we'll see bright sunshine. yesterday morning we started off clear in philadelphia. same story this morning. and yet there were some areas of fog and we've got that this morning in pocono mountains. hazelton says fog down to half mile advisabili visibility. we'll have a quick warmup. 71 in philadelphia. 64 in trenton. hour by hour forecast calls for plenty of sunshine. low 70s at 9:00. 83 degrees at lunchtime. hour by hour forecast when i come back. neighborhood by neighborhood but first jillian mele has traffic. >> an accident in bucks county southbound bethlehem pike which is 309. you can take county line road if you need to get around that this morning. this is 95 right at the girard avenue interchange. no delays to report on 95 in this area in either direction.

that's good news heading into new jersey, 73 is clear right at 295 and at 295 we have construction southbound between rancocas road, route 43 and route 38 exit 48. left lane will be blocked until 6:00 a.m. we're following this breaking news overnight. fire tears through an apartment building in north philadelphia forcing people to flee their homes. nbc 10's katy zachry is on the scene. this could have been worse if firefighters hadn't made quick decisions when they arrived on scene. >> reporter: we're at the apartment complex where this broke out near grant and ashton streets. they got here just before midnight and they saw the smoke and flames but when they arrived, they said they did not hear any audible fire alarms. instead of attack the fire off the bat, all of the firefighters who were here, some of them broke up the work and went in

through the hallways knocking on doors alerting people that they had to get out because their building was on fire. the fire appears to have started from the top floor. people tell me they could see flames and smoke early on. the firefighters again did not hear an audible fire alarm going off told people to get out of the building. they pulled the building alarm and called for backup knowing resources were going to be tried because half would be inside to alert people to get out and other half would be fighting the fire. >> the lieutenant upon arrive did not hear an audible alarm and he immediately pulled the station inside there and activated the alarm and evacuated the building by knocking and hitting every door. >> reporter: and of course firefighters are using this as an example of why you need to make sure your smoke detectors that you have are working smoke detectors. they use this as an example of safety. red cross is helping five people

who have been displaced. the red cross was here when we pulled up. they have since left. no firefighters here. a restoration team looking at the building right now. fortunately there were no injuries to the people who live here or to firefighters. reporting live in northeast philadelphia, katy zachry, nbc 10 news. this is what else we're following on this tuesday morning. a developing story from the mid east. a new jersey man may have been kidnapped studying in israel. we expect to learn more about the search for him later this morning. tracy davidson is live in our digital operation center now where she's been following details on the disappeared of aaron sofer. >> he disappeared on friday while hiking with a friend in the jerusalem forest. members of his community fear he may have become a victim of the gaza/israeli conflict. he became separated from his friend while making their way along a steep incline in the forecast. he's not been seen sense. israeli authorities launched a massive search and rescue

operation involving thousands of volunteers but so far there's been no trace of sofer. back in june a lakewood teenager was killed in the west bank when he and two friends disappeared while hitchhiking home. their bodies were found two weeks later. hamas militants claimed responsibility for the murders and it was one of the key factors leading to summer conflict between israel and hamas. the sofer family is in israel right now and later we'll hear from the mayor on efforts to find sofer. tracy davidson, nbc 10 news. police are questioning a person of interest who lived with the two women who were found murdered inside their northeast philadelphia home over the weekend. 67-year-old dolly evans and ruby thomas were shot execution style at their home. investigators say thomas may have been strangled.

the person of person was seen leaving shortly after gunshots were heard. so far no one has been arrested. a stray bullet came within inches of a sleeping toddler. look at this photo. it shows how close that bullet came to the 3-year-old boy's crib. you see hole in the wall there. gunfire erupted at 6th and walnut sunday night. bullets spreading down much of the block. no one was hit but it's the second time a shooting has happened in that area over the past ten days. >> that was my great grandson. if he had stood up, he might not be here today. >> there's something going on in that area that we need to look into and it's very serious. >> police went door to door last night asking neighbors for any private surveillance video they might have. so far they only have a vague description of two men seen running away. happening today, prosecutors will continue laying out their case against the philadelphia woman charged with kidnapping and raping a 5-year-old girl.

nbc 10's jesse gary joins us live from the criminal justice system in center city. day one of that trial yesterday brought us startling testimony about how that girl was abducted from her kindergarten classroom. >> reporter: they'll put that girl on the stand to give her accounts of the crime but before that more prosecution witness testimony as to how this crime actually happened. let's look at our video. yesterday the woman assigned to do security at bryant elementary school admitted she never checked the identity of the person that took the victim out of the building last year and that woman knew the child and planned the kidnapping. lawyers said she blindfolded the girl, put her under a bed naked and terrified and then sexually assaulted her with an unknown object that left wounds requiring surgery. the child isn't bound by the court imposed gag order. >> she had the most brutal,

horrible, assault on her that you could imagine and it is something that is unthinkable and something that needs to be punished. >> defense attorneys said a woman wearing a burqa in the surveillance video is larger than his client. another update in the next hour. we're live in center city, i'm jesse gary, nbc 10 news. surveillance planes are flying over syria to get intelligence on islamic state in syria known as isis. this could lead to u.s. air strikes after isis announced it murdered an american journalist and threatened the lives of more u.s. hostages. syria's foreign minister says they're ready to confront isis but the u.s. should not carry out air strikes without syria cons sent and uncoordinated attacks would be seen as aggression and air strikes alone are not enough to deal with

