9:33 am
driving force in this st h investigation from its very early stages. i am pleased to provide an update today on an investigation which began back on early saturday morning. this was a reported very unsettling, disturbing attack, assault on a young woman in the rittenhouse square section of center city, 1900 block of spruce street early saturday morning. i do have to tell you today that within 72 hours of the initial report of this incident, that, in fact, a male was taken into custody last night and has been
9:34 am
subsequently charged with this crime. we have his photo up for display. he's milton mateo garcia. a male, honduran descent. 1805 south a street in south philadelphia, his last known residence. just a brief chronology of what has occurred, as i said, sbu investigators were on this from early saturday on. intensive investigation was carried out overheay as you know w retrieved video di eragn, i can report that this individual has been charged with rape, robbery,
9:35 am
burglary, kidnapping, and other related offenses in this situation. the location of residence, this is not the first time we've been at that location. saturday afternoon investigators under the direction of lieutenant mcfadden were at that location and had initiated the investigation in the house itself. further investigation was provided through the next hours and did lead us back to that prod yesterday with a search warrant. of course the investigation escalated to the point where charges were approved early this morning for the individual. so at this time, i just want to say that obviously for the
9:36 am
residents of the rittenhouse square area, that we have this guy off the street. you can rest easy today. more importantly, this young professional woman and her family can begin to rebuild their lives. i'll take any questions from you at this time. >> will you give us an idea how you got him? [ inaudible ] >> well, i can tell you -- i can't be very specific. what i can say was there was information developed on saturday, which led investigators to the area of 8th and moore in south philadelphia. the information then was gleaned out of the neighborhood and with good investigative work, instincts by the personnel in
9:37 am
the area started a point toward the particular property. ultimately that became the residence of target. >> was it forensic or was it -- >> no. it was just good -- i have to tell you, it's good investigative work. good instincts by the investigators, having the right people there at the right time mobilized in an area to receive information and then use their investigative instincts to draw conclusions which ultimately resulted in charges. [ inaudible ] >> yeah, i can tell you we're relieved and thankful this did come to play in a short period of time. technology was a component here but a very small component. at the end of the day, there's no other way to describe it that the right people with experience and with instincts under the
9:38 am
direction of lieutenant mcfadden just applied those instincts, were at the right place at the right time. then we contractor rarroborated probable cause to the degree the district attorney pressed charges. we have recovered at this time -- we've recovered the iphone taken from the victim. we've recovered house keys that were taken from that victim, and we have a statement from the offender. >> did the offender indicate -- [ inaudible ] >> i can't elaborate obviously on the content of that. i said yesterday speaking with some of you folks, this appears to be a crime of opportunity. this individual saw a young woman on the highway alone and chose at that time to stage,
9:39 am
specifically securing a bicycle right on the block, placing himself in a position where he could intercept her. >> her specifically or any woman walking? >> it's hard to tell. but obviously we believe that this male followed this female for some distance and then positioned himself at a point where he could intercept her path. >> let me get back, did he say something at the scene or was something left behind that led you to that block? i know you're trying to be cautious in this, but did he say something that led you back to that area? >> no. we were targeting that area from the very beginning. there was a very short period of time that the victim's phone gave us an indication to that
9:40 am
neighborhood but not to that specific location. as a result, the investigators began their pretty extraordinary work and narrowed down the scope and actually targeted a residence at that location. >> dumpster -- [ inaudible ] >> i can't get into the particular content. but obviously it was a component of the charges being approved by the district attorney's office. >>. [ inaudible ] -- a criminal history -- >> he's got no prior criminal history in philadelphia. i have to tell you from the beginning homeland security, immigration and customs enforcement agents were contacted. they quickly responded and very much assisted with this investigation. so that aspect continues as we speak.
9:41 am
[ inaudible ] >> as i said, that aspect is under investigation in concert with homeland security. [ inaudible ] >> again, that aspect is under investigation. >> any other incidents in the area? >> as you well know, we attempt to secure latent print, biological evidence for dna comparison. that's being done in this particular case. obviously that part of this investigation is ongoing. [ inaudible ] >> absolutely. step to the podium. any other questions for me before -- >> looking at a possible connection to the fairmont park rapist? >> we never say never. the mo obviously is a little bit different. there are some similarities. the dna at the end of the day
9:42 am
will be the quantifier. that analysis continues. >> was there another incident, a man with a buddy, exposure, anything else you're looking at with this guy? >> we always do, across the board. across the entire city we look for cases that might be similar because of the mobile of the offender. i think what you're alluding to is the fairmont park serial pattern where it involved a male with a bike. no, nothing more current than that. nothing more current than that. >> was he in the bar she was in? >> we have no idea. we have no idea at this time. [ inaudible ] >> -- later at a friend's house. >> he was located at another spot, at a restaurant. that's correct.
9:43 am
that's correct. >> is it clear -- [ inaudible ] >> i'm sorry? [ inaudible ] >> the other individuals, to my knowledge, have been let go at this point. >> he said he made a statement. did he confess to the crime? >> i don't want to be specific about that, other than that is a component of the total package. >> i don't want to be specific about the content of the statement, other than he did issue a statement to investigators. >> was there anything in particular that you learned from the victim after that first interview that helped you get this arrest? >> obviously the victim, as we do many times, we reinterview several times. the victim's focus became very clear. she actually was able to supply or provide a composite drawing, for instance. i think if you look at the composite drawing versus the actual photo of the individual, some very clear similarities to
9:44 am
that. so needless to say, her detailed and additional information she provided was helpful. yeah, why don't we get lieutenant mcfadden. [ inaudible ] >> obviously the last 72 hours were exhausting for everybody involving the investigation and the victim and victim's family. saturday afternoon, based on the information we received, investigators, along with myself responded to the 8th and morris, where we conducted several interviews, talked to several people and neighbors which led us to target one specific location. with that being said, we were able to talk to several members
9:45 am
of the household. those members of the household provided us with some information. they were cooperative to the point where they did take a few into special victims that saturday afternoon where we were able to obtain some identification. they were then released pending further investigation. during which time the victim and her family came to the special victims unit and provided an interview, a more detailed descriptive interview where she was then able to give us a good composite sketch. based on that sketch, based on what we did on saturday, we were able to obtain enough probable cause to get a search warrant. which led us back to that location. based on the search warrant, we
9:46 am
were able to do a more thorough and intense search of that location, at which time we were able to recover the victim's cell phone. [ inaudible ] >> approximately 8:45, left the location after the search warrant. we had several other males taken into custody. they were brought into the investigation, several other males from the house brought into the special victims unit. we had one other person we were looking for that we knew was in the house but wasn't there. we didn't want to leave any stone unturned. at which time we didn't know who the offender was -- >> philadelphia police bringing us the news of an arrest in the case of the rape that occurred saturday night in rittenhouse. 26-year-old milton matteo garcia facing kidnapping, assault,
9:47 am
robbery. >> people of rittenhouse square can rest easy and the victim and her family will rebuild. we'll have a complete report coming up on nbc at 11:00.
