temperatures that dropped overnight leading to some fog. thick in chester county but no sign in center city. live view from the comcast center. dense fog in the pocono mountains. we've seen it improve from zero visibility in coatesville. no fog at philadelphia international. with temperatures falling we could see more fog forming to start with. we'll see sunshine. otherwise dry today. by 9:00, warmer than upper 60s at lunchtime today. we'll go through it hour by hour with the future weather when we come back. >> let's start off in chester county with a look near 202 near route 29.

this is northbound side out near route 29. the far right lane is getting by but it's early and not causing delays. center city looking great in both directions. no issues to report there and following road work on 295 at route 168 exit 28. we have that construction out there in both directions right now. chris? an nbc news team in africa is under quarantine because of the ebola outbreak. a freelance cameraman tested positive for that virus. the cameraman is the fourth american to be diagnosed with the disease. nbc news says he's being flown back to the u.s. to be cared for at a medical center equipped to handle ebola patients. dr. sneiderman and the rest of her crew will be flown back to the u.s. and kept in isolation for 21 days. sneiderman said she and the other members of her team are feeling well with no symptoms of ebola. in another development in the ebola outbreak, a hazmat

crew will decontaminate the dallas apartment of thomas duncan. the first person in the u.s. diagnosed with ebola. he's in the hospital now. liberian authorities say they will prosecute him because he said on an airport questionnaire before flying out of liberia he didn't have contact with anyone infected with ebola. jesse gary is live this morning at philadelphia international and at this point is there any reason for concern for anyone flying domestically? >> reporter: officials say not at this point. they say ebola is not an airborne virus and cannot be transmitted like the flu through coughing and sneezing. the risk to the flying public is low even though a passenger wouldn't be infectious unless they showed severe signs and would not be on a plane in the first place. the texas case chris mentioned that gentleman said he did not have contact and that he did not

have symptoms when he flew from west africa to the united states. >> we're prepared for the fact that there may be people coming from the hot zone of the epidemic in liberia and sierra leone who make it out of the country and present in the united states. >> reporter: that's infectious disease specialist at cooper hospital. coming up in 30 minutes, what a lot of hospitals in our region are doing and safeguards already in place to make sure there's not an ebola outbreak here. live at international airport, jesse gary, nbc 10 news. chris? military personnel from this region are helping fight that ebola outbreak in west africa, the largest in history. they are taking part in missions to send medics and medical aid to liberia. there was a plan outlined to deliver and set up medical stations to deal with the outbreak. >> not at this point thinking we'll probably be doing any

quarantine but in the same respect we're going to do everything we need to in order to ensure the safety of our personnel. >> the 87th aerospace medical squad said there's a careful screening process for u.s. troops that are sent to west africa. count on nbc 10 and nbc10.com for the latest developments on the ebola outbreak. coming up on the "today" show later this morning, dr. nancy sneiderman will be live from liberia under quarantine before her team heads home. we have this new from overnight. a fire at two row homes caused heavy damage to upper floors of both houses. that fire broke out around 1:45 this morning on west oxford street in west philadelphia. we're told that it started out as a cooking fire. officials say a mother and son who were living in one of those homes did get out safely. no one was hurt. three people were shot last night in the kensington section of philadelphia. sky force 10 flying over that scene after gunfire broke out

around 10:30 at lee and clearfield street. we asked police chief scott small to break down what happened for us. >> 13 shots were fired from a semiautomatic weapon. those victims are a 28-year-old male shot once in the neck. a husband and wife, a 31-year-old female, shot in the arm and leg. and her 40-year-old husband shot once in the leg. all three are in stable condition. >> at this point there are no arrests in this shooting and no known motive for the shooting. philadelphia police want to know if a robbery suspect they arrested last night is responsible for a series of holdups. lu ann cahn had a word with the suspect. >> reporter: anything to say? >> i didn't do it. >> reporter: you didn't rob the place? >> no. >> a man of few words. with he don't know his name yet. he's accused of robbing the 7-eleven. investigators are trying to

determine if he's also responsible for other recent robberies of eelevens in the city. look here at this man described as six feet tall. he was wearing a red polo style shirt with white letters. a woman was walking around a trail in chestnut hill last friday. the man jumped out and demanded money and forced her to the ground and started choking her and demanding sex. the woman fought back and got away. the attack happened at 5:00 in the afternoon in broad daylight when a lot of people are at that park. >> normally i walk the trails but since this happened i'm a little bit -- i want to be alert. >> police are cautioning people to do exactly what that woman said and be alert, walk in groups and asking anyone who has seen a man that looks like that in the area to contact them. happening today in south jersey, one of the men accused of killing a woman in cumberland

