alert forecast. >> it is that warm air pushing into the area that is actually creating fog north and west of the city. northeast philadelphia has seen the fog down to half a mile so far. and we're seeing the low clouds thicken in center city. that's the view from the comcast center. you can see just a couple of lights at the bottom of the screen. the fog right now starting to get thicker. areas north and west and allentown 2 1/2 mile visibility down to two miles in reading. just light fog for hazeltown but dense fog in mt. pocono and northeast philadelphia has just seen it improve to three-mile visibility. some areas of fog from the city north and west and temperatures that are in the 60s today. much warmer this morning. look at millville at 67 degrees right now. we're getting a warm, cloudy and somewhat foggy start this morning. the fog won't last, the clouds will break. we'll see 71 degrees at 9:00 and then upper 70s by lunchtime with sunshine and the temperatures will still by climbing and go

through it hour by hour and katy zachary has traffic. good morning, katy. >> drivers will deal with the fog and some construction. a live look right now at 76 right near 676. this is the eastbound lane you'll find some construction between girard and spring garden and should lift between the 5:00 and 6:00 hour. this is the southbound lane. you see some long-term construction project but not tying things up right now. headed up to the lehigh valley where bill said we're seeing more of the dense fog up there. this is exit 10 in burkes county. a foggy look up there. and for bear delaware, the summit bridge. that bridge is blocked in both directions until late november. 4:02 now. and new from overnight, a man in north philadelphia died after being shot 30 times. 30 times. the victim was sitting with a woman when two men approached and opened fire. the woman was also hit in the ankle, but she'll be okay.

police don't know why the man was targeted, they're still looking for the twot shooers. police in ocean county are looking for had hit and run driver who was hit crossing a busy street. witnesses tell police a dark-colored sedan drove away after hitting that person. the victim is in the hospital this morning. no word on his or her condition and police have not released the victim's name. police in northeast philadelphia are trying to figure out why the owner of a barbershop was gunned down last night inside his business. the victim was found around 9:00 p.m. he was shot four times and is in critical condition. the shooting happened after the shop was closed. no one has been arrested yet. now, the latest on the ebola outbreak. today, delaware county leaders are holding the first meeting of that county's ebola and infectious disease task force. their goal is to provide first responders and the public with information about safeguards and

protocols. county leaders and members of that task force will release new information for a press conference set for 4:00 today. and meantime the pennsylvania nurses union is concerned that not every hospital is ready to handle patients who may have ebola. union leaders tell nbc 10 thorough preparations have not been consistent across the board and that could put people at risk. >> i think we really need to be sure that if these patients present to all of our hospitals, you know, across the state, that all of us are able to take care of them without injury or harm to anybody. to other patients, to other visitors and to ourselves for those of us who take care of patients. >> the nurse's union is demanding basic preparedness at all hospitals in pennsylvania and also calling for a single region. a similar message for hospitals nationwide, it says they need to

"think ebola" as they get ready to treat potential patients. this all comes after that nurse in texas was infected with the virus while treating an ebola patient there. nina pham is her name. currently in stable condition and last night she received a blood transfusion from the american doctor who survived ebola after being treated with that experimental vaccine. stay with nbc 10 and nbc10.com for complete coverage of the ebola crisis. right now at our website you can find a section devoted to the outbreak. 4:0 now and new this morning, people in parts of northeast philadelphia may be noticing less crime in their neighborhoods. for many years people complained that crime was out of control prompting the need for more officers. the police department heard those complaints and took action. jesse gary first reported on this strategy when this change happened back in april. jesse joins us now live in

mayfair to tell us what has changed and if residents are seeing the benefits. >> they are seeing the benefits. this district has seen the infusion of 30 new beat cops. that number of officers has never been assigned to just one district before. city officials say the 15th is the largest in philadelphia, stretching from huntington park avenue and from the delaware river to roosevelt boulevard. data shows much of the crime takes place on the southern end, but more than two dozen officers, many of them recently graduated from the cadet class now call the 15 home and it is making a difference. >> i've noticed that the calls for service people aren't waiting as long for the police to show up on assignment. normally in the past, it would take us an hour or two to get to some of those locations. now it's within minutes. >> coming up in the next 30 minutes, where these new officers are concentrated and why. live in mayfair this morning, jesse gary, nbc.

