for there first time the u.s. launches air strikes against isis in syria. new information from overnight. a shootout involving the man kidnapping three israeli teens, one with ties to our area. one vote down, one vote to go for attacks that would infuse millions of dollars into the philadelphia school district. we'll take a look at what happens next in a live report. and a live look outside right now at center city from our camera at adventure aquarium. it is the first official morning of fall and it feels like it. 55 degrees in the city. much colder north and west. good morning, this is nbc 10 news today, i'm chris cato. a chilly one, you'll want to

dress the kids in layer this morning. bill henley and the first alert forecast. good morning, bill. >> fall is arriving with a chill in the air. temperatures are still falling under clear skies. still a breeze above building level. a lot less wind today than we had yesterday. we're seeing less heelt, as well. the last 24 hours the temperatures have really dropped. down 19 degrees in trenton, 20 degrees colder this morning in wildwood and 16 degrees chillier at philadelphia international which has us in the low 40s and 50s. potstown is 48 and millvilland wilmington. today you will see esunshine and much less wind and a cool one. by noontime, 66 degrees. jillian mele has been watching your traffic this morning. good morning, jillian. >> good morning, bill. an accident on the southbound side of 95 right near bridge street. had to turn in and zoom one of these cameras and penndot is

zooming that around to see that activity. three lanes blocked in that area and debris also spilled on to the highway and that truck was carrying trash and debris on the highway. we do have one lane of traffic getting by that scene right now and then on the northbound side of 95 in this area, also dealing with one lane blocked as a result of that accident. like i said, one of these cameras that, unfortunately, we can't see the accident too much yet and we have a crew headed to the scene and as soon as we get more information, we'll let you know. avoid 95, if you want to. one lane is getting by. we're not seeing a big backup just yet. chris? breaking news from overnight. the u.s. and partner nations have launched the first air strikes against isis targets in syria. tracy davidson is following this story live. tracy, was syria informed that these strikes were coming? >> the syrian foreign minister said the u.s. did inform

syrian's representative before prior to the air strikes beginning. this video in from oev night showing several big explosions at an unidentified location in syria of the air strikes. but the u.s. military and partner nations did target fuel and weapons depots, training sites and the headquarters for the radical islamic fighters which is in the northern city of raca. the missiles were launched from "uss george h.w. bush" in the persian gulf. the decision to launch air strikes was made under tloization granted by president obama. these strikes are part of the president's plan to disrupt and destroy the militants of isis who have killed thousands, including the beheading of two american journalists. we'll keep you posted as the day goes on. tracy davidson, nbc 10 news. this developing story into nbc 10. the israeli army says two suspects in the acduction and murders of these three israeli teens were killed overnight.

the three teens were kidnapped by hamas in june and bodies were found three weeks later in the west bank. now, israeli security forces say overnight they tried to arrest the two kidnapping suspects, but a shootout erupted and the suspects were killed. back here at home, new this morning, a house fire in philadelphia sent two people including a firefighter to the hospital. firefighters downed heavy smoke when they arrived at the home along north ninth street and hunting park. one resident breathed in too much smoke and a firefighter suffered a minor injury. also new this morning, police looking for two suspects after a man was shot during an attempted robbery in north philadelphia. the victim says after 11:00 p.m. two men pulled guns on him and he said when he reached for his wallet, they started shooting. the man was hit in the arm and is in stable condition. happening today, the pennsylvania senate will vote on the cigarette tax created to

rescue philadelphia schools. it will add a $2 per pack tax. to cigarettes sold in the city. the house passed the measure yesterday without debate. jesse gary is live in south philadelphia this morning. jesse, will the anticipated passage of this tax put an end to the school district's financial problems? >> not in the least. philadelphia schools opened on time this year with the promise of additional funding from the passage of the cigarette tax bill. let's go ahead and take a look at our video. without that money, the district is still severely under funded. it is expected to raise 50 million to $80 million. a band aid at best kicking the can down the road for worst for the students, teachers and staffers. >> the monies that are coming in from that tax have already been counted in to our current budget. and the status of our schools right now, they iare running so that money actually just keeps

