welcome back to fox 45 early edition. 5:30 is the time. a foggy start to the morning out there so be prepared as you're heading out. good morning, i'm patrice harris. meteorologist steve fertig is here with more on when that fog will dissipate and what the rest of the day will shape up to be. probably it will take a couple of hours for the fog to dissipate and then we will see sunshine. >> and a nice day. >> nice day. temperatures climbing well into the 80s. look at what we have at the bus stop. mostly cloudy skies and fog. 68 degrees mild enough with a west wind at 5-10 miles an hour. can you see there's showers moving through the area to the south of us down toward annapolis and further points south, but that will quickly

move to the south and east. it will take some of the fog with it as well as the skies clear out and we dry out with more of a northwesterly flow of air. we look forward to a day when the temperatures will quickly climb. 83 degrees by noon and we should top out at 87 degrees at 3:00 this afternoon. 84 at 6:00 p.m., looking like a nice day throughout. the humidity will drop as well so it will feel good too. let's see what is happening on the traffic edge. >> reporter: we are checking in on the beltway, and so far things are looking good. we are quickly accumulating the volume out there. check out the outer loop lanes filling up with the cars on the outer loop direction and plenty of traffic on the inner loop sides as well. will you have to deal with the fog. it's an extra threat so be careful as you head out there. taking outer loop lanes from 795 toward 95 all in all we're still in the green, 11 minutes, right now 55 miles per hour. and the same speed with only an 8 minute clip on southbound 95

from the fort mchenry tunnel twabd th towardtoward the beltw. 9 minutes, 53 miles per hour. and that's a look at the morning travels. patrice, back over to you. 5 clon on5:31 on fox 45 eary edition. police learned that the home where the incident took place belongs to a suspected cult leader. police officers got a 911 call from the home on michelle way in pikesville tuesday night. they found a woman inside suffering from unknown injuries. for the next 13 hours, s.w.a.t. team members surrounded the home not sure if the suspect was still inside. neighbors say that while this whole scene was surprising, it explained a lot of other suspicious activity going on around the house. >> we were ant mating some kind of a finale, because this has been going on now for over 10 years. and there's been all kinds of

suspicious activity, a lot of digging. >> they also made an entrance on the far side of the house to the basement to the lower level which also was very suspicious. >> we have realized that's it's a cult and people had aliases. while police determined that the suspect was no longer inside of the home. they do have a person of inside. the 18-year-old woman mains hospitalized in serious but stable condition. at this point the woman who was assaulted and the person of interest are not saying anything to police, but we are learning more about the organization they're being tied to. megan gilliland is live with more why some believe they're involved in a troubled cult. good morning, megan. >> reporter: good morning, patrice this the home at pikesville where the barricade situation happened. neighbors say it's always dark. rarely do you see a light on there. the man who owns the home is abraham cohen but he is the

leader of the wisconsin based sam tra based group of science and technology. a group who people in wisconsin say is a cult. last year they were tied to a hit list entitled red rumor murder spelled backwards. it had the names of 60 people in the shawan a, wisconsin community including the mayor and the police chief. >> they provided the names to the shawan a police department indicated these members wanted, quote unquote, these people taken care of. >> the group says it's not a cult but rather a non-profit educational organization. the group's attorney mark lane says there's no reason to fear the group. you may remember the name mark lane. he is the same attorney hired back in the '70s by jim jones the leader of the people's temple. that is the religious cult that had more than 900 members commit suicide in the jungles of south

america. patrice, back to you. you mentioned the threat list, did anything come of that, any arrests or anything like that? >> reporter: investigators say they did have a person of interest. no arrests were ever made but last month the fbi did reopen that case. megan gilliland, fox 45 early edition. anne arundel county police arrest a man accused of prostituting a young girl who went missing back in may. smith was arrested yesterday at a hotel in laurel. police say he met the 12-year-old in washington d.c. he allegedly paid her for sex and then put her to work as a prostitute driving her back and forth from d.c. to atlantic city for meetings. >> i mean, it's distressing, because you don't know what is going on inside your next door's neighbor house anymore. >> the girl said she told smith she wanted to go home but was too scared to leave because she believed smith was armed. he also reported to police that

he kept all the money she made. smith is being held on $3 million bond. baltimore city police officers are required to carry their guns at all times but that policy could soon change. police commissioner fred bealefeld says the policy is under review at the light of a recent case. tshamba killed tyrone brown. the two men got into a fight outside of a vernon nightclub. >> i want to be thoughtful. i want to make sure that we're deliberate in what changes or alterations we contemplate or we make. >> saturday night marked the 3rd time officer tshamba had been involved in a shooting. he shot a han in the back in 1998 and in 2008 he shot a man while off-duty.

