>> announcer: "nbc10 news" starts now. and take a look at this. nbc10's camera atop the mellon bank building on center city. caught this lightning on video. wow, we are tracking the bolts and what they left behind. you're locking live at boathouse row along the schuylkill river. i'm vai sikahema. overnight storms moved across the region causing downpours like this one in ardmore. strong winds and heavy rains hit this shopping center near ardmore avenue. let's get to bill henley with a

very stormy morning already. >> it's still raising along the roast. coast. this is i live view from the lafayette hotel in the cape may area. look at that line of storms that extends from the new york area right down the jersey coastline and into southern delaware this morning. there's some spots of very heavy rain inland as well but it's a fast-mover. so gloucester county is seeing rain and a thunderstorm that's quickly moving to the east at 35 miles an hour. within that rain it's coming down at a rate of an inch and a third in an hour. the rain is heaviest offshore. look at all of those storms and the lightning. most storms are offshore. there's still a lot of strikes in the atlantic city area, and farther into the south into cape may county. as far as southern delaware is concerned, yes, heavy rainfall

with thunderstorms there. as well as very heavy rainfall just to the west and southwest of seifert. the temperatures, well, they will be climbing but only into the 80s this afternoon as the storms rolling through the area are going to bring our temperatures down for this afternoon. there is a threat of flooding because of heavy rainfall that came through overnight. that flood threat in portions of chester county and into maryland this morning. now, the temperatures are already down in the 70s. 73 degrees. we will see them climb but slowly with clouds in place. just some scottered showers by 7:00, by 9:00, 75 degrees. and 76 degrees with showers likely at lunchtime. and there's still a possibility we'll get a thunderstorm this afternoon. jesse gary is live in oak township, chester county. what's happening there this morning, jesse? >> reporter: oh, good morning to you. yeah, we're down in elk township on thunderhill road. and we're down here

investigating lightning strikes on some property. now, we have not seen that. what we have seen is the heavy rain that you talked about. downpours as we made our way down philadelphia south on to 382 and hopefully back on to the baltimore pike. so there's periods of heavy rain as we made our way south and southeast. then also you're going to run into fog. you turn a corner and hit a fog bank. you want to make sure with the low beams, you run into the fog, you definitely want to be using the low beams. a lot of pooling of water on the roadways and debris strewn about because of the winds that would be blowing overnight. strong gusty winds have knocked over trash cans and sent the trash cans and also the garbage into the roadways in some cases. so watch out for that. we have made our way back, and we have not seen power outages as reported. it looks like the power was out,

you kind of see some ponding on the roads. right now, we're taking a look at i-95 on gerhard avenue. it's looking good at this hour. both directions of 95 are in the clear right now. same thing on 76. is this right near spring garden street but you can see those roads are wet. whenever we have wet surfaces out there you can expect to see slowdowns, drivers taking their time, and that's exactly what you should do this morning. 60 miles per hour is the average on the p.a. turnpike. 55 on both 76 and the bluebird right now, vai. eye aman is in table condition after a shooting at strawberry mansion. this happened at 33rd and cumberland. the victim was found in the street after being shot in the face and article. right now, officers are looking for the shooter. and happening today, city council will vote on an ordinance that downgrades possession. is having a small amount of

marijuana, an ounce or less would be considered a code violation. the on punishment would be a $25. and police would take the drugs. the fine would be paid to the city just like a speeding ticket. and happening today, a rally against the proposed sale of the philadelphia gas works. you're looking live at city hall. that's where the protests will take place this morning just before city council's last session before summer recess the unionized gas workers are expecting elected officials, nonprofits and citizens to join in at this rally. mayor nutter is backing this sale which must be approved by city council and the pennsylvania public utility commission. today a trial is expected to start for a man accused of exposing himself to women and propositioning them with swiss cheese. here's a picture of pagano with what police say is a piece of

swiss during one of those encounters. investigators say the incidents took place in philadelphia neighborhoods, as well as montgomery county. from the jersey shore bureau, 12 people are under arrest in what is being called the biggest drug bust in cape may county history. detectives raided a dozen locations in cape may and cumberland counties. they say all together they found 3.5 of heroin. and the annual fire fly festival. tracy, music fans getting a jump on the fun? >> of course. preparations are already complete. and a lot of fans pouring into the venue last night. the venue is in dover. 80,000 bands across the country