the schools running as they are now. >> reporter: and how are schools getting by if things are so financially tight, one is using technology to solicit help and i'll explain that coming up in the next half hour. we're live in south philadelphia this morning, jesse gary, nbc 10 news. chris? an hour's long police standoff ended oerb night. started about 1:30 and detectives wept inside the home to serve an arrest warrant and heard a shot from the basement and got out of the house and waited for the s.w.a.t team to arrive. eventually they went in and found a 24-year-old man was dead from a self-inflicted gunshot wound. this morning, philadelphia police are reviewing surveillance video trying to find a young gunman who killed a 15-year-old girl and critically wounded a 19-year-old man. that shooting happened yesterday near einstein hospital in albany. it stemmed from a fight

involving a large group of victim. both victims were innocent bystanders. new information on a union intimitation case two philadelphia iron workers have pleaded guilty and two more expected to dothe same today. ten members of iron workers local 401 are accused of torching a quaker meeting house in chestnut hill and destroying other property as pret robugz for the property owners not using union labor. while six members will plead guilty, the union business manager and three others go to trial in january. this morning, two state lawmakers representing philadelphia will talk about legislation to expand pennsylvania's hate crime law. senator larry and brendan boyle have both sponsored bill to protect number of the lgbt community and mentally challenge frad prejudice crime. the pair will make an announcement at 11:00 a.m. in harrisburg today. meanwhile, we had heard the district attorney will decide to file charges in the beating of a gay couple in center city. last week police released this

surveillance video showing a crowd walking near the scene of that attack. some people in that crowd are responsible for assaulting the two men and shouting slurs at them during the attack. one of the alleged victims sneged the fight says one. just days involving a scandal involving one of its teachers. this comes after she was arrested for having a sexual relationship with a 14-year-old student. she has been suspended from her job. now, community members gathered last night at the middle school in warrington. the network of victims assistance otherwise known as nova held a presentation so that parents can learn more about sexual assault resources and keeping their kids safe. a ten-day search for the man accused of killing a pennsylvania state trooper and wounding another has been narrowed down to the area of the pocono mountains where he grew up. authorities say they may have

surrounded eric prine in the woods. hundreds of police and fbi agents are using helicopter and search dogs to scour the area. pocono mountain school district says all of its schools will open today with added security after being closed for the last four days. it is autumn and it is a school start this morning. gusty winds yesterday brought in the drier air that has allowed the temperatures to fall. this morning, still a little bit of a breeze blowing mainly above building level. at the surface, the air is lower. that has a lot of temperatures to drop and a real chill in the air, up to 20 degrees colder this morning compared to yesterday at this time. we will see brilliant sunshine during the day and there's a chance of showers later this week, but this weekend, we're in for a warm up. the first weekend of autumn will feel more summer-like. right now, though, it doesn't feel like summer. 40s, low 40s at that for chester springs and low 50s in washington township, cherry hill

you're at 48 degrees and a look at quakertown, 39 degrees this morning. it's at 44 in oxford and 44 in shannon doa and newark is 49 degrees. a chilly start and it's going to be a sunny day. temperatures will rebound this afternoon, very close to the levels that we saw yesterday. a lighter breeze out of the north, northwest to 8 miles per hour and high temperatures in the low 70s today. some warmer heather ahead, even before we get to the weekend. the extended future weather when i come back. ten minutes after 4:00 now and we already have a situation out there that could impact your morning drive. let's get more on that with nbc 10 jillian mele. >> good morning to you, chris. to you, as well, at home. serious accident on 95. a tractor trailer overturned on 95 southbound. what you can see as penndot has zoomed this camera in. three lanes blocked at bridge

street and at least one lane blocked on the northbound side, as well. crews can tend to that accident scene. a very big scene out here on 95 right now. one lane of traffic is able to get by on the southbound side of 95, which is good because we're not seeing a big backup then. the highway itself is not closed, but we do have much of that area of 95 southbound blocked off, again. that one lane of traffic is getting by. you can see it over here in that corner, that far lane in that area and traffic moving by very slowly. i'll step out of the way and see the full picture of what is going on. katy zachary on her way to the scene. this is an accident very serious involving an overturned tractor trailer and debris was spilled on to the highway and a fuel spill was involved in this accident. this is going to be out there for a while and something to continue to follow and keep you update would the latest information. chris? health care hiccup, up next, why those with insurance under the affordable care act could soon see an unexpected charge.

