send donald to space. getting a pension before officially getting the job. it happens all across massachusetts because of a little-known loophole. the i-team's lauren leamanczyk found some teams have hidden hiring lists that are unfair and costing >> reporter: revere firefighters raced to a call, but joining their ranks involves more than a high- scoring the most recent civil service exam. that's because of a rarely used loophole that allows people to earn hundreds of thousands of dollars for time they never even wore a uniform. >> i think it defeats the purpose of why we have civil service. >> reporter: civil-service is the system that is supposed to ensure fairness in hiring firefighters and police officers. here's how it works. you pay to take the test in your name winds up on this civil-service west. veterans have top priority.

scrapped and a new test is given. but handful of massachusetts communities have what is called a reserve list kept by the mayor. it allows them to take people off of civil-service and hold their place in line for years. the whole time they are waiting, they are earning time toward retirement. >> right now you have a piece of civil-service that allows certain towns to hire whoever they want to. >> reporter: veterans advocate and firefighter dan mcgoon argues allows them to keep politically connected on reserve. some say is a giveaway for privileged few. >> it's a double-edged whammy with regard to abuse of the system. >> reporter: the pioneer to the map on what this perk cost you. take a firefighter who retires with a salary of $80,000 who earned $60,000 a year in pension. if you spend five years on the reserve list he could get credit for the time he did not

>> this is an obvious, blinking, flashing warning light. this should be fixed. >> reporter: revere has as many as 30 people on their reserve list, the longest in the state and includes the names of lots of people with family connections to city government. also getting a retirement bonus. >> firefighters, police officers who are eligible for this, and do a job that is extremely dangerous. that is at least some reward for them, that they are given that at the end. >> reporter: the years that they weren't actually working for the department, they get credit for? >> yeah, okay. >> reporter: that's not an issue? >> with me? personally, no. i'm sorry. >> reporter: he says it's not his decision, the city has always done it this way. as for fairness, is it fair to people taking the test right now? >> i don't know what's there. it's fair to people that are on the reserve list. i mean, sometimes that's how the dice get rolled, i'm sorry to say. >> reporter: massachusetts taxpayers foot the bill.

heavier rain and wind look to be in the cards. headlines, look at the details. storm system to the east today, just missed us. it came pouring up was, strong upper it could have produced snow in the area but that's how winters go. it comes down to a couple of hundred miles whether or not the storms are inland, going out to see or at the coast. amateurs, 35 in trend -- 35 and worcester, nantucket at 37, little bit of clearing overnight, also patchy fog. eventually, temperatures fall back 25 to 30, some of those roadways could get slick with a bit of moisture, subfreezing overnight. looking at the hour by hour, we will see those clouds filling again as we head through the day tomorrow, it won't be perfectly sunny but a little bit brighter than what we saw this afternoon, that's for sure. clouds will tend to thicken, become more widespread tomorrow night, more of that thursday. sprinkles on thursday, more clouds and sunshine although eventually we will get into afternoon sunshine thursday. not active weather this week

tomorrow morning, partly sunny skies, tim -- sunrise at 7:01 and temperatures in the low 30s. mix of sun and clouds, for the afternoon becoming mostly cloudy with sunset at 4:11. temperatures tomorrow like what we saw today, feeling like december. 45 boston, 43 worcester, lawrence 44, hyannis topping out at 47. after that, milder air will take control again, 50s on thursday and friday. for this weekend, we are watching this front, a larger system forming off to the west, it will go up into the great lakes. that is a mild track. how quickly will this push through? might take a little while on saturday and eventually on sunday it'll really start to move to the north. that's going to open the floodgates to mild air. actually playing at conservative right now, highs near 53 thursday, 55 friday.

first here at 6:00, breaking news, a home invasion in quincy where a pregnant woman was tied up. >> her daughter hit in the bathroom and called police. let's get out to luisa muller who is live in quincy. >> reporter: hey, and absolutely terrifying experience for the family living in this white home that you see behind me. we just learned from bullies they do have one suspect in kelsey, they named that suspect as kevin murphy from revere. me take you through what happened, they got a call around 3:40 up a home invasion here at the house and responded. they learned that two suspects kicked in the back basement door and that's where they say they tied up a six-month pregnant woman. now, that woman's teenage daughter was upstairs, they say she locked herself in the bathroom and called 911. police were able to get there and take murphy into custody. you can see him running down