county has a hearing. jose martinez was arrested last month on murder and weapons charges held on $1 million bail but that could be reduced at today's hearings. the murder victim was 37 years old when she disappeared in august. reports say that cruz-chavez was seen leaving a party with two men. hunters found her body on august 24th. she died from being struck in the head. the other co-defendant is accused of giving police false information. he's set to be arraigned on forge ry charges on monday. it's prison. a judge in newark sentenced the woman to 15 months in prison and her husband to 41 months. the couple also has to pay $414,000 in restitution. they pleaded guilty to fraud charges admitting they hid assets and submitted phony loan

applications. stale serve staggered prison sentences so they can continue to care for their four daughters. she's authored cookbooks and featured on "celebrity apprentice" on nbc. happening today in the atlantic city casino crisis, a judge will rule on whether the bankrupt taj mahal can get out of paying pensions to union workers. if the union doesn't make concessions, the taj will shut down next month. regulators slapped a $30,000 fine on the golden nugget in atlantic city. it also suspended that casino's general manager for three days for wrongfully firing his surveillance director. neither the golden nugget or the state are saying why that employee was fired. executives of the revel casino are getting big bonuses. the judge handling the

bankruptcy case approved plan that could pay out close to $2 million to "key managers" for selling that resort. court records are sealed so we don't know exactly who is getting those bonuses. starting off with skies that are looking up. we're going to see a good deal of sunshine once the sun comes up today. there are some areas of fog as temperatures are cooling down and it's running a little bit chillier than yesterday. 4 to 8 degrees cooler. most of the fog like the last several days is north and west but we see fog formation in new jersey as well. partly sunny skies today. a nice one. humidity will be down. a nice light breeze blowing but there are changes in the works. clouds will be coming in tonight and we'll start the weekend with showers which will lead to some chillier weather both saturday and sunday. right now down three degrees in philadelphia. nine degrees cooler in mt. holly which has us mainly in the 50s.

holding onto 61 at philadelphia international but 53 right now in washington township. chester springs, kenneth squares low 50s right now and 59 in allentown. 50s in south jersey and through delaware this morning. as far as fog, it is not a problem for reading and pottstown but coatsville is seeing fog along with pocono mountains. half mile for mt. pocono. future weather shows temperatures will stay cool at 9:00. fog will disappear. by lunchtime today, the temperatures will be close to 70 degrees. look at that rain coming up. >> thank you, bill. 11 minutes after 4:00. let's look at traffic early on this friday morning and hope all is clear out there. jillian mele has a look at the roads. >> let's start off with a live look at 76 where things are calm and quiet near montgomery drive. no accidents the entire length of the schuylkill expressway.

in dallas, crews are working this morning to restore power to more than 250,000 customers after this severe weather blew through the area. this video gives you an idea of how intense this storm was. winds up to 90 miles an hour left this behind. bricks and rubble across vehicles there and power outages forced schools and colleges to cancel classes today and in kansas a pair of earthquakes has people shaken up. those quakes hit yesterday afternoon. larger of the two was 4.4. minor damage reported there. a huge land sell by the philadelphia archdiocese is generating millions of dollars and some controversy as well. that church is selling off more than 600 acres of land. the three parcels will bring in

$56 million. neighbors that were watching a plan to redevelop some of that land for new homes and businesses. >> with more development comes more traffic and that's what we're worried about down the road. they put a 55-plus facility down there. we don't know where they're going to access it from but it's supposed to increase traffic by 600 cars a day from what i hear. >> the profits from the sale of that land will help archdiocese close a deficit. 4:16 now. new this morning, an organization in bucks county helped close to half a million families pull themselves out of poverty and tomorrow a famous philadelphia chef will help celebrate that cause hosting the bucks county opportunity council at the luna farm. katy zachry is live in philadelphia with more on how the chef is helping out. >> reporter: if you like to eat,

you probably know the name. jose has built a restaurant empire based here in philadelphia. he also has his own charitable foundation so when a local nonprofit approached him and asked for his help, he agreed. the family farm in upper bucks county will host more than 100 people on saturday to celebrate the bucks county opportunity council's 50th anniversary. the iron chef has planned a special dinner for the group. the organization has helped more than 460,000 families find their way out of poverty. they use personal coaches for education and job performance and help with housing, transportation and nutrition. now, one of the two women you just saw in that video pulled herself and her two daughters out of poverty and worked for years with the bucks county opportunity council to do so and we'll have more on her personal journey coming up at 5:15. reporting live in center city, katy zachry, nbc 10 news. it is 4:17. the holiest holiday for jews

