remember is victims of friday's shooting rampage at planned parenthood. three people were killed and nine others wounded and the dead include university of colorado police officer, officer garret swaze, a massachusetts native that grew up in melrose. the mayor was a high school classmate. >> i've been inundated with people that are in shock and disbelief that something could happen as horrible to this young man and his wife rachel and his young children ten and six. we're speechless. >> reporter: and the chief said that many knew officer garret swaze and attended high school with him. he graduated in 1989. >> not only did we lose a son, we lost a dad here. and i see this devastating to anyone. >> reporter: the suspect robert brasserie described as a loan they're spent time in a north carolina cabin in the woods

and the police have not discussed the motive but a minister called deer a terrorist. >> we're here to honor the lives of those that were killed yesterday by a domestic terrorist. we're here to honor the work of planned parenthood and stand with them in solidarity. >> reporter: the mayor of colorado springs said that he was not ready to discuss a motive. but he said that people can certainly drew inferences from where this shooting took place. a contingent of melrose police officer police officer will likely head to colorado for the memorial service. jim smith, wbz this morning. my heart goes out and breaks for them all. i don't know. i know it is devastating for their family.

he will be remembered in sharon. people are being asked to bring a candle to light in his memory. it's 8:34, it's time for killer at a large. jon keller sits down with the president of the massachusetts senate. . >> reporter: good morning, a belated happy thanksgiving to all our viewers. formal business is finished for the year on beacon hill with legislation awaiting action after the first of the year. well, this morning, we're discussing some of those and where we're headed. with the preaches of the massachusetts senate, state senator stanley rosenberg of morning. >> thank you for coming here, yours. >> thank you. >> we're halfway through the two-year legislative sessions and a lot of bills dealing with

energy costs, opioid abuse and the charter school needs action. let's look back before we look ahead. what's the most important thing you got done this year? >> from my point of view and the senate's point of view, the earned income tax credit was approved helping about 400,000 families get more tax relief, these are people who go to work every day, they don't make a lot of of money and the federal government set up an earned income tax credit 18 years ago we joined and created it at the state level, a similar tax credit, it hadn't been adjusted for 18 years. it was adjusted and it was something that governor baker campaigned on. i joined him on swearing in day, let's get this done this year. we were able to increase it by 50%. >> and the other thing you wanted to mention? >> the other thing was shared leadership in the senate, a new model of engaging the members and committee chairs and the

are you proud of that, that was a big deal? >> the senate as first was not crazy about a separate manage thement control board. we ended up with a version in the budget process, it ended up in law. it blends mass dot board members with a few people from outside and with those few people outside go away with the institutional knowledge, all of the knowledge will still sit on the mass dot board because of board are mass dot members. is it fair to say that you have a good working relationship with governor baker? >> yes. >> you mentioned governor patrick, there was a globe pole that 43% of voters say baker is a better governor than duval patrick, only 24% said that?

>> i like working with governor baker. he's a hands on gi and strong on management. that's late of the problems that we've been dealing with on the first year of governorship. i think he's doing great stuff with the dcf, the mbta and a few areas on technology. he digs into the details, sets a direction and let's his along. it's a pleasure working with him. >> is that an improvement over his predecessor? >> i didn't have as much contact with governor patrick as i would have liked. on that note, let's take a short break and when we come back we'll talk about charter schools and other important issues that face the nation

let's talk about the charter school issue. there's a waiting list of tens of thousands of people dominated by low income people of color desperate getting their kids out of faucialtering public schools. they're -- faltering public schools. the senate appears to be a bastion of resistance to lifting the cap on the number of charters that's kept so many people waiting. what will it take to change that? >> the reason that the bill didn't move forward last term, 27 members of the senate voted against it because at that point senate president murray said vote your district and vote your conscience, the charter school debate over on a 20 year period is focused on the cap, how many more children and how many children in charters. there's issues where senators

outside of the urban areas that they're having with charter schools as they're impacting traditional public schools in their area and for the first time they had the opportunity to put on the table their concerns and say, if you will address some of these concerns, the financing mechanism, the admission policy, the balance of traditional students, ell, special needs and a series of other things. what's happened over the 20 years, these concerns have been raised, but they've been swept aside and the debate has only been on raising the cap, both the number of students and a number of schools. >> i have to challenge that, sir -- >> i'm telling you what the senators are saying as opposed to --

and missed the extensive discussions about the funding formula and how to mitigate the impact in the communities that lose funding. >> the amount of amount of money that follows the child does not cover the costs associated -- takes not as if it hasn't been talked about and adjustments made? >> adjustment have been made but it hasn't been fixed to the satisfaction of members. we're drilling down deep in this right now, that other states have figured out a fairer way of funding charters, so that having charters would not have a direct impact on the funding of traditional public schools. >> there's another -- >> we're trying to figure that out. >> we have a brief period of time here, there's an undercurrent here, that is, the teacher union wants charters gone. they hate charters, they consider them a threat, they want to kill the baby in the

crib and a lot of senators agree with that. and you were quoted on mass live.com, the question on a lot of people's minds, where does this end? meaning the growth of charter schools. what are you trying to say there? >> so, the issue is if you take the question, and you take it to the logical extension and conclusion, there is no cap any longer if the ballot question passes, and that's the issue. when we passed it initially, they said 25 charters, we're up to 80 charters, how many more charters do we need in massachusetts for this experimental approach to education to be fully played out. >> shouldn't the need determine how many there are? >> there's a need that a child gets a quality education no matter where in the system, and the tension between the charter and noncharter schools is at

happy anniversary. happy anniversary. . welcome back, 8:52, an elderly man is alive thanks to a group of good samaritans. they found a man confused and in his car that he had driven to the train tracks in auburn washington. they figured out how to get his car free. they realized a great train was barrelling down towards them. they convinced the man to get . yikes! the car was hit and dragged 150 feet down the tracks.