isis. cristobal is now a hurricane as it continues to move across the caribbean. lifeguards at the jersey shore warning people about dangerous rip currents this week caused by cristobal, onshore winds and a new moon. because of that threat, some shore towns are restricting how far people can go into the ocean. the rules in harvey cedars say knee deep it the limit there. >> guards are being extra vigilant keeping people in front of them. shallower than we normally allow them to go. >> this comes during the last big week of summer when there are fewer lifeguards on duty because many have gone back to college. clear skies this morning and it's a warmer start this morning. it's going to be a warmer day. we've got sunshine in store for us and a lot of it. we're watching a hurricane well offshore. it may come close enough for rip

tide risk along the coastline including delaware beaches and the jersey shore. temperatures in the 50s and 60s. 55 degrees in mount pocono. 64 in trenton and wilmington is 65 degrees. nice and clear view of boathouse row. very little wind right now. there won't be much wind during the day today. at times there was a light breeze yesterday. we saw light fog yesterday morning. now it's back down under two-mile visibility for allentown and half mile in hazelton area. no fog along i-95 corridor and at the shore it's nice and clear with ten mile visibility which clears the way for plenty of sunshine today. we're watching the satellite imagery. a few high clouds overnight have fizzled. no sign of any rainfall in our near future. there are some clouds to the west and some of these clouds will be held off by the high pressure that is going to stay with us today and tomorrow. so the forecast is looking sunny

and warmer with afternoon temperatures in the middle to upper 80s. closer look at where that hurricane is going when i come back. all right, bill. thanks. let's see if there are any construction projects that could slow you down on the roads this morning. jillian mele has a look at that. >> we do have one on 95 northbound between batram avenue and girard bridge. it's tough to see but we have cones set up in this area. we develop have lane restrictions. good news is it's not causing delay on this portion of 95. also watch for a little spot of construction in this area on the southbound side as well. and heading to colmar, accident blocking southbound side of 309 in that area. you can take county line road as an alternate if you need to get around that and we're hearing about a water main break for drivers in new jersey to be aware of happening in clayton. route 47 near high street lane restrictions there as well.

another day of cleaning up and assessing the damage from the powerful earthquake that hit california's wine country on sunday. bricks and stones from historic buildings crumbled on streets. power and water were knocked out for thousands of people but as of yesterday afternoon almost all gas and electric had been

restored. at least 49 buildings in napa have been declared unsafe and that number may grow. a soldier who barricaded herself inside command headquarters at a virginia army post and then shot herself yesterday has died. the soldier holed herself up in an office at ft. lee yesterday morning and shot herself as police were negotiating with her through the closed door. the soldier had been in the army for 14 years. her name has not been released. former fbi director is recovering at a vermont hospital after being seriously injured in a car crash. the 64 year old drove his suv off the road hitting a mailbox before coming to a stop. he's a former federal judge to led the fbi from 1993 to 2001 and as you will recall he was hired by penn state to investigate the handling of child sex complaints involving jerry sandusky. investigators are trying to figure out what went wrong when

a mortar round exploded killing two people. the investigation will focus on whether proper procedures were handled. officials call it the first crocodile attack in the u.s. a nine-foot crock bit a man and woman swimming in a canal on sunday. the man suffered multiple cuts and the woman was bitten on the shoulder. officials say there are clear signs in the area warning swimmers to avoid swimming because of crocodiles. a massachusetts beach was closed for several hours yesterday after a police helicopter spotted a great white shark nearby. you see video there. the shark could not be seen from the shore but lifeguards told everyone to stay out of the water for two hours as a precaution. some swimmers rode a sign on the beach that said you're going to need a bigger boat. famous line from the movie "jaws" which was shot in massachusetts. a nebraska man is cooling

off in prison this morning all because of his ice bucket challenge video. this was found to happen. 20-year-old morris of omaha posted his video to facebook but someone recognized him as a man wanted for violating parole and they recognized the house in the video as well. made it pretty easy for the cops. they showed up to arrest him and morris lied about his identity and then resisted arrest. now to news from our delaware bureau, a police dog took down a burglary suspect who picked a strange time to take a nap. at a home, a resident found the man sound asleep on the bedroom floor. they called police. police sent in a canine. the dog found the suspect hiding behind the bed. he had several pieces of the victim's jewelry on him when he was arrested. this out of jersey shore bureau now, a cape may county mosquito control helicopter landed feet away from homes

yesterday. sky force 10 over the scene yesterday morning. the pilot and a county employee onboard were not seriously hurt in this crash. federal investigators are looking into what brought it down. members of an atlanta count community told the school board how they feel. some people say they are paying 30% more on their property taxes. they say that increase could force them out of the township for good. >> any increase as far as we're concerned is not acceptable. we're looking for decreases. the only way we're going to lower our tax burden is by lowering the school budget. >> they had some ideas for the school council including doing away with extracurricular activities like indoor hockey and flag football. getting ready for another

some students in this area have already gone back to school. the ben salem district began classes yesterday with a staggered start. other bucks county schools including bristol township begin classes next week. teachers there are still in contract talks and working under a 2011 pay freeze. we now have details of the taney dragons. yesterday morning the team stopped by the "today" show in new york to talk to matt lauer about its amazing time in williamsport. the dragons may not have won the series but they won the hearts of fans across the country. the first team from philadelphia
