funeral. good north, this is "nbc 10 news today" on this thursday. i'm chris cato. bill, the showers are beginning to spread through the region? >> it's a rainy start and a windy one. the rain moved in overnight and now it's a rainy view from the center city adventure aquarium. the aquarium is going to get rain and some of the heaviest. cape may could see close to three inches of rain. in fact, some of the heaviest rain in the region is fall to get south and east, including rehoboth and cape may, you see the showers coming in from offshore. and that motion will continue in philadelphia. we're getting lighter rainfall. and the part north and west you get the less rain you see. but it's with us through the day, tapering off later on. the wind is a big factor.

winds are gusting to 35 miles an hour in wilmington. stand by for wet weather today. temperatures will hold steady along with the rains this morning. 60 degrees at 7:00. by 9:00, 62, with rain and wind. and then it starts to taper off as we get into the later morning hours. still showers expected into the afternoon. 61 degrees at noon time. we'll go through it hour by hour with future weather. we'll show you exactly what to expect when i come back. first, jillian mele is watching the roads. >> the roads are going to be wet. garden state parkway. atlanta city city parkway. the same situation on south street, you see wet conditions because it's 4:00 in the morning, we're not seeing much traffic which is good news. at least drivers can take their time. chester county, route 100, same situation. north to relehigh valley, the

roads are dry. this is a live look at route 22 near route 309, 22, as you can see is clear, chris. new from overnight, the three suspects in the center city gay bashing case have been arrested. and just ♪ last hour, we have video of them leaving after they posted bail. catherikrat kathryn knott and philips williams and concern harrigan have all posted bail. >> reporter: raert. that's right. kathryn knott was the first one out. she posted bail and walked out with her family. they put a red hoodie on her. i asked if they had any comment if this was just a fight in their eyes. they would not comment. next out was philip williams and kevin harrigan.

they both came out together. they got in a small car and drove off. all three have been arraigned and had charges against them. coming up, we'll talk about the charges against the defendants. jesse gary, "nbc10 news," chris. police say this 11-year-old girl who disappeared after leaving her school in south philadelphia yesterday has returned home safe. she was reported missing after last seen at this state shop on 10th street. no word on how she made it home but she is home safe now. opening statements are set to begin in the trial of this man. he's accused of killing a 10-month-old baby, you see it there, and the baby's grandmother after a robbery. the he faces the death penalty if convicted.

a funeral will be held for a 15-year-old girl who was hit and killed this week while walking home from school. she was shot and killed monday walking home from delaware valley charter high school in olney. this 19-year-old was charged with her murder. he was involved in a fight with a group of teens. he fired shots at them one hit the girl and another hit a man. now, to the campaign to stop isis. president obama is asking world leaders to rally around this plan to take on militants overseas. the united states and its arab allies hit more air strikes. they hit more than a dozen targets including oil refineries which are said to make millions a dollars a day for isis. and isis now has copycats in algeria. militants claim they beheaded a french citizen in revenge for

attentions on the islamic state group. and in the philippines, another group threatened to the same to a german. president obama had a warning for extremists. >> those who join isis should leave the battlefield while they can. those who continue to fight for hateful cause will find their increasingly alone. >> and british prime minister david cameron said he'll ask for approval from parliament to join international air strikes in iraq, but he did not mention joining the u.s.-led campaign in syria. today, two men charged with killing a man who was once the target for a murder for hire plot was sentence issed to be sent to prison, terrell richardson and alexander solomon were charged in 2011. investigators a wise' ex-girlfriend, a 19-year-old, wrote a facebook post offering someone $1,000 to kill them. she was already behind bars at

the time of his fatal shooting and she's not implicated in the actual murder. today, a pretrial conference is scheduled in the case of a south philadelphia woman who was facing jail time for illegally bringing a gun into new jersey. the atlantic county prosecutor's office announced yesterday that it will allow sha 19 allen to enter into a program that will allow her to avoid jail time. allen was arrested for carrying a handgun in new jersey. the gun was legally registered in pennsylvania. the mother of two could face up to five years in prison for transporting that gun across state lines. the prosecutors nationally denied her request to enter pti. >> i was just happy that they changed their minds and they're seeing this is wrong. they need to let this go. >> media pressure on the prosecutor certainly didn't hurt. sympathy grew after it was found that the prosecutor handling her case is the same prosecutor who

allowed ray rice to enter pti after his domestic violence arrest. >> happening today -- septa is holding its monthly board meeting as time continuing to tick away on that 120-day cooling off period following a transit workers strike. those worker, still without a contract after both sides refused to reach an agreement. officials tell us the next few weeks will be a critical time for negotiations between septa and its union as another possible strike looms. also today, striking union nurses at chester medical center in delaware county. they went on strike sunday morning. they're expected to rally again today. fortunately that strike ended on tuesday, but the hospital brought in temporary nurses, and those nurses are guaranteed to work five days. the dispute is overpaid pensions and staffing level at the medical center. the regular nurses are expected back on the job tomorrow. we have new information for the fight for medical marijuana in pennsylvania.

