happening again. bill shields has the latest from lawrence. >> reporter: that's right. the fire started in the white house behind me and spread to the adjacent buildings. but the city was going after the owner of the white house for two years trying to get him to do something with it, whether to clean it up, fix it up, or do something and they had just about come to terms when the fire happened. they don't know what started the fire but there may have adjacent apartment houses. in all, three buildings destroyed and another uninhabitable, and 13 families homeless. this 12-year-old boy lost a school uniform. >> it then started to get out of control and spread to houses. >> reporter: the abandoned building is owned by a man that the city was working with for
