nbc 10 news starts now. right now, streets are closed in part of philadelphia after this water main break flooded them overnight. we'll tell you when this problem could be fixed. and happening right now in south africa, oscar pistorius back in court after a month-long delay. and a live look this morning at a quiet cape may. it will be warmer today. we had a great weekend but it will be warmer with hotter weather coming midweek. prepare for a heat index that may reach triple digits. good morning, everyone, this is nbc 10 news on this monday, i'm chris cato.

let's get to meteorologist bill henley with his first alert forecast. >> we had some clouds that are moving in right now and temperatures that have cooled down. we're at 67 degrees in philadelphia but it will be a bit warmer this afternoon. it's part of a warming trend that will have serious heat at the midweek time period. right now clear over center city. there are clouds moving into the area. we'll see these clouds to start with. there were a few showers associated with these clouds but they have since fizzled. the temperatures have dropped into the 60s. they'll warm into the 70s. a mild morning and a warm afternoon. 83 degrees at noontime today. we'll talk temperatures, neighborhood by neighborhood when i come back. first, katy zachry has yourç traffic. >> you have a mild temperature to give. i have a mild forecast for the roads. how is everyone doing this morning? this is a live look at 76 at spring garden. if you're headed out the door early for work, you have a smooth drive ahead of you in

both directions. the entire span of 76 are trouble-free right now. i do have a construction issue i'm following. this is in chester, route 13 southbound at route 322. one lane is closed. be aware if you're headed out in that direction. route 13 is in play because that is an alternate route for 495. the closure we've been following for several weeks because of the emergency construction on the christina river bridge. 495 in delaware closed between terminal avenue and 12th street, exits 2 and 3. alternate is 95 or route 13. then taking a live look at new jersey, this is the 42 freeway. things are looking great in both directions if you're headed back from the shore early this morning, the parkway and the ac expressway look clear as well. a story breaking right now. philadelphia's homesburg homehood, police have shot down with a city block as they deal

with a man they believe is armed inside a home there. jesse gary, what can you tell us? >> s.w.a.t. has just arrived, chris. we're at bittman and decatur. s.w.a.t. is moving down the back alley. we're told that a 58-year-old man is inside, barricaded inside a row home on this block with a weapon. early reports at least from police radio are that a woman was trapped, being held at gunpoint inside the home was able to escape. we believe she's with police. she escaped and now the man is inside right now. you can see right here, a philadelphia police van pulling up through the alley. we witnessed two s.w.a.t. officers making their way down the block, moving into position. s.w.a.t. has been notified at police headquarters. we'll stay on the scene and give

you an update in a couple of minutes or so. jesse gary, nbc 10 news. we have this story. jesse gary brought us these details just moments ago as well. a water main break in philadelphia has some streets closed at this hour. .break happened along summerdale avenue between shelmire and glendale. we are told that everyone in that area does have water this morning. right now, the coast guard is still searching for a teenager who was swept away in the waters off ocean city. the 14-year-old whose name has not been released went missing after 7:00 last night near the 9th street jetty. he was swimming with friends when they were all swept out by a rip current. rescuers jumped into the water to pull the group to safety.

>> my daughter heard some people calling, help, help. i ran to the music pier. the lifeguards were all gone. >> we saw two boys walk up inç towels. they went with a paramedic. they were rescued. >> everyone in that group except for the 14-year-old boy made it back to the shore. the coast guard boats continue to search the ocean at this hour. helicopters and beach patrol will be back out at 5:30 this morning. >> investigators are trying to figure out exactly how a security gate at a water ice shop killed a 3-year-old girl in philadelphia's brewerytown neighborhood. winter larkin died saturday after a security gate outside rita's water ice fell on top of her. for several hours on sunday the forensic unit was there looking at ten holes where at one time bolts held that security gate in place to the front of the building at 29th and girard.

investigators say there were no anchors for the bolts in the wall. their hearts and prayers go out to the larkin family but at this time, they cannot comment on the gate's installation, due to the pending investigation. happening now, the murder trial of oscar pistorius has resumed after a one-month recess the former olympic and paralympic runner arrive back in court in south africa earlier this morning. tracy davidson is live in our digital operations center following the details. tracy, already we have big news that will impact this trial. >> right, chris, this development, a panel of psychiatrists has ruled that pistorius did not suffer from mental illness, disease or defect and that he did know the different between right or wrong the night of the shooting. the judge hasn't had time to review the entire report. that's the headline. for now the trial continues. the jury is hearing testimony from a doctor who amputated pistorius's legs when he was a

baby. the prosecutor in the case portrayed pistorius as a hot head and alleges that he killed girlfriend reeva steenkamp after an argument. pistorius faces 25 years to life in prison if he is found guilty of premeditated murder. he also faces years in prison if he is found guilty of lesser charges, murder without premeditation or negligent killing. we'll bring you the latest as it happens. live in the digital operation center, tracy davidson, nbc 10 news. president barack obama will nominate factor procter & gamble executive bob mcdonald to be the new secretary of veterans affairs. he was the ceo of procter & gamble from 2009 through 2013. his nomination comes days after president obama received an internal review of the v.a. that described a so-called corrosive culture that resulted in delays in health care. mcdonald still needs senate

confirmation. pennsylvania lawmakers are scramble toing get a budget passed today, coming down to the wire. the new fiscal year begins midnight tonight. krogh can seat hours, minutes ticking away on the clock for the budget deadline. lawmakers return to the capital last night for an unusual weekend session. they have to get the $29.1 billion state budget to governor tom corbett's desk by midnight. the governor threatened not to sign a budget until lawmakers pass pension and liquor legislation. >> we are seeing high pension costs killing our school districts across pennsylvania. if you combine that with the pension of the state employees system as you know by 1718, it's a $3.3 billion contribution. it's unsustainable to continue that. >> a preliminary senate committee vote last night set up floor votes on the bijette today. we'll keep you posted on how that goes.

