new from overnight, a domestic argument leads to a shooting and now philadelphia police are looking for a man who shot a woman in the face leaving her clinging to life. also today as we get back to school this week in philadelphia, checking in on a local program designed to help kids get to class safely every day. a live look at the city this morning. a lot of clouds out there this morning and those will remain in place for most of the day. a chance of off and on showers throughout the day and we'll look at what's pushing the rain towards us in a moment in the first alert forecast. this is nbc 10 news today dark and early at 4:00 a.m. i'm chris cato.

let's begin with tedd florendo. >> you'll need your umbrella especially for the folks down the shore. we look at the aramark building. windy down the shore as gusts could get up to 30 miles per hour. things are dry so far. if we look down to the south, the system pulling in a lot of moisture and we'll stop to see some of the showers very soon. your forecast today, scattered showers especially down the shore and the beaches and cooler today, notice the high, only 73 degrees. we're usually at 81 this time of the year. of course, there's another chance for tomorrow. we'll have more on your forecast coming up in just a couple of minutes. first, let's get a check of our tuesday morning traffic as jillian mele joins us now and she's back. good morning, jill. >> good morning, tedd.

no accidents to report and overnight construction. a live look at the blue route the northbound side some construction set up as you can see right here. not causing a delay, but lane restrictions in that area. blue route southbound side is looking okay right now. no issues right there. allentown road at reinhart road. that's something we'll keep you updated on. this is a live look in the lehigh valley. route 22 is quiet at airport road. no accidents, no construction here. the normal construction out there on the northeast extension. chris? we're following new from overnight philadelphia police are looking for a man who attacked and shot a woman in the queen city neighborhood. this was no random crime, police believe, right? >> that's right, chris. police believe the person of interest they're looking for is the boyfriend of the woman who was shot and they say he lives at the same residence.

let's take a look at our video. police want to talk to had him about the shooting and attack inside a row home near south fifth and christian street. a woman was shot in the face and in left arm and now in critical condition at jefferson hospital. they are looking for her boyfriend, a person of interest, after a violent confrontation inside the home. live outside police headquarters in center city, i'm jesse gary, nbc 10 news. this story developing overnight. police looking for the attacker who stabbed a man in the stomach at this chinese takeout restaurant. happened at broad street around 1:30. investigators say the victim got into an argument with a man at that restaurant. the man stabbed him. the victim was taken to temple hospital where he is in critical condition. no arrest yet in that stabbing. again, it is the first week of school for kids in the philadelphia school district. and this here there are more

kids walking to school with the help of some adult volunteers. katy zachry live in philadelphia to explain this program and those kids and volunteers walking with the umbrella this morning based on what we heard from ted. the program is called walk safe philadelphia and here in south philly one of the schools where some kids that walk are escorted by adults. walk safe is a recent program that began over the last few years when philadelphia schools closed or consolidated and those existing students were cept to different schools. the city wanted to offer a safe way for those kids to walk into new neighborhoods by having adult volunteers who know the area escort kids to school. it cuts down on the number of fights that break out between kids and plus it builds a bond. >> if our volunteers come out, they see that this person is dependable, they're concerned. and it's a beautiful feeling that even through the summertime, they will run up to

our volunteers, i remember you. >> and the walk safe philadelphia program is part of the safe corridors program, a larger umbrella program that's been on the books for about the last ten years and it places adult volunteers on the corners and along the street stretches of school just to keep an extra eye on things to keep the police and crossing guards under control. we'll talk more about the program in the next half hour. reporting live in philadelphia, katy zachary. in the garden state chris christie will be joined at the community family school on west avenue. the governor will then give a speech at the school's library. happening today, voters get to cast some ballots in delaware primary election. polls open from 7:00 a.m. to 8:00 p.m. you have republicans running for

the gop nomination for state treasurer and then democrats brenda mayrack are trying to win their party's nomination for a state auditor. the atlantic county prosecutor's office is facing hard questions this morning after new video surfaced yesterday of nfl player ray rice knocking out his then fiancee at revel casino. tracy davidson is live. this video continues to shock people this morning and many people are wondering, did ray rice get off too easily not with the nfl but with the state of new jersey? >> did the prosecutor's office have that tape and still make that plea deal and did the prosecutor's office give that tape to the nfl, the nfl says no. the prosecutor's office says if ray rice completes that rehab program, the case against him will not be reopened. but here's the video, a lot of people have already seen it. watched it over and over again.

