street near franklin street. the suspects demanded money from one woman... but she had nothing. as they approached the other woman... she turned and ran away. so did the suspects... but in the other direction. as word of the attempted robberies spread... commuters are on edge. (simms) "it put a little bit of paranoia in you.." o'malley putspen to paper ... saying baltimore is not doing enough to fight crime. he penned a commentary in the baltimore sun ...claiming baltimore's recent spike in violent crime is directly related to a decline in enforcement. ( 21:36:38) (mayor) "honest minds can differ but this honest mind is also fact dependent and the data show that more arrests didn't lead to a safer city." when the governor was mayor, he employed a zero tolerance arrest policy..... the mayor insists targeted enforcement is the solution and zero tolerance only serves to give more teenagers criminal records. convicted child rapist stacey dean rambold is getting out of jail ..today. ...after serving just a 30-day sentence in montana. the judge who initially handed down the controversial sentence is under fire. judge g-todd baugh even tried to reverse

rambold's light puniishment...but that's illegal under state law. rambold... a teacher.... pleaded guilty to the attempted rape of one of his 14-year-old students. she later committed suicide. the judge who gave that 31-day sentence... could be out of a job. activist groups have filed a formal complaint against g-todd baugh... asking for his removal from the bench. they want him out... afte he seemingly blamed the victim ... saying she acted older than her chronological age... and that she was as much in control of the situation... as the teacher was. "i came here with a complaint signed by montana now and pennsylvania now with allegations against judge baugh, and our reasons for filing the complaint, and a hundred and forty thousand signatures from petitions." "if we can't get him removed through this there is something wrong with the system and i know people in the state will work to not get him re-elected." activists say if this complaint

does not work, they have other plans to make sure judge baugh never sits in judgment in a courtroom again. it's being called the most comprehensive package of surveillance reforms presented on capitol hill. as ainsley earhardt reports... a group of senators are trying to rol back the powers of the n-s-a following the leak of classified information from whistleblower edward snowden. sen. ron wyden / (d-or) "we are introducing legislation that is the most comprehensive bipartisan intelligence reform proposal since the disclosures of last june." a group of bipartisan lawmakers have unveiled a bill that would end the collection of millions of americans' phone records and data on internet usage. the lawmakers argue it is the appropriate response to the recent disclosures about the n-s-a's sweeping surveillance programs. sen. ron wyden / (d-or) "the disclosures over the last 100 days have caused a sea change in the way the public views the survelance system." some critics suggest lessening the scope of the government agency will put national

security at risk. but colorado senator mark udall counters that claim. sen. mark udall / (d-co) "under this bill, the federal government will still be able to get a hold of terrorists and spies phone records but only where the government can demonstrate a suspected link to terrorism or espionage." this new legislation comes on the heels of the brazilian president's address to the united nations earlier this week. president dilma rousseff lashed out at the united states, accusing the n-s-a of intercepting her communications with cabinet members as well as those of brazil's u-n mission and state-run oil company. dilma rousseff / brazilian president "tampering in such a manner in the affairs of other countries is a breach of international law and an affront to the principles that must guide the relations among them, especially among friendly nations." the f-b-i has sent highly trained experts to nairobi to help authorities gather intelligence about who is behind the attacks at a kenyan mall. these experts are some of the government's top technicians and analysts in everything from fingerprints to explosives. barbara starr got an exclusive look inside their laboratory. its just a fingerprint smudge on a piece of metal. but whose is it? cnn is the first news organization to see how analysts at america's bomb lab have helped identify nearly 1,000 terrorists and members of al qaeda in 25 countries since the 9-11 attacks. lifting fingerprints involves some of the most sensitive techniques. here superglue vapors are blasted onto cellphone circuit boards from ied explosions "those fumes are attaching to any fingerprints that are left behind on the surface and then they form a plastic

image over that finger print." ultaviolet light picks up fine details. prints are gathered off documents, even food wrappers. ied parts gathered years ago in iraq are checked for prints. the u-s wants to see if any iraq refugees now in the u-s may have ties to terrorism. and some do. two iraqi men--one was named alwan-- living in the us as refugees were convicted of plotting to help al qaeda. lab director greg carl shows me an evidence bag from one of their ieds in iraq. "on this base station we found two finger prints which we were able to identify back to alwan, which was the subject in the investigation." beyond using finger prints (nats) the lab recreates exploded bombs to help identify bomb makers. for the first time you are seeing new

three-d images from i-e- d's...looking at tiny details for clues on how the device was put together. here i-e-d components found in different parts of afghanist -- tires, metal and wood...match up exactly--this is the bombmaker's signature. "there are obviously people that are teaching other people to make devices". (nats) one target: yemeni master bombmaker ibrahim al asiri...believed to be behind several attacks and teaching others how to make bombs that can't be caught by metal detectors. guys, we're live at the station on smallwood street near franklin street. mta police say they are aggressively investigating the incident that happened here. they've already added more officers at this station... and they say they're going to increase the lighting. this after some frightening moments for two women... trying to catch a train. police say around 4 o'clock monday morning... two men wearing masks and armed with guns... approached them on the steps leading to the southbound platform. they demanded money from one woman... but she had nothing. as they approached the other woman... she turned and ran away. so did the suspects... but in the other direction. as you can imagine... some morning commuters are now boarding and leaving the train with more caution...