people affected by hurricane sandy and other extreme weather, a meeting takes place at the state house this afternoon at 1:00. now, the gathering is a show of support for the obama's administration to limit the move of pollution from power plants. >> announcer: now your nbc10 "first alert" weather with meteorologist bill henley. >> a stormy night, but the fast-moving storms are quickly pushing offshore. we will see them end to start with, but there is a possibility that we'll see more showers and possibility scattered thunderstorms throughout the day today. but that's going to keep us cooler. a break in the heat. much more mild today. we're fought looking at 90s. apparently into the 80s this afternoon. rain is coming down, atlanta city and philadelphia in the upper 70s. but rain has cleared out and rolled through with lots of

lightning. no lightning in center city, the clouds have tapered off considerably as the showers are fast-moving and right along the jersey coastline and into southern delaware. nowhere near as much lightning activity right along the coast as what we were seeing just a half hour ago. those big storms are pushing offshore. and now we're seeing clearing conditions. a few scattered showers in camden and burlington and philadelphia. much of the area is going to be dry. but clouds will remajor and there's still a possibility of scattered showers. future weather at 9:00 this morning. you can see a few scattered showers in the area. possibly breaks of sunshine. where we're going to see the breaks of sunshine, it's going to be a fast warmup. upper 70s. but clouds will remain in the philadelphia area at noon time. it's more likely we'll see scattered showers at noon time. even the temperatures into the middle 70s and into the early afternoon hours. a chance of some wet weather.

mainly rain shower, but there's a chance, just a chance, that we'll see an afternoon thunderstorm. but as far as severe weather is concerned, it looks like the threat is subsizing. the forecast calling for scattered showers. high temperatures in the upper 70s and low 80s. when i come back, i'll look at your weekend. jillian and i were talking before the program about how much lightning and rain out there. >> happening right now, the roads are definitely wet, so you need to slow down and take your time. highways, though, are clear of any incidents. we're not reporting any accidents. no trees on highways so that say bit of good news. there are some speed restrictions on some of the bridges. some of the restrictions lifted at 4:00 this morning, but i'll get to those in a second. this is the westbound on the

vine street expressway. the vine is clear, 76 is clear. 95 is looking good for drivers in new jersey this morning. this is the 42 freeway, a quiet look at creek road. and those bridges that we're seeing speed restrictions to 35 miles per hour. right now, we're seeing speed restrictions on two bridges, walt whitman bridge and commodore perry bridge. a second bridge sinks off the coast of malaysia. and saved by a selfie. what this woman did with her cell phone and why doctors say it may have helped keep her alive. and trouble for mom. what police say this woman gave her baby that has her in hot water this morning.

it is just about 4:15 this thursday morning. taking a live look from our camera atop the marquis de lafayette in cape may, new jersey. they had lightning there a few minutes ago. but bill henley says this weather is already on its way out. this morning, a chester county teacher who was arrested after police say he sexually assaulted two kids. foreman remains locked up on the sex assault charges against three 6 year olds and now three more children have accused him of showing them nude pictures. their parents came forward after the arrest. and a teenager accused of beating a homeless man in trent county. this is 17-year-old trent eks.

officers say he is the one in the video who sucker punched a man. it was posted on facebook and police are trying to find three more people in the video. and d.a. seth williams has convened a grand jury to see if state lawmakers took money in exchange for political favors. and williams says more people could be involved than first thought. williams is taking up the case after the state attorney general decided not to pursue it. williams did not name names but these four, ron watters, vanessa brown, louis brownlee and others linked to the case. and after bricks from an abandoned masonic lodge fell on

the house next door. sky force was over the lodge yesterday. it was back then that the roof of the lodge building collapsed. no one was hurt by the latest brick fall, but neighbors tell us they're tired of living in fear. and jersey bureau of the national guard's largest deployment in six years is now under way. more than 450 troops from new jersey will be heading to qatar in the persian gulf. first, the soldiers will go to a mobilization station in ft. bliss, texas. >> there were lots of hugs and kisses at joint base mcgwire. they said good-bye to soldiers. the unit's mission will be to increase military efforts and protect military equipment. nine people are reported missing after a second boat carrying indonesian workers