this afternoon the city will swear in 200 new firefighters. today the city is promoting members of its medical service, including its first african-american female captain. 4:07 now. happening today, two men who were charged with murdering a couple that had hired hem to do some yard work are scheduled to appear in court. accused of robbing and strangling the victims back in july. the bodies of rufous and gladys perry were found inside their home in strawberry mansion. police say the victims had hired the suspect to clean up their property. the couple had known ballard since he was a child. a court date today for a volunteer firefighter who is charged with setting fires in delaware county. john corcoran has a pretrial conference and investigators say he set several fires in darby borough and township. corcoran arrived on a fire truck to help put out the fires. this morning, delaware

county detectives are trying to determine if a fire that destroyed one home and damaged two more in clifton heights is the work of an arsonist. three people were hurt in that fire yesterday, including a firefighter. now, witnesses you'll see here captured the flames and smoke from the home on the 200 block of south springfield road. the homeowner just stepped out to run an errand and returned to find his house in flames. >> i would have been dead. the whole upstairs fell down. >> he was obviously upset. the homeowner said he believes that fire was set on purpose. the red cross is helping three people displaced by the fire. a fire at a dance studio was intentionally set. we first reported this fire as breaking news yesterday after it started at 4:30 a.m. in ben salem. also an apartment inside this building. no one was inside at the time, but a firefighter did suffer a minor injury at the scene. investigators are still trying to figure out who set the fire.

if hi. you can feel the moisture in the air and the humidity and we're watching areas of fog developing right now. won't last all day, we'll see sunshine take over and summer-like heat for today and tomorrow and also tracking showers and storms that will bring an end to the warm up that we'll experience for the next couple days. look at the temperatures now, much warmer than yesterday. 67 in reading and philadelphia 66 along with cape may at 66 degrees and you can see some of the fog off to the north and west and interstate 78 in burkes county is getting some of the thicker fog. the areas of dense fog are rather limited, but still some time as the temperatures are cooling for fog to develop. you can see the low clouds hanging right over center city, although it's fog free, we could still see some fog in the city. the winds have already started to pick up and that will help warm things up during the day today. a little bit of warm up will do

away with the fog. quarter mile visibility. there's the dense stuff in the pocono mountain and light fog for quakertown really not an issue. ten-mile visibility and just under two miles in northeast philadelphia. look at the temperature. warm up by 10:00 this morning and clouds are pushing out the and the fog disappears and be in the low 70s at that hour and watch them climb. 80 degrees at 2:00 this afternoon in northeast philadelphia and i suspect we'll find a few more spots in the 80s later today. i'll show you how long that warm weather lasts when we look at the storms heading our way later this week. ten minutes after 4:00, let's take a look at how some of that thicker fog is affecting the roadways in the area. katy zachary has a look at that through her traffic cameras. katy? >> going to force people to slow down this morning. starting things off in new jersey, a live look at route 42 right at creek road and the

14 minutes after 4:00 as you're waking up, before you hit the road, keep in mind we're seeing some fog get thicker especially parts north and west of the city right now. this is a live look in burkes' county. you can see the headlight of few people on the road rather reflected in the fog there. take your time and take extra time this morning before you hit the road. we now know the name of a student that is charged with posting a social media threat. police say 20-year-old told them that the post on the site yikyak was a prank. saying he would shoot students at the hub, which is the main section of campus that includes

places to socialize. he is charged with making terroristic threats and disorderly conduct. a freshman faces similar charges for making a threat using the same website. he threatened to shoot up in the campus in delaware chester county. he is charged with making harassment. in mercer county, a rider university student was driving under the influence when she slammed into the fine arts building. the driver and her passenger were treated for minor injuries. there was also a pretty serious damage to the theater that may take several weeks to repair. now to our decision 2014 coverage. the clock is ticking away for voters in new jersey to register for the november general election. if you live in the garden state and haven't registered yet, you have until tonight to do so at your local county clerks'