4:14. before you head out the door this morning a big mess on 95 southbound because of this. a live picture here. an overturned tractor trailer. this is at bridge street. let's go to jillian mele with more. jillian? >> serious accident out there right now. let me show you what is going on in this live picture. this overturned tractor trailer right near bridge street and overturned and then as you can see overturned across the median. just partially on the northbound side. three lanes blocked on 95 southbound and at least one lane blocked on 95 northbound and then you can see all of this debris scattered across the highway. this tractor trailer was carrying trash and that is what you were seeing. way in theern coer, you can see the cone and that far right lane, that one lane of traffic is getting by. the good news for drivers getting out on 95 is that 95 is not completely shut down, however, a lot of lane restrictions out here, as you can see. this is going to be out there for quite some time and now it

looks like we eare getting a better look. that's what you're looking at right over there on the far right side of your screen. a really bad situation out here for drivers. we're not seeing eedelays in either direction just yet. depending on how long the accident stays out there, we'll see heavy volume and we'll keep you updated. >> what a mess impacting both directions on 95. thanks, jillian. atlantic city revel casino hotel set to go on the auction block. they have until 4:00 this afternoon to top the bid by a florida developer. that developer has offered $90 million for the boardwalk property. that's only e4% of what it cost to build revel. the auction is set to begin tomorrow morning. these striking nurses in delaware county will not be going back to work today. they ended the two-day walkout last night and then were told not to return today because the

hospital hired replacements for five days, not two. the nurses are calling this a lockout. the medical center says erroneous to call this a lockout and the union knows this. the nurses say they have been working without a contract since june 8th. some people who received up front tax credits when they signed up for the affordable tax act may owe back some of that money. when you file your tax return next year, the irs will compare your actual income for the year with the amount you estimated when you applied for affordable care insurance. if your income is greater than estimated, the irs will take back some of that credit they fronted you. new this morning the world health organization has issued a dire forecast for the ebola epidemic. 70% of patients are dying and there could be 20,000 new cases by november. the world health organization says better control measures need to be put in place to help stop this virus from spreading across the globe. well, the secret service is reviewing security around the white house this morning after

last week's breach by a man carrying a knife. authorities say omar gonzalez jumped over the white house fence on friday and entered an unlocked door. prosecutors say he had an arsenal inside his car, including 800 rounds of ammunition, two hatchets and a machete. this isn't his first run-in with police either. authorities say he was stopped this summer in virginia with 11 weapons and a map of washington with the white house circled on it. now to decision 2014. a lively first debate between pennsylvania governor tom co corbett and tom wolf. last night's dinner was held in hershey. wolf attacks corbett's handling of the state economy and one of the hottest topics, funding for education. >> we see educators who've been

laid off. 20,000 educators have lost their jobs. class sizes that have increased and property taxes have gone through the roof. >> particularly teacher unions have spent millions of dollars putting out the lie that i cut educati education. i didn't. even now the newspapers, even the "philadelphia enquirer" that we didn't. it's how you do it. how do you reform it? >> now, the republican governor is 20 points behind wolf in recent polls. there are two more upcoming debates before the november election. the design of a tribute to the september 11th terrorist attack unveiled today in bucks county. the memorial sculpture built at the doylestown justice center. the project should be finished by next summer. first day of fall and it sure feels like it this morning. cool start right now. low 50s in philadelphia and 66%