to pass a bill to use medical marijuana for some use. the more conservative state house of representatives does not support the measure, nor does governor tom corbett. >> announcer: now your nbc10 "first alert" weather with meteorologist bill henley. a rainy start this morning. especially at the shore. look at the rain coming down. that's a live view from cape may this morning where the heaviest rain will be, along the coastline but we're getting our share in philadelphia, too. the skyline has clouds that are producing rain that's going to be steady. it's been heaviest during the morning hours. add gusty winds right now. 60 degrees, winds are gusting to 23 miles an hour. makes the rain feel even heavier. we will see plenty of rain this morning, with the heaviest downpours but gusty winds are strong. and they'll stay with us during the afternoon. that's when the rain will taper

off. in fact, we might even see it later this morning. there will still be showers in the morning in the late afternoon and evening hours. satellite shows and clouds continuing to spread. the moisturen its way. this is a system to the south and moved right up the coastline with the heaviest rain offshore. so the motion is bringing that inland. so drenching rain across parts of delaware and south jersey is reaching inland as well. and future weather shows that will continue, is this 6:00 this morning. steady and heavy rainfall in parts of new jersey and delaware into that moderate rainfall reaching into chester, montgomery, and bucs counties as well. by 8:00 in the morning, there's really no flood threat with this rain, as it has been so dry this month. 9:00 this morning, rain light and drizzle in the area that will be with us even into the afternoon hours. it kind of lingers into the afternoon and evening hours. keep that umbrella handy.

wet and windy conditions with heavy downpours, temperatures only in the 60s this afternoon with winds gusting to 35 miles an hour. take a closer look at those winds when i come back with the future winds. and anytime we have a rainy morning like this, it always slows down the morning drive to some degree. hopefully to not a great degree. let's check in with jillian mele with a look at the roads. >> good morning. we're dealing with a downed tree in millville. right near 459, that's going to be blocked off because of a downed tree. 73 at the entrance for 295. 73 is looking good, but as you can see the roads are very wet this morning. and that is the scene across much of the area. including delaware, 495 at philadelphia pike. but since it's so early in the morning, we're not seeing any big slowdowns just yet. i anticipate heavy volume later this morning and i'll keep you updated on all the delays.

it's about 4:15. a rainy start to thursday morning. we told you this was coming yesterday. look at this, a live camera atop the marquis de lafayette hotel. that's where the steady rain is according to bill henley. but as we look at center city on the comcast center, you see the clouds moving over philadelphia. the heaviest showers will be around 6:00 this morning around the morning drive. so expect a slower commute. keep that umbrella with you. showers tapering off later this morning. new this morning, a woman whose pummeling at the hands of a california patrol officer was caught on camera will receive a $1.5 million from the state. drivers filmed that scene as she was held down and beat repeatedly by the trooper. that trooper resigned.

another data breach at jimmy john's chain. someone stole log-in credentials to access the system. according to a posting on the company's website, 215 nationwide were affected. the only one in this area is the one east main street in newark, delaware. well, it is official now, philadelphia is raising the tax on cigarettes. that money, as we told you for months now, will go towards philadelphia's cash-strapped school system. pennsylvania governor tom corbett raises it from $1.50 to $2 a tax. the bill is expected to generate $29 million for the school district this year and $89 million next week. the tax hike will take effect in a few weeks. the number of adults who have tried electronic cigarettes may be leveling off. the number of adults who use e cigarettes rose 5% between 2010

and 2012. but since that time, there hasn't been a significant change. also 75% of current e cigarette users say they also smoke cigarettes. and that say that raises serious questions on whether the products really help peep kick the habit. and the new warning labels for chantix indicating that the drugs with little or no risks of suicidal behavior associated with chantix. over a year ago, pfizer paid out $270 million alleging that chantix caused psychiatric problems. >> later this morning, the "today" show will spotlight several children in this area battling cancer. it's part of the series "shine a light" series. kate y zachry found out how inspiring the kids are. >> reporter: hi, this is part of

a lifetime for these kids as the "today" show came here to children's hospital of philadelphia to shoot the story as well as a music video. that music video and the story will air on the "today" show on nbc10. 4 1/2-year-old sophia was one of the lucky kids chosen to be in the story and this charismatic little girl was diagnosed with leukemia. she's been coming to the hospital for chemo treatments. sophia's mom said it was such a great experience for her daughter to come to something positive and fun, instead of painful procedures that sophia is used to. now, an added thrill to these kids, sophia and some of the other children featured in the music video and in the footage for the "today" show today, they will be on the "today" show later this morning. they went to new york city last night. they had a sleepover, they were telling me they were so excited about it. they'll be in the studio with

hoda kotb who is doing her series with "shining a light" on worthy causes throughout the area. certainly, this cause chosen from our area be sure to watch that later this morning. reporting live from university, katy zachry, "nbc10 news." the option for revel casino has been pushed back to tuesday. $90 million, and his lawyer says revel is not revealing how many bids have been considered or who made them or how much. he calls that process tainted and is accusing revel's attorneys of conducting closed-doors deals. atlantic city is desperately trying to find ways to bring more people to the town. new jersey state senator tom keane has an idea, he suggests beach and boardwalk, he said if the city loosened up letting

professor offered her an "a" in exchange for sex. and she's sharing her story only with nbc10. she doesn't want her name or face used on tv, but she says during the last school 84 popular sociology professor eric tramny told her he would help her with her grades if she performed certain sex e-mails. she refused and she said he sent her an apology e-mail saying she would ruin her career if she told anyone. >> i feel like it was their responsibility to keep me involved. >> now, the university of delaware says they handled the case appropriately. we haven't been able to reach the tranby for comment in a statement in a school newspaper, he denied the allegations. he said he chose to take a leave of absence and said he'll quit his job at the university in the