tmz posted the video yesterday morning. it shows the football star knocking out his future wife inside an elevator. after it was posted online, the ravens fired rice and then the nfl suspended him indefinitely. both organizations claim they've never seen that video before yesterday. the ravens coach decided to release rice after team executives watched the video. >> it changed things, of course. it made things a little bit different. it is tough, it is hurtful and, my pain is for both of them as a couple and going forward. my hope is that they can make it work. >> now, rice is a prominent iilumnigh of rutgers. we talked to football coach there, as well as students at rutgers camden about the video. >> as a husband and as a father, there's nothing that could justify what i saw on that video. this is a sad day for ray and a sad day for rutgers. >> he could really hurt someone

happening today, a new television commercial that protests pennsylvania pigeon shoots will be unveiled in harrisburg. that commercial will be narrated by game show host bob barker. it calls on state lawmakers to pass a bill that would outlaw cats, dogs, pigeons and other animals as live targets. we'll call it umbrella tuesday as we have showers that we be moving through the area and some occasional rain at times. cloudy, as well. cool for the day today. where normally we're in the 80s today stay in the 70s and no where, no where will hit the 80s for the day. that's for sure. showers a chance for tomorrow, too. a cool week. one day where those numbers are going to shoot up and then go right back down to the 70, again. current conditions outside right now, we are cool out there with those clouds that we're seeing. currently 68 degrees for philly

and pops down to 62 and mile down the shore at 70 for atlantic city along with dover. 65 from millville and 66 degrees for your current temperature. the clouds not quite too thick this morning, but we have the high clouds right now. no real big echoes coming back on the radar and we look to the south here. this system is a lull and slowly crawling up the coastline here. eventually this moisture you see aloft here will push through the area. mainly through the coast and the beaches and we can't rule out some of this streaming out towards philly and those points north. the farther north you go the chance of that reaching you, just a very slight chance. futurecast shows as the morning moves on scattered, spotty showers here and some of it occasional rain at times. clouds throughout, throughout much of the day and then also the afternoon, too. we also have a chance of showers, and tomorrow morning, still got another round of that possible before it starts to

clear out by tomorrow afternoon. 8:00 a.m. 66 degrees and showers around the region and 77 showers at 11:00 a.m. and then by the afternoon also some showers. our high today only 73 degrees. like we said, we're looking at a cloudy, dreary day today. down the shore is where we'll start to see some of that rain and keep in mind it is going to be windy and a high risk for rip currents today and tomorrow. tomorrow some morning showers before we turn mostly cloudy and wind slightly breezy also for tomorrow. the windy day today will be down the shore. seven-day forecast drying out slowly by wednesday and hot and humid for thurz and after that, though we cool off to the 70s by the weekend. all right, tedd. 11 minutes after 4:00. let's see how your early morning drive is shaping up. jillian mele has a look at the highways, good morning. >> 76 is looking good. a live look at the schuylkill expressway and both directions

very quiet. no accidents to report on 76 and no construction out there. we do have some road work on the blue route. the northbound side between broomall and upper darby. lane restrictions there but no delays to report in the midst of that construction zone. just some of that overnight construction should be out of there by 5:00 this morning. downed wires and a downed pole as a result of an accident that happened overnight. allentown road and take tomlinson road if you need to get around that problem. chr chris. two years after super storm sandy struck relief money is still, what you need to know to apply for looming deadline to apply for cash. a new jersey girl finds something more impressive than see seashell in the sand. it has the eyes of archeologists.

see if you know this man here. philadelphia police are hoping this video will help them catch the burglar. you'll get a clear look at his face when his pillow case tilts back. he got into the building through a second floor window and he got away with the cash register and several packs of cigarettes. nbc 10 has learned that a university student who died in an off campus home has died in sight jersey. 18-year-old julia from washington township. officers found her unconscious at her off-campus apartment and she died at the hospital. her friends tell police that she

had been drinking. news of the death rattled students. >> really shocking because i lived in here for a year and i never heard of anything like that happening. so, kind of crazy. >> julia was a freshman. an autopsy will be done to determine exactly how she died. panera bread is asking its customers to leave their guns at home. gun rights advocates have used restaurants and stores to raise awareness about the legality of carrying firearms in public but some stores like target and starbucks asked customers not to bring their guns inside. they recognize everyone's rights, but they are trying to create a place where customers and employees can feel safe and comfortable. a police officer in louisiana shot and killed a man who allegedly charged officers with a machete. the officers were responding to a disturbance call in pineville, louisiana. the 40-year-old was in the street with a michelleu machete. that shooting is now under investigation.