begins at sundown. it's a time of intense prayer and fasting. in a ritual dating back thousands of years, jews confess their sins to god and ask forgiveness. we're looking at mostly clear skies. clear of any fog certainly in philadelphia. that's the view from the comcast center in center city where temperatures have dropped lower today compared to where they have been and they'll run lower to start with but we'll see a nice rebound with sunshine during the day today. no sign of fog for most of the area but there are a few spots north and west. clear in philadelphia of any fog. 61 degrees. that's three degrees cooler than yesterday with calm conditions and fog is forming north and west. satellite indicating not a lot of cloud cover this morning. that's waiting in the wings to

the west. this is what's going to move in for the weekend. you can see the downpours from the midwest into the south and some strong thunderstorms moving through parts of kentucky, tennessee, and into alabama this morning. the clouds will be arriving this evening. this is 10:00 this evening. 64 degrees in philadelphia. at 10:00, rain north and west. maybe a spotty shower in lehigh valley at that time. most of the rainfall is destined for our region on saturday early in the morning 3:00 rain starts coming down especially in some of the western suburbs but also parts of delaware and south jersey. a fast mover. at 8:00 in the morning, could have heavy downpours north and west. by noontime, it starts pulling away. by 2:00 in the afternoon, that rain is offshore. and then the temperatures, which will peak in low 70s tomorrow and will start dropping and we'll see 60s for sunday. full seven-day forecast in the next half hour. almost 20 minutes after

4:00, let's get another check of traffic with jillian mele. jillian was telling us about repaving you need to watch out for. anything else happening? >> we always have overnight construction. we're not following any construction on the blue route this morning. live look at 476. it's looking good and free of any delays and problems out there this morning. we have some construction southbound side of route 130 at route 38 that's expected to be out there blocking a couple lanes until 5:00 this morning. elsewhere in new jersey, 42 freeway at creek road in midst of long-term construction zone. that's northbound side as drivers head to bridges. so far no incidents on area bridges. chris? >> five, four, three, two, one. >> the big scissors can only mean one thing. mayor michael nutter helping to cut the ribbon. it opened yesterday after 2 1/2 years of construction delayed by

winter storms and flooding. the mayor was among the first to take a ride down the boards which are made of concrete. eagles quarterbacks usually try to avoid sacks but not last night. eagles backup quarterback matt barkley was among several birds involved at sac's fifth avenue. his foundation works to promote education, discipline and organized activities for youth. >> to really help the people we want to help so to see these people giving and scoring in our foundation means everything. >> he had a big recovered block punt. eagles players went face to face in a number of fashion challenges. they were judged by a panel of experts. no word yet on who won that fashion showdown. fueling the heroin crisis. next, something that's meant to help that experts say is only making the epidemic worse and

heroin deaths in the u.s. are climbing according to federal researchers blame the increase on medicine designed to help people in pain. between 2010 and 2012, the heroin death rate doubled in 28 states. an increase in prescription drugs could be part of the reason. heroin is in the family and those drugs have similar effects on the brain. now locally governor tom corbit signed a bill on wednesday that could prevent heroin deaths in pennsylvania. that bill will protect first responders and good samaritans from lawsuits if they give

narcan to people who have overdosed. it is a move to beef up school safety at a delaware county school. nbc 10 was there when officials got a firsthand look at systems put in place following the deadly school shooting in newtown, connecticut. this includes a silent alarm that alerts law enforcement to any threat. >> an all county bulletin that the pass has been pushed in the school and police are automatically -- no need for a secretary, principal or anyone to do talking. police are on their way. >> the county received almost $190,000 from the state to buy alarms for every k through 12 school in delaware county. so far 200 alarms have been installed. next week is fire prevention week. nbc 10 was in northern liberty

as philadelphia fire commissioner derrick sawyer announced that proclamation. several students were at the ceremony. fire prevention is taught in all philadelphia schools. commissioner sawyer says working smoke alarms and practicing a home escape plan are the best protection in the event of a fire. septa is reminding everyone this morning to stay off the tracks. why? because in the past five days, four people walking near septa tracks have been injured. two of those died. since 2013, 19 people have been killed by trains in pennsylvania. that ranks sixth among all states. to remind people of that danger, septa partnered with operation life center. the goal is to reduce the number of deaths and injuries around tracks. live view of beach avenue which is dry this morning. it's likely to get rain as we head into the weekend. right now here at nbc 10, it's 60 degrees as we come up on