♪ one of 16 churches that officially closes at midnight tonight. the archdiocese of philadelphia is merging those churches with other parishes to save resources and boost sustainability in the church. it is wawa welcome america week, a week-long celebration of the fourth of july holiday. one of the many events kicking off the weekend, philadelphia's mural arts program at east park side took place over the weekend. the neighborhood is one of president obama's newly designated promise zones. the mural here is called the north star, a journey to freedom. the artist behind it says it's based on quilts made by african-americans during the civil war. >> because the people who were enslaved that were not allowed to keep maps or pictures of where they were, people would

up. heating us up for philadelphia. dry right now. a few clouds moving in overhead. those clouds will be here this morning but tapering off this afternoon. no showers in the philadelphia area but we have seen a few scattered light showers in the pocono mountains. future weather shows a quick warmup. clouds will get filtered sunshine at 8:00 this morning, 72 degrees. into the upper 70s by 9:00. the clouds still in place this morning but they should be thinning out right around noontime. you'll see the clouds break for sunshine in philadelphia. the temperatures will warm into the 80s this afternoon. but there's hotter weather ahead. we're talking 90s. it may feel like more than 100. the heat wave that is coming, when i come back. >> sounds sweltering. thank you, bill. there's usually not that much traffic out on the roads at this early hour but occasionally things pop up. katy zachry has a look at the

authorities are still trying to determine why this small plan crashed near the delaware river on saturday. skyforce 10 was over the scene in pennsville township.ç this plane ended up in a marshy area near fortmont state park. both men aboard walked away from the crash. family and friends gathered to remember a woman and her 5-year-old grandson who were killed over the weekend. they died saturday when fire

broke out at a home on north 6th street. loved ones gathered outside last night with candles on sunday. the causes that fire is still under investigation. the fire commissioner tells nbc 10 both victims could have bought themselves more time if they had closed the bedroom door as the flames were approaching. firefighters in arizona are burning about 700 acres to try to stop a wildfire from spreading there. the fire has already scorched 8 square miles since last week. no injuries have been reported and no homes lost at this point. bush garden theme park in virginia will re-open today after a bomb threat yesterday. the park was shut down yesterday after an employee found a threatening note. that part of the park was evacuated and no one was allowed to enter or leave. fire crews searched the area but did not find anything suspicious so the park is cleared to re-open. in georgia, prosecutors say a woman searched for information online about kids dying in hot cars before it happened to her 22-month-old son. police say the woman's husband,

justin harris conducted similar internet searches before his son's death. he told police that he feared it could happen and then it did. the boy's funeral was held over the weekend. harris actually called the funeral home from jail to thank those who attended. he says he was supposed to drop off his soon, cooper, at day care but he forgot and left him strapped in his car seat in the back the car for hours. the boy died from heat stroke. police say a weekend shooting on bourbon street in new orleans left nine people injured and was the result of two men who got angry at each other and shot each other. it happened early yesterday in the french quarter. this morning, one of those victims is in critical condition. still no word on any arrests. thousands of people packed 5th avenue in new york and other cities across the country for gay pride parades and festivals over the weekend. before walking in new york's parade, governor andrew cuomo

announced his goal to end the city's aids epidemic. >> new york state paid a terrible, terrible price for this disease. and we've done a lot of work. we've made a lot of progress but we're not going to be happy until we end the epidemic and we believe we can and that should be the goal. >> about 3,000 new york state residents are expected to be diagnosed with hiv this year. nasa is studying the rules of a test flight after launching what it calls a flying saucer. the weekend experiment off the coast of the hawaiian islands is being used to one dayen lad on mars. the parachute did not fully open before splashing down in the open. nass is is still calling it a success. so far, nasa has spent $150 million on the project. if you're one of the many

it's 4:24, from the jersey shore bureau now, this important, five people are safe after a coast guard rescue. video of that here. the fishing boat started taking on water yesterday about 35 miles east of cape may. crews say there was about 3 feet the water in the boat when they got to the scene. they rescued everyone on board.

as we head into the all-important fourth of july holiday weekend, gas prices are hitting a six-year high for the weekend of the fourth. according to aaa, the national average for a gallon of regular is $3.68. in the five-county philadelphia region you're paying 3.7. delaware, $3.66. in south jersey, $3.55. experts say political unrest in iraq is at least partly to blame. >> unexpected, iraq is the second largest oil producer in opec. that fear in the marketplace that the rebels can take over is what's driving up the cost of oil and gasoline prices here at home. >> and gas of course isn't the only travel expense that will be higher this year. airfare and hotels are up 5% over last year's holiday weekend. now your nbc 10 first alert weather. >> 67 degrees here at nbc 10. a few clouds that are moving into the area. we'll see temperatures with some sunshine this afternoon as those clouds move çout, head into th

with his first alert forecast. >> a few clouds enter the picture this morning. those will be around this morning and then out of here for this afternoon. that will allow things to warm up. right now, center city is cooling down. 67 at nbc 10. the satellite imagery showed them. that line of clouds is starting to thin out. there were a few showers to the north but they have since ended. now we're looking at scattered clouds in the area and temperatures that are mainly in the 60s, the i-95 corridor. with cloud cover it's warmer for reading and allentown both at 71 degrees right now. 68 in philadelphia. millville with clear skies, 62 degrees. forecast for today is calling for a warmer day today. we'll see the temperatures start to climb first thing, 70 degrees, 75 at 9:00. then it's into the 80s and climbing at lunch time today. neighborhood by neighborhood forecasts when i come back. first, katy zachry has your traffic. >> good morning, bill.
