it was self-defense because they attacked him. hall is being held without bond at the allegheny county detention center charged with first-degree murder and first degree attempted murder. a candlelight service is scheduled tonight on campus. it begins at 8:30. students, faculty and friends will march from the upper quad to the main arena in memory of brandon carroll.

megan gilliland, fox 45 early edition. a catholic soccer coach is facing charges of molesting a 9-year-old girl and police think there could be more victims. 46 years old alexander simms was a volunteer coach. he admitted to molesting the girl. it happened last summer when he visited simms home to play video games with one of his children. the girl told her parents after watching a video at school about sexual abuse. simms also volunteered with two church affiliated boy scout crews, and because he had contact with so many children, police think there could be more victims. they have issued a warning to parents. >> inquire from their kids if they were ever alone with him, and if they were alone if he inappropriately touched them, if they admit to that, then they should call police. simms is out of jail after posting a $70,000 bond.

he is charged with sexual abuse of a minor and 3rd degree sex offense. police a 44-year-old michael thomas grabbed the girl on wash be waswashington boulevard on s. the girl manned to ge managed t, and her father flagged a police officer. they arrested thomas at his home. police want you to be on the look out for a man who they say robbed two banks. this man robbed the carlton bank on march 26 and the m ask t bank on frederick road on april second. anyone with information should call baltimore county police at (410)307-2020. baltimore's former archbishop, william borders has died. border was the 13th archbishop of baltimore. he tackled major esh use while serving including desegregation of public schools and housing

for the poor. >> the appropriate passing comes as the universal catholic church celebrates the jubilee year in honor of the priesthood, the year for priests. he was a good and holy priest as ever was and an example of what a priest should always be. >> archbishop borders died yesterday morning in timonium. he was 96. a settlement in a decade's old lawsuit involving baltimore treatment of special education students is finally official. a judge signed the agreement yesterday. it will bring an end to court oversight of the city's special education program over the next two years. the lawsuit which was filed 26 years ago had accused area public schools of denying special ed students equal treatment. baltimore city has a looming financial crisis on its hands.

pensions, the city could owe $65 million to the pension fund by the end of the year. both city and council fire and police union reps agree something has to change but tension right side mounting over what. city council has introduced a bill that could change how much the city contributes to pensions, change eligibility for retirement and require police and firefighters to contribute more to their own retirement. but it's a measure that is not sitting well with union representatives. >> we have been offering for 13 months now to sit down and discuss the problems facing the pension system and no one has bothered to do that yet. >> we have known for a couple of years we have been challenged and struggling with bills to make adjustments to the fire and police pension fund and we have been unsuccessful with it. >> both the police and fire unions have hired an attorney and say they will sue the city if they're not satisfied with what the council decides.

the city has less than three months to hash out a deal before the next fiscal year. for health reasons it's probably not a good idea to swim in baltimore's inner harbor, but a local group sees future where swimming, fishing and even a triatholon would be possible and safe in the harbor. joel d smith is live at fells point this morning with the details. and we put this question on facebook and a loot of interesting responses. no one seems to belief this joel. >> reporter: hard to belief but they say it could happen. i took the polar bear plunge last year. i have been called very brave when it comes to wear. take a look at the water, i don't think i can get in there anytime soon. it's hard to imagine that. the group called the water partnership say it's been done and they can do it here. a 10 year plan to clean up the

harbor. how? one the ideas is to create floating wetlands that will help filter the poluted water, reoxygen iced it and pull it out. the big obstacle to achieving all of this is money as usual. the clean up could end up costing hundreds of millions of dollars at a time when the city is facing a huge deficit. we went to the inner harbor and started people what d asking peo you think of this water. >> it's fine. >> it is really bad. it has high bacterial count that is off the gage of what is acceptable. so it is very, bad. it's a public health issue. >> reporter: the challenge is money through all of this. and of course, a little bit of the science, too. the entire new infrastructure would mean new sewer, what drains t would cost hundreds of millions of dollars and rear a

big time public partnership with the private sector. there's already a little of that going on. this private partnership takes money from businesses and works on this thing. they take watershed that could be floating sometime this summer. we are talking about moving this up pretty quick and then they're saying in 10 years, swimming, a triatholon, maybe even a fish out of here so some big plans. >> why, joel? with the cost that you're saying it would be with all of the doubts from people who think i'm not still not going to get in the harbor, why is this so worthwhile for the city to take on. >> reporter: let's remember, in the early 80s people said why would you try to change the inner harbor. there were a lot of questions, it's going to cost too much, it's not going to work. that transformed the city into what it is today. this is the next step to bring people down to the inner harbor and turn it into something brand

new that people will want to come through or other reasons. financially people could develop new things down there, swimming, more things to swim and eat places, i don't know. there's light of possibilities and it starts with having it become a place where you can actually eat and fish stuff. >> you're selling it, i get the thought process behind it but we will see how it all works out. very interesting. if it works, it's great. >> reporter: it's ambitious, that is for sure. >> it is joel, thank you. a long time baltimore county councilmember is scheduled to make a big announcement. kevin who has been in the council since 1994 is expected to officially throw his name in the race for county executive. he will do it at a press conference in randallstown at 10:45 this morning. if he gets his approval he will be squaring against holt for the job. stay tuned to fox 45 morning

welcome back, it's 5:44 on a pretty tuesday morning. clouds out there, but generally it should be a dry day and we look at the sky hd radar and that is exactly what you find. we put things into motion and you won't see a whole lot of change until we zoom out to the south and west of us toward the tennessee valley and the mississippi valley. you see the showers that could be coming our way for tomorrow but not expecting a whole lot out of it. this computer model will show a whole lot more than others were showing. it will show as much as an inch for downtown and a half an inch for the surrounding areas.

