hospital.you can see police on the scene right when it happened just after 10 o'clock last night under the j-f-x at fayette ssreet.ttat is a well known area of the city where homeless people stay. weapon was used.no word on a morning. investigators are trying to determine if an arson at an anne arundel county home ... is also a hate crime. firefighters put out a firee around 4-o'clock new yearrs morning at a home on church street in brooklyn park. but after the flames were gone... they noticed racial and gay slurs spraypainted on both sides of the house. two elderly women and a male caretaker all live at the home ... but were not there at the time. the crime has many neighbors on edge. 18:55 it's incredible that that, i mean we're in the 2012 to be going through this. and i myself i am a latino and it's concerning 06 authorities are asking for the public's help to

they're responsible for investigating doctors accused of wrongdoing.but the "state board of physicians" is swamped with all the cases.and some cases... take severrl years to resolve...allowing those doctors to continue practicing.in our cover story... john rydell examines what's being done to help them better "police the doctors". doctors".

it was an egregious case that resulted in two physicians... being ccaaged with murder.dr. steven brigham...and dr. nicola riley...are accused of performing botched abortions. maryland's board of physicians...has suspended rrley's medical license...and issued a cease and desist order...for brigham...who was never licensed in maryland. (sharfstein) "one of the important things that this board does is protect the public against dangerous doctors or people pretending to be doctors frankly and it's really important that the board do that job well."but the board of physicians...now handles more than 17-hundred complaints each year.and while many take less than 18-months to resolve...some investigations take three to four years.(sharfstein) "and that's not good for patients if it turns out the doctor really shouldn't be practicing medicine but it's also not good for doctors to have a cloud hanging over their head if in fact they really were doing the right thing."dr. joshua sharfstein...is maryland's health secretary.he's also concerned with ow the board

(sharfstein) "certain complaints would come and they might be reviewed by someone who had no training in that area and they would decide concerns about maryland's physician board...are aaso being voiced y some state lawmakers. (brochin) "it's not right to have a physician who has a dubious record who's still able to practice for two years because an investigator hasn't had a chance to get to chairman of maryland's board of physicians sayssin the past five years, his agency's budget has been slashed by nearly six million dollars. and when the board imposes fines on doctors that have been sanctioned, that money does not go back to the board. it goes to the state's general fund."those budget cuts...have also reduced the board's ptaff... from 85... to 73. (brochin) "if the board of physicians comes and they say ww have a backlog of two years."(brochin) "and they're doing the best they can, then we need to find room in the budget to add one more investigator or two more invvstigators or two mooe investigators and start expiditing this."but dr. sharfstein...says expanding the staff... is not necessarily the solution. (sharfstein) "you don't want to throw more human resources at a dysfunctional process. you want to be able to fix the
