>> no one wants to let their kids walk home. >> reporter: this is the man creating the fear, richard gardener, a level 3 sex offender. today poefders with his photo are plastered throughout this neighborhood. in the 1980s, he was convicted of raping a 6-year-old boy. on bail similar crimes in rhode island. he spent a total of 26 years in jail. now he is out and living at his parents' home in waymouth. >> we weren't notified properly prior to him coming and that's a huge issue. i'm completery frustrated. we contacted the d.a. of rhode island,

offices, the police. >> reporter: on sunday gardener was spotted at the crane public library in quinsey. police were called and he was told he had to leave. and a level 3 sense offend sernot allowed in a public library or around a school. he will be summoned into court. >> garder? a level 3 -- offender. level 2, moderate risk of reoffense, and is level 3 is someone with a high risk of reoffending, considered by the court and thought of as a much greater public safety threat. a lowell police officer on the other side of the law after police say they were forced to use a tazetory take him into custody. that officer is charged with attacking his wife. >> the couple's children were

with the story tonight. >> reporter: documents indicate the sergeant told responding officers "you better have more cops coming." the officers ended up having to use their tazer at least four times to bring him in. >> reporter: sergeant vincent fernandez of the lowell police department stood before a district judge is tuesday nursing a black eye to face charges stemming from a domestic incident on sunday. his attorneys argued there was a mutual altercation at the time. when officers approached fernandez, they say he told them "you better have more than three

have to do." he resisted arrest when officers attempted to put him in handcuffs. they used the tazer on fernandez but he shook it off and told officers to taze him again. they did, and put two sets of handcuffs on the sergeant before leading him to a squad car. the officers had to taze him two more times to get him into the car. outside the district courtroom tuesday, the sergeant remained silent. >> reporter: and in court, the sergeant's attorney is a 20-year veteran of the lowell pd and a 2-time recipient of the medal of valor. we reached out to lowell pd this evening about the status of the sergeant there with the department and we have yet to receive an answer. as soon as we know that, we'll pass that

of fentanyl in his apartment. and will drugs may have killed his stepson. he was charged today with child endangerment in the death of his 19-month-old stepson. the cause of death has not officially been determined. but it appears that the drugs played a role. >> that's why we are await the toxicology results before we make a determination. >> he has a long criminal history including sev he also has a 6-year-old biological son in protective custody. police have cited a man who drove the wrong way on the mass pike yesterday for miles. the 80-year-old faces violations including negligent operation. he managed to go about three miles. three drivers crashed trying to avoid him. he eventually crashed into a barrier near newton and was taken to the hospital with minor