humidity and just a little bit of a breeze at 3 miles per hour where all the wind will be lighter. you look closely and a flag blowing in cape may and closer than i can see right now. much less windy to start with this morning and the winds stronger in the pocono mountains and there it is wildwood is calm along with millville this morning. a northwesterly component that dry air that is still pushing in. some cloudiness in delaware and south jersey, that is going to be moving out to sea and sunshine will be bright through the day today and temperatures will be climbing. sunny skies today, this is the future weather which shows nice and clear until we get to tomorrow morning. and a few high clouds will start to move in. won't be as cold tomorrow morning and with clouds moving in ahead of a system, it's going to be warmer wednesday afternoon. that system come wednesday night and thursday morning, that's when you can expect rain. but not today. you'll need your sunglasses today. nice and bright, sunshine and

temperatures that will be close to yesterday's level after a cool start in the morning. 56 degrees. 66 at lunchtime and 70 degrees this afternoon. seven-day forecast with more on the rain and the weekend warm up coming up in the next half hour. breaking traffic news this morning that will impact the drive for a lot of you on i-95. jillian mele has the details. jillian? >> that's right, chris. a bad accident out there on 95. a close-up view. this is part of that overturned tractor trailer. 95 southbound. this happened right at bridge street. this is the southbound side of 95 and it overturned on to the northbound side, as well. we have multiple lane restrictions out here in both directions and take a look at that all that trash out there that debris on 95 that is just sitting and scattered across the highway right now. that's the southbound side, once again, right at bridge street. so only that far right lane of traffic is getting by. we have the rest of the lanes on the southbound side completely blocked off. also the lanes on the northbound

side blocked off as you can see, as well. fire department activity out there and police department activity out there. that is the good news of this situation. i wanted to show you this map to show you exactly where this accident is located. 95 southbound right here. this is the tacony-palmyra bridge. the accident is sandwiched between the two bridges. traveling 95 southbound that is where you're going to hit it once you hit the tacony-palmyra bridge. not seeing any delays because it's too early for that. but something we'll continue to follow. our penndot camera that shows all the flashing lights and all the activity out there. i anticipate the accident being out there for quite some time this morning. chris? breaking news this morning on israel shooting down a syrian aircraft. also this morning, rutgers is mourning the loss of a

student that was killed by a bear. what led to new jersey's first ever fatal bear attack. a high school brawl. look at this video, punishment several students are facing this morning after a big fight at this philadelphia school.

4:25 that will affect the morning drive for many of you. an overturned tractor trailer at bridge street. this is a live picture here. you can see that vehicle overturned at the scene spilling a lot of debris. that was trash that the truck was carrying. two lanes oft 95 southbound are closed and lanes of 95 northbound are impacted.

definitely some slow downs are in the works for you and no idea how long this will be out here but jillian mele will be out there in a minute. israeli military says that it has shot down a syrian aircraft that entered its air space. now, this word just came in the last 30 minutes. the military is not saying what type of aircraft it shut down and the circumstances at this point are still unclear. we'll continue to follow the reports from israel there and bring you more information as soon as it's available. a black bear believed to have killed a rutgers student in northern new jersey over the weekend is now being examined at a state lab. police in west milford says putell was hiking with four friend in the preserve when they encountered the bear. they got scared and ran off in different directions. when they regrouped they found that putell was missing. his body was found a short time later. the bear was euthanized and officials are examining it now to see if it was rabid. a dozen students at

philadelphia's martin luther king high school have been suspended after this brawl caught on video. see 12 students throwing punches, kicking and hitting. this was last wednesday just before the end of the day there. now, just a year ago students from neighboring germantown high school were merged to mlk because of district budget cuts. the principal says this fight, though, cannot be blamed on too many kids or lack of supervision. instead he says the fighters are recent transfers and acting out a nonschool related dispute. 4:58 minutes into fall and it feels like it this morning. a clear and chilly view from center city where temperatures right now are 16 degrees chillier than yesterday at this time. >> good morning, bill. you've got that right. really busy out there and serious accident and 95 southbound right at bridge
