good morning, bill. >> it's a muggier morning. we're five degrees warmer than yesterday at this time. that is a dry view of center city, no showers in the area. we will see cloudsç popping up during the day today. for now it's the temperatures that have come down but not as far as yesterday. 69 in mount holly, 67 in mount pocono. the rest of the area in the 70s. 70 in trenton and 73 in wilmington. more clouds and humidity, 73 degrees at 7:00. by :00, 80 degrees. by noon, in the middle to upper 80s. we're destined to the 90s this afternoon. we talk the potential for big storms later in the week when we come back. first jillian mele has your traffic. >> good morning, bill. we're starting off this tuesday morning with a few problems out there, including emergency road work in lower merino township,

conshohocken road closed. montgomeryville, rockland park drive closed. this is a look at 59 on girard avenue. you can also see it's not causing delays right now. chris? new from overnight, a man is in critical condition after a man was shot in the chest. a man in his 20s was found slumped over a car on 46th and paris streets in west frd. police don't believe the shooting happened there. they're still working to figure out exactly where that man was shot and who pulled the trigger. pennsylvania lawmakers worked late into the night to approve a budget for the new fiscal year which begins today. that plan has not been signed by governor tom corbett. nbc 10's katy zachry is live in center city this morning to explain why the governor is holding out.

katie? >> until the budget is signed by governor tom corbett, philadelphia mayor michael nutter says he is staying in harrisburg along with vincent hughes. the spending plan repairses a large deficit without raising taxes. it was passed by republican majorities in both houses. democratsç contend it relies t heavily on one-time revenue services. he said because pension reform was not addressed, he will not immediately sign it. another sticking point, the cigarette tax that would inject philadelphia public schools with nearly $80 million. that was not part of the passed budget and is being voted on separately today. there was political maneuvering over the cigarette tax last night. the bottom line is the senate will vote on it today. that will be followed by a house vote. keep in mind how vital this is for the city of philadelphia's public schools. it would inject $80 million into the public school system. coming up in the next half hour,

you'll hear from lawmakers about it. reporting live in center city, katy zachry, nbc 10 news. >> this have our nbc 10 trenton bureau. new jersey does have a new budget in place. governor chris christie signing that spending plan late yesterday. he used his executive power to veto two tax hikes and cut back the state's contribution to pension funds for public workers. unions for public workers are suing the state for full pension funding to be restored. happening today, remembering the three israeli teens whose bodies were found monday almost three weeks after they disappear. tracy davidson is live in the digital operation center. one of those teens has family in this area. >> there's been an international uproar over this but it does have local ties. we spoke with relatives of 16-year-old neftali frankel. they were praying for his safe

return. that was not to be. people will remember frankel and the other two young men at old city congregation mix of israel. israel says the group will pay a heavy price for their deaths. large crowds gathered last night at three separate candle light vigils. their bodies were found under a pile of rocks 15 miles from here. the country's president says all owing their heads today. meantime, the israel military raided the best bank home of one of the people suspected of killing the israel teens, stepping up their air assault in the gaza strip firing more than a dozen rockets. hamas has not claimed responsibility but they have not denied they kidnapped those three teenagers.

police say the death of a 15-year-old boy is a dangerous reminder that it's illegal to swim in creeks in philadelphia. police say he and some friends were swimming in juniata park, fra frankford creek. the boy's friend told police he did not know how to swim. another sad story. ocean city firefighters plan to check the shoreline again this morning for a philadelphia teen who went missing on sunday. the 14-year-old who still hasn't been identified and a group of friends were swept away by a rip current off the 9th street beach. the coast guard search for the boy was called off last night. from our south jersey bureau, in about four hours, a rare retrieval operation getting under way to remove a plane that crashed in a marshy area over the weekend. jesse gary is live outside the

state park. this is going to be a tough task to remove that wreckage there. >> that's exactly right, chris. the area of the wreckage is marshy and muddy. by foot, even with vehicle, it is difficult to make your way out there, let alone tow the plane out. they're going to use a helicopter to pick it up, lift it and put it right out here where i'm standing. let's take a look at the video. skyforce 10, the best vantage point to see the small single engine aircraft that sits in the mud. saturday, the tower at the new castle county in delaware reported losing contact with the flight shortly after its 10:45 takeoff. it went down on the muddy shores of new jersey a short tilu later. the pilot and passenger suffered bruises but no serious injuries. coming up in the next half hour, i'll tell you the important action or rather inaction the pilot did not take that kept that plane in one piece. it will make it a lot easier to remove it from the mud.

that's coming up in the next hour. reporting live, jesse gary, nbc 10 news. police are trying to determine who is responsible, if anyone, for a faulty security gate. 3-year-old winter larkin was crushed by the 2,000-pound gate when it came loose from its moorings and fell from the front entrance of that shop. investigators returned to the shop on west girard avenue yesterday inspecting doors and awnings. police are trying to figure out why the gate came loose and if criminal charges are warranted. under city code, security gate maintenance is the responsibility of property owners. an update to a story we've been following since last week. the woman seen on this video beating another woman as the victim's toddler watched and tried to intervene is now behind bars. she's being held at the salem county correctional facility on $35,000 bail.

