good morning, it's wednesday, inform 10th. i'm patrice harris. let's get a check of our forecast as we are midway through the week. meteorologist steve fertig is here, good morning. good morning to you, a little breezy this morning but the winds is going to die today, pretty much. we will see sunshine, and yesterday we got to 63 degrees at bwi international airport. we are downtown, not too bad, either, 61. >> not bad. >> the temperatures about the same place today, 61 for the high. looking forward to a nice afternoon, with a lot of sunshine, right now clear skies on a sky hd radar so fairly uneventful otherwise, 34 degrees in baltimore and the moisture from the north is keeping the temperatures from dropping so much. the low 40s in the periphery and 45 degrees for the bus stop forecast with the northwest winds at 5-10 miles per hour.

today should get up to 61 degrees, northwest winds at 5-10 miles per hour. it should be a nice day. we will take a look at the forecast and see if there's more nice days ahead. >> reporter: steve so far, a nice commute out there. here is a look at 83, moving at shawan road, you can light activity northbound and southbound lanes all the way county. once you approach the beltway the outer loop lanes, taking it from 83 up toward 795, so far to good. 8 minutes at 55 miles per hour. the same peed with only an 11-minute drive from 95 up toward 83. and taking 95 through baltimore county, from whitemarsh toward the beltway, it's going to be an easy drive, 4 minutes at bower 54 miles per hour. that's a look at morning travels. patrice, over to you. thousands of marylanders have been caught on camera

speeding, but what happens when the speed camera operator is caught speeding? megan gilliland is along 695 with pictures are seeing first on fox. good morning, megan. >> reporter: good morning, patrice, i think we have all seen them. the speed cameras that are set up on work zones like these ones, they have been recording us for about a year. they are operated out of years that are along the road, snapping pictures as the cars go past. but take a look at what happens when the cameras are turned around. sunday afternoon, a driver going 80 miles per hour is said to have caught a vehicle going past him. the speed camera vehicle was flying down 70 for at least 10 miles showing no signs of slowing so the driver decided to turn the cameras around. using his i-phone he captured the vehicle with the state safe program in the act. >> i knew the vehicle was used

to take pictures for speeding. he was in the last lane and passing all cars. what a big jerk. they are giving out tickets to people and speeding themselves, i don't think that is right. >> reporter: the vehicle is owned by a private company that administrators the program. state officials are addressing this issue, trying to make sure that this doesn't happen again. so far this morning, we have not seen any of those speed camera vehicles flying by, but some you have been going pretty fast. we had someone going 66 miles per hour had this interstate by a work zone area. the speed limit is actually 50 miles per hour. take it slow, be careful out there. reporting live, i'm megan gilliland. fox 45 early edition. eight people found themselves looking for someplace to stay on monday night after a fire damaged a house in mount airy. the flames were spotted at 9:30 that evening as the owner returned home t took 35 firefighters to get that fire under control, but not before is

caused $100,000 in damage. an initial investigation shows a faulty furnace is on blame. police make a major pot bust this south baltimore. two men were arrested after police seized 400 marijuana plants growing fl a warehouse. vincent davis and jeffy did youy were behind the operation. the warehouse had been under surveillance for weeks. >> it was a mess of them. they had the squad and they had everybody over there and apparently they were growing drugs over there. but you know, i just want to say, the cops did a very good job. >> police say there were so many plants and elaborate ventilation system had been put in place to hide the smell of pot. anne arundel county police are looking for the suspect who they say raped a woman in laurel. the victim told authorities that a man grabbed her monday night as she was walking near her apartment on scenic wood drive.

the suspect was armed and wearing a red hooded sweatshirt and sweat pants. after the assault he ran on foot. he is described at 6-foot, sun 60 pounds. anyone can information can call the county police department. ray rice finds himself in twitter trouble over a comment he posted to the social networking site. yesterday he twitted that he got pulled over by police for having illegal tinted windows but got out of the ticket. he twitted quote, i gave the officer an autograph for his son and he let me go. the comment back fired that rice got special treatment because he who was. ray twitted and said that his tweet was not clear. >> i bought the new call of duty and i'm working to restore, his son is a big fan so i took him it upon myself to offer the autograph for his son.

that was after the warning. >> ray also offered that he won't make that same twitter mistake again. an audit shows serious lapses in the facility's finances. the audit revealed that the prison paid $50,000 in bank fees because of poor accounting. it found that workers had access to brarch blank checks. well, state right now has a $1.6 billion deficit. we can't afford, 23,000 here, 5,000 here or anything else, all of these things add up. >> the state is now investigating. the decision by state lawmakers to reject the new education regulations could jeopardize maryland's share of the race to the top funds. a panel voted against the regulation that would require 50% of teacher evaluation to be based on student achievement. the problem is the regulation was taken to improve the state's

chances of getting the federal money. without it, maryland risks the chance of losing the money it won. >> it will impact our contract, it will impact our assessments and how we will introduce our core curriculum. >> governor o'malley will not risk losing the money and will impose the regulation without legislative support. yesterday the governor spoke about the state's success in getting meals to 17% more students than two years ago. o'malley says he hopes to alleviate childhood hunger in maryland by the year 2015. a warehouse in baltimore is going green starting at the top. the results could affect bees and your food. joel d smith is live on the roof of that building in northwest baltimore with the man behind the plan.