offices. here is a look at some of the big decisions the voters are facing in new jersey. between democrat cory booker and jeff bell. all 12 of the states' congressional seats are up for grabs and two ballot questions to overhaul the state's bail system and dedicate business revenues to open space. a skydiving company in new jersey has filed for bankruptcy. freefall adventures is in williamstown. they had financial trouble because two of their planes needed costly repairs and cannot be used. back in april you may remember a sky diver who was jumping with freefall adventures died when his parachute didn't open. the owner says he plans to stay open during the bankruptcy process. 16 minutes after 4:00 now. happening today, an opportunity to find work in montgomery county. a job fair at the philadelphia premium outlets from noon until 5:00 today. you can get a listing of the jobs and then stores will conduct on the spot interviews

today. also delaware's governor will speak at the wilmington library today to provide jobs for people there. the launch of inspiration space. that includes job and technology services to help people find work and possibly start their own businesses. and a groundbreaking ceremony happening later today for an expansion of the greenway along the delaware river front in philadelphia. the new trail will connect to the existing penny pack park trail and that will add almost two miles for bikers and walkers to enjoy and it will improve access to the trail for people. and here is one of those obvious signs that the holidays are not far away from us. the ice rink at rockefeller center is now open in new york city. olympic gold medalist merrill davis and charlie white were there for yesterday's opening. a couple of youth skating groups were also first to grace the ice. the rink will be open until mid-april.

keep that is going to be a challenge today. temperatures not only going to soar in philadelphia, but the entire region. right now we're watching for areas of fog. this is a view from the comcast center looking towards the surface streets and no sign of fog there. areas north and west and seeing some fog. humidity now 90% and the temperature is nine degrees warmer than yesterday at this time at 66 degrees. here at the station nbc 10, we don't have any wind just yet, but the wind will be picking up this afternoon and that is the warm air that will push into the area. clouds have been thinning out. the thicker clouds are to our west and this is where you'll find the storms that are going to slowly move our way and bring an end to the warmup that we'll explain today and tomorrow. but it will take some time for this wet weather to move in. so, we don't have to deal with the showers today, but we will see fog, especially areas north and west before things clear out

and warm up. the future weather shows after sunshine today, the clouds will start building tomorrow morning. a few scattered clouds this evening and first thing in the morning, 8:00, to see that wet weather to the west. we'll start off with some sunshine for much of the area, and clouds and occasional showers during the day today, tomorrow and into tomorrow night when we could see the heavier downpours. today n joy the warm up. a bit of fog this morning, it will clear. breezy and high temperatures in the upper 70s to near 80 degrees. the timing of the cool down when i come back in the next half hour in the seven-day forecast. just when my neighbors thought i could put my shorts away. another warm one today. let's have a look at traffic. a lot of you waking up to fog in the north and west and katy has a look at what could be some difficult viewing conditions on the roads. katy? >> definitely probably force drivers to slow down a little bit. start things off right near ridge avenue. you can see a little bit of fog out there. damp out there.

you know you may have had to put your windshield wipers on. if you're headed north of here up to the lehigh valley, you can see how much foggier it is. right at cedar crest boulevard we can barely make out the vehicles on the road. definitely use caution. not affecting, fortunately, drive times at this hour. not a lot of volume, just some construction we're contending with. not any accidents reported so far. drive times are looking good throughout the area. philadelphia little league star mo'ne davis is getting another national honor. this time "time" magazine has named her one of the most influential teens of 2014. she is one of only two 13 year olds to make "time's" list. the other is sasha obama.

at 4:24. we have this breaking news just into the news room. this crossing on all the major news wires. that person was being treated in germany where he arrived five days ago. he contracted the virus while working in west africa. we'll continue to bring you new information as soon as we get it. no matter where you live in this area, you probably noticed gas prices are on the way down. and continue to go down. this week, prices dropped, again, in all three states. according to aaa prices are down

three cents. in south jersey, they're below $3 at $2.99 an average. if you fill up in delaware, an average of $3.06. now according to a lundberg survey, this is the 18th street week that prices have fallen. slow global economic growth has hurt the oil market and good news for refiners buying that crude. experts say prices could drop another ten cents in the coming weeks. wouldn't we like to see that. we took a tour from state to stit to find out how much gas prices have fallen in your neighborhood. gas for $2.87 a gallon. drivers are pretty pumped about that. >> i'm a broke college student and i am commuting every day and it's really awesome. >> i just put 40 in, which would usually be 60. so little $20 difference for me that has given me almost a full tank. so, i'm loving it. >> across the delaware they're loving it, too.
