of homes, and impacted travel. it's friday, january 1st, 2016. good morning from the studio 57 newsroom at cbs news headquarters here in new york. good to be with you. thanks for joining us. i'm meg oliver in for anne-marie green. another year has started across the u.s. with parties and no significant problems. hundreds of thousands in las vegas filled the streets. more than a million others crowded into new york's times square for watch the ball drop at midnight. other cities around the world marked the new year under a terror threat. don champion is here in new york with more on that. >> reporter: good morning. places like germany and belgium, the threat of terrorism led to cancelled events and even warnings for people to avoid large gather is.

germans ushered in 2016 under close watch. in munich, a different story. people there were told to stay away from two of the city's train stations because of a serious and em imminent threat by isis bombers. in brussels the official party was cancelled after the arrest of two men suspected of planning holiday attacks. some thought it was an overreaction. >> i think it's backing down to the threat of terrorism. i think we should stand up and just make everything happen. >> reporter: in paris, a city that saw two attacks from isis in 2015, celebrations were scaled back. france's defense minister tried reassuring people by greeting some of the 11,000 soldiers on duty yesterday. here in the u.s., the new york city police were also on alert. more than 6,000 nypd made sure the times square celebration

but in rochester in upstate, new york, the fireworks display was canceled after charging this man. documents allege lutchman was a i isis sympathizer. >> don champion for us here in new york, thank you. new year's eve celebrations in dubai had to get compete with a huge hotel fire. people stampeded trying to escape from the building. official say one person died from a heart attack and 14 others were injured. chris martinez has more. >> reporter: massive flames engulfed the address hotel, a luxury high-rise in downtown dubai and the united arab emirates. people inside said it was chaos. >> the heat was so dense outside.

people started to panic, crush crushing each other trying to get down the stairs and jumping over railings. i can't believe how fast it happened. >> reporter: the 63-story hotel is located near the burj khalifa. >> i used to live on the 32nd floor and spent new year's eve at the address. it's really the place to be. >> reporter: the fire broke out two hours before midnight. officials rushed to evacuate the skyscraper as flames ripped through the building, consuming at least 20 floors in a matter of minutes. but some residents say the alarm didn't sound right away. >> the alarm went off when the building was on fire. >> reporter: firefighters raced to contain the blaze. crowds could hear several explosions.

>> reporter: official say the hotel's spring klers helped diffuse the fire. chris martinez, cbs news. when president obama returns to washington next week, he has new plans for action on gun control. the president will is expected to sign a bill. it's unclear when mr. obama will take action. he has repeatedly complained of loopholes and gun laws and sales. the president's home city of chicago ended the year with a large protest against gun violence. demonstrators lay in the street along the magnificent mile. they chanted 442, the number of shooting victims killed or wounded in chicago in 2015. >> i'll do anything on behalf of my son. i laid on the ground on behalf

>> reporter: her son was shot to death in 2006. next wednesday would have been his 28th birthday. meteorologists expect more major flooding along the mississippi, ohio, and arkansas rivers, as well as their tributaries. david begnaud reports, the floods are blamed for at least 22 deaths and have left countless homes under water. >> reporter: the mississippi river is expected to crest in st. louis at 42 1/2 feet, nearly 12 feet above flood stage. john houser lives just south of st. louis in the city of arnold. >> we are just fighting the water and it's up to the red line right there. just trying to keep the pumps running and make sure the wall doesn't fail and hope the water goes down in a hurry. >> reporter: the floodwaters snarled traffic for miles. missouri's busy i-55 became the second major interstate to close

>> nowhere to go. it's water but if there is enough of it you can't do anything. >> reporter: statewide, more than 12 people have been killed due to the extreme flooding. it has washed away homes, highways. that is highway 141, and shut down water treatment plant. steve sangner is the executive of st. louis county. how many miles would you estimate is under water. >> it is very difficult to estimate that but near us right now there is seven miles under water where we are standing. >> reporter: that should be dry? >> reporter: the police chief says the worse is yet to come. >> we are at the point now the sandbagging is not going to hold it back. we are going to lose a hundred to 150 homes will be affected by the flooding, if not more. >> reporter: where i am standing this is usually one of the busiest intersections of st. louis county but with the

the merrimack river and behind me it's 20 feet deep where it should be dry. david begnaud, cbs news, st. louis county, missouri. the mother of a texas teen who blamed a deadly drunk driving crash on affluenza is spending new year's day in a los angeles jail. prosecutors say tonya couch will not return to texas until next week to face charges of helping her son escape to mexico. 18-year-old ethan couch is deport him. he could face jail time in texas if investigators find he violated his prosecution. bill cosby is facing a defamation suit separate from the criminal charges filed against cosby wednesday in pennsylvania. camille cosby says the law does not force her to testify against her husband.