best chance is seeing the low pressure center moving out to coast and moving out to sea before it has an effect on us. the high pressure brings us a chance before the low gets out there and low moves out to sea. there's a follow-up cold front back to the north and west and that bring us a chance of those showers for tomorrow and even into thursday before the front passes through completely. once that moves through it may cool down a few degrees but not a whole lot. the high pressure moves in for today and we get sunshine for later that thi this week for thd friday. that one sets up like this the jet stream with a trough like this and the ridge to the east. that whole system is going to move to the east with a clash of air masses that gets the thunderstorm chances not uncommon for this time of year. that should be moving our way for the weekend. so we may be talking about a stormy weekend at that. meanwhile, it's 51 degrees in baltimore as we said right before the break. we do have a range of temperatures, 49 in d.c. and 39

in salisbury. 37 in oakland so the depending upon where you are this morning, it may be rather chilly or it may not be bad for you. we should end up nice with 64 degrees for the high at the eastern shore, a light northwest wind at 5 miles per hour. the central part of the state climbing to a comfortable 68 degrees withty of sunshine just a few more clouds as we get into the lat teete latter part . lots of sunshine, a few clouds and a high of 68, north wind at 5-10 miles per hour. tonight 45 degrees with a few more clouds moving in, partly cloudy then, overnight could become mostly cloudy and it's not impossible to see a light shower? spots. i really think it's going to hold until tomorrow if we get anything. if we get anything it will be on the light side tomorrow. meanwhile as we move through the day a promising day with lots of sunshine, by midday 63 degrees, warming up nicely getting to the high of 68 at about 2 or 3:00 in the afternoon and 65 degrees and

and speeds are back to 46 miles per hour. as we take a live look at 95 downtown at 395, you will see no problems to report in this vicinity. cars are cruising along the northbound and southbound lanes just fine. all is going to be clear at both the fort mchenry and the harbor tunnel but we're dealing with a watermain break in northeast baltimore. they should shutdown kirk avenue between bon a port avenu bonapad 66th street. it's going to be clear from 695 to east fayette street and no problems to report on the top side of the beltway. speeds are actually clocking in at 60 miles per hour at dulaney valley road. as we take a look at harford road, parkville area is going to be clear as well. the cars are zipping along as they make the approach toward towson. as for the west side no worries as we take a live look at liberty road. you will see the same situation, cars zipping along the inner and outer loop

jeff barns has more about free ride. >> it's a key service and a central service for anything. >> reporter: it's a free ride crisscrossing the streets of baltimore city of shutting tourists and locals to some the city's most popular destination. it's a fast, convenient way of getting downtown without having to move your car. >> reporter: the buses have been operational since january and according to the city of department transportation, ridership is above expectation nearing 1600 passengers a day. >> we have been absolutely thrilled with the results we have had so far. >> but that enthusiasm is wearing thin. >> is it a great economic development tool for the city, i don't think so. >> reporter: concerned about the spending in the city's financial crisis, some believe it's time to put the brakes on this free ride.

>> it's a ride for service. right now everyone who doesn't ride it isn't paying for it. >> charging a fare is something that was considered but given the parking rates, we thought it was fair. >> reporter: three years ago the city council approved the multi-million dollar deal to get the rubber on the road. >> a proved the circulate ors because it's a wonderful way to move the people downtown. >> reporter: is sets the spending in motion and cleared the way for the city to spend $10 million on 21 new buses. biola transportation services was awarded a 5 year contract to operate the circulator at the cost of $6 million a year, star associates with state delegate barbara robertson is associated with, received 13% of the contract to provide drivers. an increase in parking taxes and funds from the city's parking relief fund continued to support the circulator. >> they see if they raise these taxes and fees they will have more money and they can spend.

>>the parking tax is the closest thing we have to a commuter tax. >> reporter: prior to approving the circulator, the city charged monthly parkers a $15 monthly fee, but with the circulator came change. a 60% tax a cross the board. >> the increase of the taxes was supported about the business community and the institutions, they see the value of having it. >> reporter: now two years after the tax hike the may mayos the parking tax in her cites once again. stephanie rawlings-blake has proposed to raising the tax to 20% to a proposed revenue of $6 million a year. drivers now facing the possibility of yet another tax hike to fund the circulator and a deficit is not too charming. >> it's hard to go back and say it was a bad decision now but you certainly have to look at every cost and everything we're

>>the orioles winning streak was short-lived at one game. the o's were in seattle last night and went hit less until the 7th inning against the mariners. brat ferguson started the game for the o's but only lasted 2 and 3rd innings. he walked 3 and didn't have any strike outs. the orioles lost 8-2. they have the worst record at the majors at 2-12. here is bruce cunningham with the rest of the morning sports. good morning, everybody here is your first look at sports. cal ripken has weighed in a week report that claimed he wanted to rejoin the orioles and was turned down by owner peter angelo. the owner shot down the report yesterday. we heard from ripken himself. first i want to say that

mr. angelos didn't say he wanted me to get any credit for any success the club might have. i met with andy and peter on a couple of occasions to discuss many subjects. ultimately our discussion has turned to baseball, and orioles and me. i have enjoyed the talks very much and yes, the subject has broached to me joining the organization. he says that his son finishing up high school, cal thinking more seriously about a return to the big league game. to the nfl and draft week, everything has changed this year. instead of the o's saturday and sunday format, they found a way to stretch out the whole process. this year the draft begins on a thursday night. they will begin the first round and call it a night. and the remainder will be saturday. it's a big change from what we all have become used to and the ravens say they're ready. >> we can adjust to a lot of things. we are very good at dealing with
