police say they pulled over a black nissan, and as officers approached the car, the driver took off, tried to hit an officer. police shot at that car, which later turned up at frankford hospital south. a woman had been shot in the leg. several people are in custody now. it's here. today is the first day of school for students in the philadelphia public school system, but with the threat of more budget cuts, the new year begins on a note of uncertainty. nbc 10's rosemary connors is

live outside benjamin franklin high school in spring garden. rosemary, it's time for the students. >> reporter: yeah, absolutely, chris. yeah, it is time. school is opening on time for the 130,000 students here in the district, but both kids and teachers are going to be forced to make due with less. the philadelphia school district is facing an $81 million deficit after major budget cuts already. that includes a $32 million slash in services just last month so that classes could begin as scheduled. that means that today children will see less support staff in their schools, like counselors, nurses and police officers. also, students may have to bring their own cleaning supplies because janitors will be coming to campus less frequently. massive layoffs could be coming down the pike a little later this fall if the pennsylvania legislature does not approve the $2-per-pack cigarette tax that the district has already factored into its budget. they're counting on that money. legislators, by the way, are back in session one week from today, so all eyes will be on harrisburg next week.

remember, the school district does not have independent taxing authority, so that's why they rely on that funding from the city and from the state. now, we've been talking to both parents and grandparents who understandably are concerned for their children's safety, for their children's future, for the future of their education. coming up at 4:30, you'll hear what some of them are planning to do to make sure that their elected officials hear them. reporting live from spring garden, rosemary connors, nbc 10 news. and today, fathers around @ne country and in this area @?@? take part in what's called the million fathers march. the purpose is to show that involved fathers are vital to a child's life. dads are encouraged to walk their kids to and from school today. today's march in philadelphia begins at 56th and masters streets and will end at commodore barry promise academy. and school superintendent dr. william hyde will help usher in the new school year today. he will be greeting students at linc high school in hunting park this morning. later, he'll join mayor michael nutter for lunch at swinson arts

teenagers punching and kicking a mentally challenged man in newark, new castle county. police confirm at least five separate attacks on that victim. high school senior angeli senk marrero posted clips on instagram with #thebullyproject. >> it was just disturbing either way that you can stoop down to the level and bully somebody who can't defend themselves at all. [ bleep ] >> the victim was injured in one of the attacks. he was treated at the hospital and released. and again, new castle county police say a 13 and 14-year-old have both been charged. charges include offensive touching, assault on a vulnerable adult and conspiracy. you can read more about the investigation on nbc10.com. live in the digital operations center, tracy davidson, nbc 10 news.

six minutes after 4:00 a.m. now. happening today, an atlantic county teenager who was killed in a chain-reaction car crash will be laid to rest today. a viewing will be held for 14-year-old ashlyn cook at our lady of sorrows church in lynwood this morning, followed by her funeral. ashlyn and four of her friends, all soccer players at mainland regional high school, were on their way to a tournament when their car was hit by a truck on route 40 in hamilton township. police are still investigating that crash, which involved a total of three vehicles. in the atlantic city casino crisis, today new jersey governor chris christie's holding a summit on the future of atlantic city. the governor's office says 35 to 40 state and local leaders will attend the closed-door meeting that will be held at the offices of the casino reinvestment development corporation at 2:00 in ac. this comes after the recent closings of the showboat and revel casinos. trump plaza is set to close next week. and last week, sources told nbc 10 news that trump taj mahal may soon send out notices to its

workers about mass layoffs and a possible closure. you can count on nbc 10 for continuing coverage of the casino crisis. we have an entire section at nbc10.com devoted to the economic impact. there you can find information on resources for casino workers who are looking for new jobs. also happening today, trial is set to begin today for a south philadelphia man accused of hitting a pedestrian in old city in july. police say 31-year-old chafia ali ran over that person crossing market street near second street and they say he tried to speed away. bystanders stopped him. that arrest comes two months after ali was involved in a road rage case in center city where he's charged with shooting a bb gun into a car with two women and a baby inside. this afternoon, the trial resumes for the woman who's charged with abducting a 5-year-old girl from her school and sexually abusing her. prosecutors say christina ragosters took the child out of bryant elementary school in january of last year. this is surveillance video of the alleged abduction.