"the new york times" reports on a breakthrough of an incurable disorder that involves muscle weakness and early death. researchers used a new gene editing technique in mice that allows scientists to reremove a defective stretch of dna. it worked in mice but unsure how it would react in the human immune system. the resignations including the iowa caucuses. the minneapolis star tribune reports a federal judge temporarily blocked an arkansas abortion law. the law would have placed new limits on how the abortion bill is administered. today.

monday. now both sides will have time to fully present arguments. the "los angeles times" reports on george lucas' apology to disney. he says he is sorry for disney's criticizing of the franchise. lucas said he had sold his characters to, white slavers in a recent interview with charlie rose. disney says it's moving on with "star wars" in an exciting direction. on the cbs "moneywatch." the dow finished the year in negative territory. brian webb has those stories and more. >> reporter: more americans requested unemployment benefits last week but the level remains near historic lows. the labor department says applications for jobless jumped to 20,000 and adding 200,000 jobs a month in 2015. the markets will be closed new year's day. thursday the dow dropped 178 points and the nasdaq lost 58.

sprint and verizon customers hoping to cash in on a 158 million dollar refund. the federal communications commission reached an agreement with both companies after a cramming investigation. cramming is when customers were charged for third-party text messaging without their permission typically adding about $10 a month to the bill. netflix wants to help parents trick their kids into giving them a little privacy for new year's eve. the streaming service is helping parents to lie about the clock striking 12:00. netflix is bringing back a series of shows that pretend to count down to 2016 with hosts that include cartoon character like the care bears and inspector gadget. that is your "moneywatch" report. for more logon to cbs money watch.com.

the country. a look at this morning's top stories. people all around the world welcomed in 2016 with fireworks and celebrations. security was tight in new york city and across europe amid terror fears. packer fans weren't to let snow get in the way of their game against the vikings. they called on 600 fans to clear the snow. fans earned 10 bucks an hour for their help. unlike snow covered wisconsin, the northeast has record ever. the balmy weather is melting the profits of businesses that rely on the wintry weather. marco morgan reports. >> reporter: this wasn't the ski hoping for. >> it's a mess. a mess. the snow is wearing down.

i'm going home now. >> reporter: unseasonably warm temperatures left skiers scrambling. vickie hero says this one trail in this resort in pennsylvania was their only option. >> every single one is closed, closed, closed. until we get here and they said we just have one slope open. very disappointing. >> reporter: this barren landscape is a far cry from last year. general manager mark dalbert. >> we have some tough years where it's warm but it's never been this warm continuously. >> reporter: is this the first for you in your experience? >> had tough starts but this is the worst ever. >> reporter: it's not just here in pennsylvania. web cams at other resorts such as blue mountain, camelback mountain and shawnee mountain, some reporting they have lost 20% of their business so far. colder temperatures arrive tonight as the new year arrives and dalbert is hoping to make up for lost time.

by the latter part of the weekend and early next week, with the cold air coming in, we will be back on our feet and get rolling again. >> reporter: we learned more than 70 ski resorts are closed across the northeast but those numbers are likely to change with temperatures expected to drop in the new year. demarco morgan, cbs news, blakesly, pennsylvania. the 127th rose parade gets under way in a few hours in california. yesterday, the police escorted the floats for the parade. many are roses are used to create the floats. people began lining up along the route yesterday afternoon. coming up after your local reaching your financial goals for 2016. i'm meg oliver.

president obama and the first family rang in the new year in hawaii. he is on his annual two-week vacation there. on thursday, the president played golf with high school friend. he spent more than six hours hitting the links. the family wraps up their vacation on sunday. the u.s. government announced plans to open three new shelters to house an unexpected influx of unaccompanied migrant children. the shelters will be on federal property in colorado, florida, and new mexico. children in the shelters are mostly between the ages of 14 and 1. they stay about a month before it's decided whether they will be deported.

the race for the white house produced plenty of drama and we saw a historic nuclear deal with iran. craig boswell takes a look back. >> reporter: the outsiders took the early lead in the crowded gop race for president. >> i'm number one by a lot. >> reporter: donald trump pulled out front with a slew of controversial comments including a ban on muslim immigrants and a wall to keep mexicans from crossing the border. >> they are bringing drugs and crime and they are rapists. >> reporter: ben carson and carly fiorina surged in early polls. >> unfortunately, i believe we have out of time. >> reporter: following the death of his son beau, vice president joe biden decided against make ago third run for the white house. >> i'm going to be your president too. >> reporter: hillary clinton was forced to defend from an attack on the left with senator bernie sanders running with a liberal platform. >> it's not going to work. >> reporter: clinton weathered nearly 11 hours of congressional questions about the attack on a u.s. consulate in benghazi in 2012.