regard to the starting temperature at the inner harbor. more moisture coming from the north even though it's a calm wind ask that is allowing the temperatures to drop a lot more. 40 is our dew point and 48 is the temperature in baltimore and close to the same in d.c. 43 in salisbury and 41 up in hagerstown. even oakland at 43 degrees, not bad at all. got compressing winds as the winds come out of the north today. low pressure moves off to the east, very slowly, though, the slow we have been watching for the last several days meandering there. the high pressure is getting closer. we get the north flow and that helps to warm things up to the 60s. we will get to 61 for the high once more. this frontal boundary is on the way, but before it comes plenty of sunshine it look like, so enjoy that for the next several days. more clouds move in and then we will get a light shower it looks like. i am saying that, into sunday. that holds off until tuesday before we see any showers.

58 degrees for the high temperature in the eastern shore. the winds will remain there higher, 10-20 miles per hour out of the north, while the central part of the the state the winds diminish. a 5-10-mile-an-hour day, and climb to 61 degrees, comfortable temperatures, and mostly sunny skies, will make for a very nice day. a lot of sunshine, north winds at 5-10, overnight 39 degrees for the overnight low which is warmer than it should be for this time of year as far as the overnight low temperatures, still. you can see clear skies. north winds at 5-10 miles per hour will help bring us a pretty night tonight and 68 degrees and definitely a pretty day tomorrow with all that sunshine. 60 and 62 for your friday and saturday and 61 for sunday. and 58 and 57 for monday and tuesday. in come the shower chances only 30% chance by tuesday. that's a look at the forecast, here is candace dold with a look at the traffic edge. candace. >> reporter: well, steve, so far we like the numbers out there as the cars roll over our sensors on the roadways.

in fact, you will find that things look good on the beltway right now, 63 miles per hour on the outer loop lanes, traveling through pikesville and at harford road. let's take a live look at 95, in the northeast corner at route 543 and there's nothing to complain about there, on either the northbound or southbound lanes and in fact, 95 does remain calm all the way through whitemarsh. and we are talking about excellent conditions there moving from 695, taking it all the way to rosedale, down toward 895 and eventually up toward the fort mack henry tunnel. it does on persist on to the beltway. let's take a look at the beltway at frederick road, the traffic is flowing freely, up in the stretch, and nothing to get in your way, taking a live look there you can see it's starting be a tranquil ride in both directions. that's a look at the morning travels. patrice, back than to you. happy holiday for retrailers, why they're stuffing

witnessed. joy lepola shows us how one workers time card just doesn't add up. >> reporter: a video obtained by fox 45 news shows a state highway consultant, whose face we have disguised arriving late to work on at least four different occasions. >> we spoke with the direct supervisor and he said that particular patrol often works beyond the hours that he puts as his end time on his time card. >> reporter: we compared the consultant's time card to his arrival at this state office complex at hanover and we found a 76 minute disparity in just four days. >> when you report fraud, they come after you, yet the people who committed the fraud, they continue to exist. >> reporter: now a 37 year employee of the state highway administration is blowing the whistle. >> it's just systematic of fraud and waste in government. >> reporter: gene simmers says for years he has witnessed well paid consultants commit

fraud and falsify records including time cards. >> this particular consultant, his company was reimbursed for $720 for that one day alone even though there's bona fide evidence that he wasn't there at all. he was out sick. >> reporter: e-mail shows that consultant whose company has an $800,000 contract with the state notified a secretary that he would not be in the office that day, but his time card shows the state still paid the firm for a day's work, even though consultant was never there. >> if a state employee were to call in sick, and then fill out their time card as full-time, that would be a situation that would warrant immediate discipline. >> now in there's human error, or a thing like that, those are taken into account and reviewed. in this particular case that will go on as well. >> reporter: simmons says he is suspended without pay pending

retailers are getting some holiday help from an early bump in seasonal sales and the dow dips but it's still up from a year ago. elizabeth mcdonald wraps up the day on wall street. >> reporter: some early holiday cheer at the malls. retail sales rising by more than 3% last week compared to the the same time last year. a new survey of retailers showing that they expect retail sales to climb 3% this year. suppliers are stocking up for the holidays. the wholesale inventory rising and sales also rising. the jobs market still struggling. a number of advertised job openings falling by more than 5% in september. now over to wall street, the dow is shedding 60 points.
