first on fox.... howard county police on the defense tonight.. after being accused of writing tickets to meet quotas. live at howard county police headquarters where there's a feeling the officers may have broken the law.. keith. keith. jennifer...... anything involving citations and quotas is against the law. and this case is a controversial situation that's forced a judge to throw out several cases.... it was prompted by the attorney who represented the peeple charged. a judge today ordered theii citations thrown out. the attorney uncovered several memos... one of them shows police supervisors directinggpatrol officers to write at least 2-to-4 citations per hour during the department's dui saturation patrol and aggressiie driving details. one roll call sheet we obtained shows that officers who make 60 stops in a month

for the first time in over 70 years, america won't be ready to fight two major wars at the same time. it's part of major defense cuts and sweeping policy changes ordered by president obama. jennifer griffin show you why these controversial cuts are putting spending ahead of the country's security. security.

in an historic first -- the president stood befooe reporters in the pentagon briefing room to announce his plan to cut the defense budget. obama says: "as we look beyond the warssin iraq and afghanistan, and the end of long-term, nation-building with large military footprints, we'll be able to eesure our security wwth smaller conventional ground forces." flanked by the defense secretary and joint chiefs, obama laid out the new priorities. the focus will shift toward the asia pacific away from ground wars toward air and sea power. the arry and mmrine corps will get smaller. the f-35 fighter jet production will be slowed, not stopped. military retirement and health benefits will be overhauled.ppnetta says: "there is no question that we have to make some tradeoffs, and that we will be taking as a resuut of that, some level of additional but acceptable risk in the budget plan we release next month. these were not easy choices." the strategy review released today