capsized. it was carrying 27. it was just yesterday when an overcrowded boat carrying illegal immigrants capsized in choppy seas. on the crisis in iraq, president obama and top congressional leaders agree on one thing. the president does not need additional permission from congress to take military action in iraq. that news came out of a white house meeting yesterday. president obama is considering steps to try to curb the sun noi insurgency in iraq. and happening today, clippers owner shelli sterling is expected to ask her husband donald to stop threatening witnesses. next month, the trial begins over the possible sale of the

clippers to steve ballmer for $2 billion. and police in northwestern pennsylvania have arrested a woman who put vodka in her child's sippy cup. the 1-year-old had to go to the hospital when it happened last month. the girl has since recovered. and police say one of bachmeyer's friends may also be involved. a cappian woman took a selfie to prove she had a stroke to a doctor who didn't believe her. in april, she went to the emergency room with numbness and had trouble speaking but she was sent home saying she was suffering from stress. two days later, she felt numbness again and records her symptoms on her smartphone. >> i felt tithling on the left side. i just needed people to see what was happening. they were saying this is stress. i said i know this is not stress. >> they confirmed the self-diagnosis saying she had

three mini strokes. now that she's home recovering, the hospital is keeping her video for further study. >> announcer: now your nbc10 "first alert" weather with meteorologist bill henley. powerful thunderstorms have quickly moved through the area this morning with some areas of heavy rainfall. that rainfall has tapered off in south philadelphia, at citizens bank park. you can see it is still damp and that dampness may return as we head into the afternoon. a few sprinkles in philadelphia. 73 degrees at the airport. we're running 7 degrees cooler than yesterday. look at the rain falling at the jersey shore. that's a live view of beach avenue from the marquis de lafayette hotel. but there's still some showers right along the coast. this is a fast-mover. look at that lightning. the showers and thunderstorms are quickly tapering off but there's more weather in our future. this batch of heavy downpours, it's moving through the ohio valley and heading our way.

i expect this to arrive early this afternoon. in between, what we have this morning and this afternoon, we'll see some breaks in the clouds. we'll see a bit of sunshine and that's going to lead to a fairly quick warmup. but today, it's not 90s, it will be upper 70s and low 80s with more of a northerly wind. there's still a chance of an afternoon thunderstorm, but most of the activity that's going to head our way will be scattered rain showers. and your weekend at the shore and the beaches is looking, well, a little bit damp, possibly, for today, some scattered showers but mainly it will be cloudy. clouds will break a little bit for sunshine. 78 degrees this afternoon. the threat of showers increasing during the afternoon hours. tomorrow, sunshine will be right. 81 degrees. we'll see some sunshine saturday but there is a chance of some thunderstorms firing up saturday afternoon, the high of 79 degrees. we'll look at the full seven-day forecast coming up in the next half hour. >> thank you, bill. jillian mele with a look at your

this morning, a bucks county man is charged with raping and repeatedly assaulting a woman. the report said that cochran assaulted her repeatedly over the last year. he's being held on 2 million bail. and police used a crash dummy to double as a 10-year-old. the test showed the difference in a driver's ability to stop at 25 miles per hour compared to 35 miles per hour. it's part of a summer safety pedestrian bram on long island. former eagle michael vick is making his mark on the baseball field. watch vick here get ahold of a

expressway had a deal of rain. you can see the lightning shots on center city overnight. let's get right to bill henley, with the "first alert" forecast. >> yeah, severe thunderstorm warnings popped up. they have all expired or been cancelled. now we're looking at a fairly quiet scene as the big storms have moved offshore. and a mostly cloudy start to the morning. that's a live view of loews at center city philadelphia. look at the storms that rolled through the i-95 corridor but they didn't waste any time moving through the east at 35 miles an hour. things are quickly driving out. heavy downpours that we saw a half hour ago. portions of gloucester and burlington have ended. and light showers in cape may county. and a moderate shower in portions of suffolkco