thattette baing happened last week outside mcdonald's in salem city. police say harris accused the woman of spreading rumors about her before she attacked her. when the victim's toddler's son tried to help him mom by kicking harris, she threatened to hurt him, too. from our delaware bureau, the delaware national guard will welcome home the last of its soldiers this morning who have been serving overseas. about 40 members will be reunited with their family and friends in new castle after spending a year in afghanistan. their primary mission was to prepare bases for closure or transfer. now your nbc 10 first alert weather with meteorologist bill henley. >> a steamier start this morning. it is going to be a hot and humid afternoon. the temperatures will be climbing into the 90s today. you'll feel the humidity. noticeably higher this morning. strong storms expected this week. we may see the first of those storms arrive later tomorrow but

that will not be the end of them. in addition to thunderstorms, we're also watching for the formation of the first tropical storm of the season. arthur may be hours away from becoming a tropical storm. right now a tropical depression off the east coast of florida. our skies right now are clear. 72 degrees in allentown, northeast philly is at 74 and 71 in atlantic city. everybody is a little bit warmer this morning. you can feel it this morning. it is dry otherwise, no sign of any showers this morning. but we could see an isolated shower pop up this afternoon. more likely wet weather will hold off until tomorrow. we are in the clear for now. but slowly marching our way as a cold front with strong storms moving into the ohio valley, that is going to start impacting us for tomorrow and into thursday. but that's not all. we're also watching this area of showers and thunderstorms off the east coast of florida. and that very well may become tropical storm arthur. we're watching those areas very

the eastbound side of the bend, part of theç long-term rehab project. the bridge itself is looking good. the 5th street tunnel is close because of construction. that is closed until wednesday. right around 2:00 on wednesday, so keep that in mind. we have another day and a half of that closure. route 22 at airport road, you can see it's a quiet start up there. 22 is clear, so is 78. as far as the northeast extension, some of the normal construction there. this video just in from the scene of a shooting. police are investigating this in germantown, the 4600 block of germantown avenue. we're told a man was shot in the arm around 3:30 this morning. he turned up at the hospital. no word on his condition. so far at this point, no arrests. you've been warned. next, one more thing you can't do in the city of philadelphia starting today. also, computer combustion, a

4:15 on tuesday morning. happening today, it's july 1st which means new laws are going into effect including this one. it's now illegal to smoke e-cigarettes in public places in philadelphia. this ban includes restaurants and bars. also starting today, kids under the age of 18 are banned from buying e-cigarettes.

businesses caught selling to those minors could face fines of up to $250. from the nbc 10 south jersey bureau, we now know the cause of an i'll spill that created a stench in washington township. a resident was cleaning algae out of a backyard pool and dumped thatç into a truck that was cleaning the sewer system. that was then dumped in a lake. no drinking water was affected. a woman is suffering burns. she smelled something sunday afternoon, then she heard a weird sound coming from her six-year-old dell. seconds later it exploded. her carpet caught fire, her shirt was on fire. she was glad it was at home when it happened. if she hadn't been, she says her house may have burned down. >> i realized the rug was

burning down there. i took my shirt to smother that. then all these little fires started popping up. i was hitting them. >> she also took the dog and water bowl and doused the flames. she was treated for chemical burns. an acoustics expert is on the stabbed in the oscar pistorius murder trial in pretoria, south africa. prosecutors are cross-examining that acoustics expert. this comes just one day after a panel of mental health experts found that pistorius was not mentally ill when he shot and killed steenkamp. a supreme court ruling will allow some corporations to opt out of a requirement to provide birth control to employees under obama's health care law.

heavy weather possible on thursday. we're seeing some scattered light clouds in the area but thicker clouds are to the west and these are storms that are slowly pushing toward our area. expect those to start moving in tomorrow afternoon. before they get here, the humidity is already surging up. you can feel the difference this morning. this may very well become tropical storm arthur. hasn't formed yet. the computer models are suggesting it's forming and then heading to the north, possibly affecting the carolina coast by late thursday afternoon and then taking a bit of a turn, takes it offshore but even if this is correct, we can still see rain from this system on the fourth of july. for today at the shore, it shouldç be dry and warm. high of 80 degrees. a bit breezy, too. winds up to 20 miles an hour, some higher gusts and the chance of showers and thunderstorms for the shore and the beaches will be increasing later tomorrow. thursday could turn stormy with

temperatures in the 70s. >> 20 minutes after 4:00 now. if you're driving along i-95 in delaware county, you may hit delays this morning. that kind of goes without saying the past several mornings. penndot crews are patching the highway from the philadelphia to the delaware state line. there will be lane restrictions from 9:00 to 3:00 this afternoon. construction crews will also be repaving part of the blue route from route 30 to route 1. we go to nbc 10 traffic reporter jillian mele. >> we have road work out there right now, including on 95 near girard. we have some of the normal spots for drivers in new jersey, 259 right near 42. the blue route itself is looking good, this is 476. both directions are clear. drive times on the blue route, between 76 and 95, 18 minutes both ways. lower merion township,