that police officers and firefighters work before retiring would go up. they would also have to contribute 4% more for the next four years. if the plan is not approved, the city will be forced to pay another $65 million into the pension system. union representing police and firefighters say they will go to court to fight the proposal. also on the agenda today is the energy tax that would bring $8 million in revenue. the tax would apply to industrial buildings around the city like warehouses and factories. many councilmembers say that passing an merge tax would do away with the bottle tax proposed by mayor stephanie rawlings-blake. we will talk to a local business owner about the energy tax and how it will affect his company. that is coming up in the 6:00 hour. the efforts to bring slots to maryland moves forward to the

tune of $49 million. yesterday they approved the purchase of more than 1,000 slot machines for the casino located at cecil county. the slots parlor which is be being built off of i-95 is scheduled to open in early october. officials are hopeful that it could open a bill earlier in late -- a bit earlier in late september. the latest company has found a way for victims here in the states to help those in haiti with similar needs. jolt d smith is live in frederick with more on the unique and badly needed donations. these aren't your typical donations that most people can send. >> reporter: definitely not, but the cool thing is these are things that people wanted to get rid but haven't been able to. we are talking about prosthetics. this place is what they specialize in. we are here with the owner the company. good morning. >> good morning. >> reporter: how did you find that there were so many

prosthetics out there and now you have a place that needs them so badly. >> we had the opportunity when the earthquake hit back in haiti. we came up with a consortion of a committee to say how we can provide services toy that ws tot we can get locally. >> reporter: you sa the devastation down there. did you know right away, they're going to need this stuff. >> absolutely without a doubt. they were having the amputations done at rates that were enormous. >> reporter: 70 a day. is that right. >> yes. >> reporter: maybe in the u.s. have a neighbor that has a family member you're not allowed to transfer. >> anything that is tied to human anatomy is not allowed to be transferred to other amputee. that's why these are sole use devices. >> reporter: how many are you

sending. >> currently the last estimate was 200 limbs from the components themselves. >> reporter: you are an am pew yourself. what woulamputee yourself. what would it mean to these people. >> it will mean a difference. if you have ever been able to walk on crutches and know how restricting it is. >> reporter: patrice a lot of folks are needing it and now they're going to get it because of a lot of people here who want to help. >> what would have happened to these prosthetics if they were not put to use in haiti. >> reporter: they get put in closets forever, and thrown away and wasted. some of these are very expensive. how much are we talking about? >> a cu couple of thousand doll. >> reporter: when they get a technology and they get a new one, there's 3 or 4 in a closet.

5:44 on this thursday morning getting closer to the weekend. things are shaping up a lot better than yesterday when we had the rain around. now we're seeing a couple of light showers or sprinkles to the south and east of us as it continues to move toward the southern part of the eastern shore, past i-95, well past now. just leaving with us a little bit of fog in spots. annapolis seeing showers there and further spots south, too.

eventual will he we will see --l see drier air moving from the north. starting out mostly cloudy and 71 degrees. it's mild because of the clouds and the rain we have had. 84% relative humidity. 29.98 and holding steady. we expect the dew point numbers to drop a little bit. that will make it feel more comfortable. 78 degrees in baltimore d.c. the same salisbury, too. 68 in hagerstown and there's the dew point numbers we are expecting to drop. right close enough that the temperatures we are seeing fog in spots. the frontal boundary that brought us rain has moved off to the east. high pressure builds in and we're looking forward to a nice day today and tomorrow and then the high pressure moves off to the east bringing more of a -- southerly plow and tha -- flow d that will bring more heat and humidity. as the front comes through and it will bring us a chance of showers and scattered thunderstorms for the weekend. the jet stream is going to steer

low pressure centers for the weekend. don't be surprised if you have to deal with thunderstorms around even though it won't be all day. 68 degrees today, nothing but clear skies, and northwest wind at 5-10 miles per hour. the central part of the state should climb to 78 degrees for the high. and back to the west a little breezy with the 5-15-mile-an-hour wind here, actually 10-15 but 83 degrees should be a comfortable high temperature with the breezy air moving through. and mostly clear skies is something that will make for a very pretty day there as well. 68 degrees for the overnight low. northwest wind at 5-15. as we move through the day today, look for the temperatures to climb quickly to the 80s by noon. if you're headed to the game by night t should be a nicer night tonight than last night when we had the rain. 87 today, 83 tomorrow, mostly clear, the chance of scattered thunderstorms, saturday and sunday with a high of 87 for saturday and 84 and 82 for your

again you can see the fog there and as for the volume the pacing is picking up a little bit. northbound and southbound lanes toward the beltway. as for the beltway traveling toward baltimore county, at harford road, inner and ou outer loop direction in excellent shape. that continues to be the case down toward the 83. on traveling through pikesville at greenspring avenue we haven't had any incidents to report and the volume, that is starting to accumulate there in both directions. you can also see a bit of a wet ride and as you travel the beltway be aware of that, really no incidents to report because of it. 83 is looking good checking above the beltway right now. it's going to be wide open, northbound and southbound lanes down toward carl street. that's a look at morning travels. patrice, back over to you. catch bieber fever.

president barack obama is back out promoting his healthcare reform package. it's been three months since the massive legislation passed but it's still unpopular with many americans. jennifer gilbert looks at the challenge of selling reform. this debate got pretty contentious at times last year, i think you remember. >> in wheaton, maryland on thursday, the president reassured citizens that the health care package will make eligibility better not worse. >> eligibility won't change. if you like your doctor, you can keep your doctor. >> the president is facing an uphill battle as the majority of americans still disapprove of the massive legislation.

a rasmussen route shows that bay percent would like to see -- bay percen-- 58%of voters would like major package repealed. >> some how is or other he has got to figure out a way to make this turkey look pretty. >> reporter: he is with the conservative think tank the heritage foundation. the group has been critical of the reform package from the beginning. >> none of the practices that the president made about controlling costs is coming true. >> reporter: already the bill is over budget. the president said he wouldn't support a bill that would cost over $900 million. that is what congress delivered but now administrative costs alone will add another $115 billion to the cost virtually eliminating any promised savings.