her and valerie williams took the stand, her aunt. there were gasps as williams identified the jacket seen on that girl in the video as belonging to her. she testified that she had come to believe that her niece did bring the girl to the house where they both lived and sexually assaulted her. law enforcement experts are expected to take the stand when the trial resumes today. a cool start to our monday morning, and at least it's not muggy, too, and we remain dry at this hour. live look outside, looking at center city now from our aqua cam. you can't see it. we've got clouds overhead and we've got some stars out there, too, but that's going to change later on today, as we do expect more clouds for your monday, unfortunately. it's going to be cooler than average, though, for the day today. i know we all like that. normally, we're typically 81 degrees for this time of the year. i don't think we're going to reach the 80s throughout many of the neighborhoods. we have a chance of showers also

in the forecast, not in all areas and we're not looking for a big washout, so we'll pinpoint exactly where you could see those showers coming up in just a bit. outside right now, 58 degrees for the lehigh valley. look how cool it is in pottstown, 56 degrees right now. west chester currently 63, bensalem 63, bruce trenton at 63 along with mt. holly. west chester at 63 degrees. philly 68, millville at 66, dover at 64 and 64 for atlantic city. we're in the 70s already for stone harbor at 73 degrees this hour. more clouds for you, though, later on today. so, we are looking at mainly clear skies though, in the poconos, believe it or not. and we've got this low off the coast of the carolinas that's going to stream in the clouds that we're going to see for the day today. the chance for showers really exists south of philly, mainly into delaware, and of course, the shore, where it could be breezy at times, too. so, those are where we'll really see the clouds. chance of showers really south

isis has released a new

propaganda video showing how the group uses high-tech tactics to capture an air base in syria. they used surveillance drones to help plan their attack. isis has also used google earth to pinpoint locations of syrian government forces and other rebel groups. the video also shows the mass execution of hundreds of syrian soldiers. meantime, lebanon's prime minister has urged his countrymen to remain calm as anger grows over the capture of soldiers and police by isis in syria. his televised address came after pictures appeared on the internet showing isis militants executing a lebanese soldier. that soldier and about 20 others were seized after isis overran a lebanese border town last month. today, lawmakers on capitol hill will get back to work after their five-week summer recess. president obama plans to meet with congressional leaders at the white house tomorrow before laying out a strategy for combating isis in a speech planned for wednesday. also on the to-do list for lawmakers, a vote on a spending measure to keep agencies funded through mid-december. well, you've got to see this. there is anger in argentina over this video that appears to show

a police officer faking being hit by a car. this happened during a demonstration by auto parts workers in july. the video shows the officer throwing himself on the windshield of a car, then falling to the ground. you'll see it here again in slow motion. later, police actually banged on the driver's window, dragged him out and arrested him. the incident is being investigated, but argentina's top security official is defending the officer, saying the officer was fulfilling his duties. well, joan rivers got just what she wanted, a star-studded funeral in new york city. ♪ >> bagpipers there with the new york city police department playing "new york, new york," as the mourners left the temple yesterday. rivers's daughter melissa and grandson cooper following them out. the send-off for the comedienne featured a surprise eulogy by radio personality howard stern. in her latest book, rivers wrote that her funeral should be

"hollywood all the way," and it certainly was. an arrest warrant is out this morning for a man suspected of shooting a man six times outside a west philadelphia store. that victim, edward lynn, paralyzed from the waist down. you see him here. police say he was shot after accidentally bumping into the suspect on his way out the door. a camera outside shows the gunman firing there. the victim was hit six times. the lead detective on the case says the name of the suspect is allen stokes. he has been charged but has not been arrested yet. police are also looking for the gunman who held up a convenience store near a local college campus yesterday morning. it happened at this 7-eleven on city avenue in lower merion township across from the campus of st. joe's university. investigators say the man got away with an unknown amount of cash. all right, so, a new book claims to have unlocked the mystery of the notorious london serial killer jack the ripper using dna evidence. the book's author says he has proof the identity of the killer is a polish man named aaron kosminski. he claims a tiny trace of dna oh

a victorian shawl links him to the murders of five women in london in 1888. that shawl was found next to the body of the ripper's fourth victim. the author purchased the shawl and passed it along to a forensic scientist, who says dna doesn't lie. >> if you have a long stretch of human dna, it doesn't appear from nowhere. so, that's how sure we can be. >> i'm 100% certain, definitive proof, conclusively proven. put the case to bed. >> now, kosminski was working as a hairdresser at the time of the murders. he was one of the original six suspects in the jack the ripper killings. a philadelphia church is saying thank you to those who protect and serve the community. nbc 10 was outside the church of christian compassion in west philadelphia yesterday. church leaders and members wanted to show their support for first responders and members of law enforcement, so they threw them a big party. >> have some local heroes here that we really wanted to

appreciate and let them know that, you know, what they do we don't take for granted. >> now, the celebration, complete with games, a little dunking booth action there, also marked the second anniversary of the new church building. happening today, the pearlman school of medicine at the university of pennsylvania celebrates its 250th birthday year. a cake-cutting celebration will be held at university city school this afternoon. penn alumni, faculty, students and staff are invited to the event. at 250 years old, the pearlman school of medicine is the nation's oldest medical school. that should be a lot of candles on the cake there. heavy rain led to widespread flooding over parts of northeastern florida this weekend. look at this. parts of columbia county saw up to 8 inches of rain. more is expected today. and with the peak of hurricane season just around the corner, people who live in that area are watching the forecast very closely.