today members of the senate homeland security committee will hold a hearing about a federal program that sends surplus military equipment to local police departments. this comes, of course, in the wake of this summer's violence in ferguson, missouri, in which heavily armed police responded to protests. receiving military grade equipment from the pentagon like armored vehicles and now some lawmakers say it's too much. in response to the casino crisis in atlantic city, gamblers in new jersey will soon bet on sporting events. yesterday governor chris christie decided not to prosecute race tracks and casinos for sports betting. the only exception that takes place in the garden state. governor christie made that announcement before holding, why he won't get said on what was said in specifics he said there is reason for hope in atlantic

city. for much of the day demonstrators stood across the street saying the city's represents were not represented at the governor's closed door meeting. >> half the people in that room created this mess. >> the mayor was elected by all the people, he was there. the city council is a representative of the residents and he was there. looks to me like a ridiculous statement. >> as for christie's sports wager, and a hearing isn't scheduled on that matter until october 6th. the new jersey relief fund is preparing for its final round of grants to super storm sandy victims. it's been two years since that storm battered the new jersey shore. $3.5 million by the end of october. that money will go to new jersey based nonprofit groups who are helping sandy victims. applications are being accepted until october 30th. the fund distributed more than $37 million. well, who needs a seashell when you have an ancient

spearhead. a young girl made that discovery. 11-year-old victoria afound what appears to be an ancient spear branch over labor day weekend. here she is with it. she told the asbury park press she was looking for shells when she found the dark colored stone. he believes it was made in the adena culture between 1000 bc. the story may sound familiar because just a few weeks ago told you about a virginia boy who found one. never get that lucky. outside right now, we're waking up to mostly cloudy skies. get used to those clouds because they're going to be out there throughout most of your tuesday. live look outside right now, citizens bank park and philly's game and shouldn't be too bad even though we have showers in the forecast.

most of the rain going to be confined down to the shore and, of course, the beaches. right now 68 degrees and humidity 70% and your winds about 8. yesterday we some breezes and i think we'll have the breezes around for the day today. 68 in philly and most areas in the 60s and unless you're in the poconos at 55 degrees and 57 for the lehigh valley and milder down the shore in the 70s and, of course, all the way to sea isle conditions. clouds overhead but not producing raindrops they are, though, to the south. the low spinning off the coast slowly and i mean slowly going to move up the coastline here and wrap around some of this moisture that we're going to see. now, most of atlantic city down to cape may and the beaches will get the bulk of that the farther north you go it turns to showers and some areas may not even see some of those rain drops. this futurecast shows most of it combined and down to cape may and then out of here by tomorrow

afternoon and this next front comes in thurz asday and that w bring thunderstorms by thursday. chance of showers at 66 and noon clouds maybe some showers and 4:00 p.m. also some showers, as well. under clouds 73 degrees and that is it. that is cool for this time of the year. here's a look at those thunderstorms on thursday. that is our hottest day this week and then we start to cool things off. back down to the 70s for september and it looks like we should be dry until saturday. 4:21 now and let's get a check of your early morning tuesday drive. nbc 10 traffic alert jillian mele will tell us that everything is running perfectly out there. jillian? some spots, other spots not so much. a live look at the ben franklin bridge where things are quiet in both directions and not reporting any construction on the ben franklin bridge and no delays out there and all the area bridges are free of any problems. that's a bit of good news. some construction on the boulevard between woodward

4:25. okay, apple fans. happening today apple will find out or tell us about the company's latest prublths. apple is holding project launch in silicon valley. two new devices the iphone 6 and the iwatch. apple's first smart watch. apple, of ]9eorááqis stealing the heat from samsung and other competitors and lv and others have released smart watches. well, home depot is confirming that its payment data systems were breached. the hack could affect anyone who used credit or debit cards at any u.s. store since april. home depot says so far, though, no evidence that debit card pin numbers were compromised or that online customers were affected. well, more than 1,000 kids

across the country are in the hospital now because of a rare virus. it's called enterovis 68. most of the cases are in the midwest and southeast. it looks like the common cold, coughing, sneezing, wheezing are symptoms. kids who had to be hospitalized have underlying conditions like asthma. most will recover. there is no vaccine, though. the medical school at the university of pennsylvania is celebrating 250 years. the pearlman school of medicine celebrated with a big cake yesterday. it would have been a lot of candles. this is the oldest medical school in the united states. 67 degrees outside right now. cape may looking at beach avenue. dry right now, we have clouds cape may get ready, though, because you are going to get some rain this morning. we'll talk about when coming up in just a few minutes. how do the roads look, jill? >> not too bad in some spots and then we do have a problem that we're following in tomlinson

schools in philadelphia. you'll meet a group whose mission is they get there safely. here's how it looks outside. this is cape may. 67 degrees outside in philadelphia and some light rain is moving into our areas and the shore could be one of the places to see it. good morning, this is nbc 10 news today, i'm tracy davidson. >> i'm chris cato. after walking to school or work or anywhere today you'll want to bring the umbrella. tedd flor endo has the first alert forecast. >> we're talking delaware, down to cape may and best chance of showers are going to happen this morning. else where, just a chance. right now we're tracking some of that rainfall and not seeing it as we look at boat house row right now. just cloudy this morning. temperatures certainly in the 60s at this hour. as you notice, no echoes back throughout the delaware valley throughout the south and see rain crawling up to the del marva with that system just off the coast. currently off the coast starting off mild this morng.
