how it will affect your compute tomorrow. wbz news this morning starts at 4:30 a.m. rear following breaking news tonight in the baby bella case. state review shows the department of children and families should have paid closer attention to that little girl when it received reports of neglect. beth romano is live at the statehouse tonight. reporter: well it is the kind of criticism that has become all too familiar with dcf. the stinging report says the state had a chance to help bella bond, but failed and says faulty information guided her case. >> it is clear that the department of children and families should have not closed the case in 2013. reporter: today the officer of the child advocate says two years before bella bond's body washed up on the shore at deer island two cases of neglect against her mother rochelle were not properly investigate. >> the decision to close was based on insufficient then current information. reporter: the report says

sell bond was a good parent. which should have triggered a more intensive review. ms. bond's parenting capacity was thoughtfully assessed and therefore a safe determination could not be made that ms. bond was able to care for bella. the report says dcf knew she had lost parental rights for two other children and was battling substance abuse and homelessness. >> the department of children and family needs to have more clarity around what to do when there are sixs of or indications of substance abuse and how to factor this information into their decision making process. reporter: bond has been charged with being an accessory to her daughter's death while her boyfriend michael mckenry car think is charged with murder. i ron committee her case was closed within days of the c of instituting reforms that might have forced caseworkers to give her another look. her mother support network collapsed.

s. they aren't real but they are dangerous and now they are banned in boston. the city council approved an ordinance which will allow police to seize any fake guns they see out in public. the law will help prevent a tragedy. >> the members of the city council also voted to give themselves a raise. counselors will get a $12,000 increase their first raise in 9 years some members of the council wanted a bigger pay raise but the mayor was against that. new developments in the fight over a plymouth beach house we told you about at this time yesterday. the town of plymouth will not seize the property.

frank and joanie costa owed more than $5,000 in taxes and they were given a deadline to pay up. well a friend of theirs stepped up and came one the money, but town leaders were worried that if they cashed it the tax problems would simply come up again. despite that selectmen voted last night to accept the money. >> if if one of those homes along beach you're going to see wind think. >> it height cost some people some money as we head into tonight eric as they have to repair things if they have any water damage. >> look at some pockets of minor coastal flooding morsi boulevard which always fills up with water when you have combination of on shore winds high tight. with that onshore wind we've seen slash overtake will happen around midnight. 1 to 2 inches of rain is expected. now we have the leaves coming down first time of the season we've had leaf clogged drains have to deal with. in terms of the wind gusting over 45 miles per hour.

the last of the storms already starting to leave the cape and sunshine. highs tomorrow 70 to 7 a degrees going to feel like spring out there. then for the evening that drier cooler air will continue to drive its way south and east. from a wind perspective we're gusting about 30 right now. especially near the coast. the gusts will increase to 50 miles per hour overnight. so, could see some damage because of that. a few trees coming down some of those isolated power outages heading inland still gusty just not that strong. probably won't cause any of those similar issues. tomorrow morning the best chance of strong winds in the thunderstorms. those storms can nix stronger winds from above our heads so with taco see isolated outages and trees and limbs. still some leaves on the trees those are sails for a lot of that wind. coastal flood advisory north shore south shore running from 11:00 tonight to 3:00 a.m. pockets of minor coastal flooding. good news patriots game we're