a fantastic monday morning, because most of the area nice and cool this morning, rather than warm. temperatures right now in the 60s at this hour. currently 68 degrees for philly, 64 for cherry hill. northeast philly 64 degrees. horsham, you're at 59 degrees this morning, and we're at 66 in bridgeton. elsewhere, we head up to the lehigh valley, cooler up there. fewer clouds in the lehigh valley this morning. that's allowing some of the heat to radiate back into the atmosphere, and that's allowing some cooler temperatures this morning, too. quakertown 55 degrees, reading just shy of 60 for you, 66 for pottstown, 59 doylestown. down the shore, milder this morning with those clouds we're seeing hugging the coast. beach haven 73 degrees, atlantic city, same for you. avalon 73 and cape may also 73 degrees. woodbine 64 for you in dover 68. wineland checking in right now at 74 degrees for this monday morning. look at the 24-hour change. notice like we talked about those areas that didn't have the cloud cover, this is exactly where we're cooler right now, six degrees cooler. other areas right about the

same, maybe three degrees cooler for millville and atlantic city. radar shows dry conditions with the exception of areas down south. look at this. down in kent county, a few light showers moving through that area there. that's our best chance of any type of showers, will be down south of the i-95 corridor, all due to low pressure here that's hugging the coastline, pushing out to sea. but it is streaming some clouds that we're going to see for the day today. we think we'll get some clearing later on in the day, but mainly points, well, from philadelphia up to the north. notice as our future weather shows, most of the clouds down towards the coast, all the way down to delaware. we've got clearing later in the afternoon for philadelphia. and then tomorrow looks like the showers will be returning. so, your forecast for the day today, partly cloudy to cloudy in the morning, clearing by midday and then clouds and sun in the afternoon. 77 looks to be our high for the day today. that's below average for this time of the year. more clouds for tomorrow with the chance of showers. and dry by wednesday. that chance of storms returns by thursday. it's going to be hot and muggy again. and then we've got some clearing

and cooler temperatures by the end of the week. well, with the first day of school for philadelphia students today, it will be a busy one on the roads this morning. you can guarantee that. nbc 10's first alert traffic reporter katy zachry is here to tell us get ahead of the slowdowns. katy? >> chris, it's a monday in september and i think your prediction is right, we're going to see a lot happening on the roadways. fortunately at this time, though, things are not really busy out there, so that's great. this is a live look at 95 right near bridge street. this is around the cottman avenue long-term construction area, but as you can see, it's not really delaying anything. your majors in delaware and new jersey look good as well. there is some construction you should know about on the pennsylvania turnpike westbound approaching willow grove, which is exit 343. the right and center lanes are blocked. so, those two lanes are blocked, so just be aware of that, but that's going to lift between the 5:00 and 6:00 hour, so that will help things there. looking at the lehigh valley right now, 22 and 309 look clear as well. well, more problems this morning for the nba and one of its team owners.

another nba team is on the market following a racially charged disclosure from its owner, and this comes, of course, just after weeks of the sale of the los angeles clippers and donald sterling's downfall. atlantic hawks co-owner bruce levinson has confirmed he's selling his controlling interest in that team because of an inflammatory e-mail he wrote two years ago. we still don't know what prompted the e-mail to come out

now, but it details levinson's concerns about low fan attendance and the makeup of the team's fan base, saying that the mainly black crowd scared off white ticket-buyers. levinson now calls his words inflammatory nonsense and says that selling his share is in the best interests of the team. well, the first half wasn't pretty, was it? but the eagles' defense dominated in the second half, and they righted the ship and the eagles pulled off a win in their home opener against the jacksonville jaguars, thank goodness. quarterback nick foles was ugly early on, getting sacked and making bad decisions like this interception in the end zone here, not to mention fumbles. the birds were down 17-0 at halftime, but then the offense came out. darren sproles, a new acquisition, takes off here 49 yards for the touchdown to put the eagles on the board. then later in the fourth, it's the return of the mac. jeremy maclin is back. a 68-yard touchdown catch there. the eagles scored 34 unanswered and beat the jaguars 34-17. so, the final score and the box
